The senior management have shown themselves incapable of running an efficient organisation and the work could be done better and cheaper outside (by businesses who allow people to get on with job rather than bullying them and making them attend endless pointless meetings to make management feel important). The disgusting way they treat experienced staff, who are then replaced by call centres on even lower wages and NO experience, would suggest they are already moving the cards around to prepare for such outsourcing.
