That's one item, from one council. The rot runs deep. Some councils haven't submitted audited accounts for years. The DOGE style audit in US needs to be implemented.

I've used Claude to look at this in the last few days interesting enough, the results were shocking to put it mildly. One council, who shall remain nameless had suspicions transactions of 14%. I could only get about 10 percent of their total budget from public sources. I build an AI Agent to cross reference against companies house information, duplicate payments within days of each other, dissolved companies.
Why is the council you refer to remaining nameless?

I presume you are referring the matter to the relevant authorities. I mean, you appear to have put a lot of work into this, so why wouldn't you take the matter further?
