HMRC's £8 Lever Arch Files



My thanks to a loyal reader who alerted me to HMRC's use of "bog standard" lever arch files, for which they apparently pay a staggering £8 each (a 30 second online search indicates that you can buy these at below half that price - before any bulk discounts):
"'volume discount'? like the £8 HMRC pay for each of the cheap as chips Banner lever arch file we use?!"
I am having trouble believing that HMRC would pay quite so much for such a simple product, as such I will tweet HMRC to ask the price they pay and also submit an FOI.

However, given that I don't expect an answer anytime soon (if at all), in the meantime if anyone has a copy of an invoice/proof of price paid please feel free to send it to me.

HMRC Does A £10M Deal With Microsoft



The Register reports that IT reseller Computacenter has brokered an Enterprise Agreement (EA) between Microsoft and HMRC valued at roughly £10M. The agreement entitles HMRC to volume discounts on Redmond gear, upgrades and more over the next three years.

It is understood Computacenter will take a small cut for hooking up the two organisations; HMRC's last EA with Microsoft expired in 2008.

The agreement covers about 90,000 desktops across HMRC, and ends the four-year hiatus between the government department and Microsoft. Apparently HMRC "didn't see the value in renewing" back in 2008 as it hadn't made much use of Redmond's products on offer.

Ironically Microsoft were recently featured in the Sunday Times in an article on tax avoidance (which Cameron claims is morally repugnant):
"Microsoft is channelling online payments for sales of its new Windows 8 operating system to Luxembourg as part of a scheme that avoids UK corporation tax on more than £1.7bn a year of revenue. 

The Sunday Times has established that a small office in a Luxembourg business park with just six staff handles hundreds of millions of pounds from online Microsoft sales in the UK and the rest of Europe. 

The bulk of the money is transferred to Microsoft’s European headquarters in Ireland. Profits can then be routed to Bermuda without UK corporation tax being paid."
How ironic!

270,000 Opt Out of Child Benefit



According to IFAonline, some 270,000 people have decided to opt out of receiving child benefit following changes to eligibility rules. That leaves approximately 830,000 still in the system who will be affected by the changes.

Good luck to the good people of HMRC with processing that mini mountain of "paperwork"!

Child Benefit Clusterfuck



The coalition's child benefit reforms come into force today.

Under the new system, any family where one earner takes home more than £60,000 a year will lose all of their benefit. Once the household's highest earner takes home more than £50,000 a year, they begin to lose part of the benefit for every extra pound they earn.

Despite assurances that the new system is bedding in smoothly, not all are convinced. The Institute of Economic Affairs said the Coalition’s child benefit reforms are “the single most incompetent change to the benefits system since the Second World War”.

It is estimated that around 1.1 million earning more than £50,000 a year are set to lose some or all of their child benefit payments. However, the Telegraph reports that only 250,000 people had voluntarily opted out of the child benefit system by 5pm yesterday, with just seven hours to go before the deadline for registration. This leaves around 850,000 parents who will continue to receive their child benefit as usual but have it clawed back later in tax through the self-assessment process.

Hardly an efficient process, and one that will burden both the families and HMRC.

I wonder if anyone warned the coalition that this was not such a great idea?

Oh wait, I did warn about this in October 2010:
"This absurd "Heath Robinson" claw back will increase the complexity of individuals' tax affairs, and add to the burden on the already overstretched HMRC."
Also again in May 2012:
"It is disappointing that Osborne is going ahead with this oncoming clusterfuck."
I dare say that my cynicism and pessimism are misplaced though, as Lin Homer was on the radio this morning assuring us that everything is tickedy boo with child benefit. In fact she went on to defend government policy (I thought civil servants were meant to be impartil?):
"..most families don't need child benefit.."
So that's OK then!
