Sacked For Not Being Sorry Enough



In a recent turn of events, Gordon Askew, a member of the branch executive committee at HMRC's Benton Park View branch in Newcastle, was dismissed. The grounds for this dismissal were cited as 'potential' computer misuse.

Background

The dismissal followed a series of targeted strike actions taken by the branch, including three national days of strike action. In the aftermath of these strikes, HMRC launched an investigation into two Newcastle-based representatives.

The Charge

The charge against Askew was a 'potential' breach of the department's IT policy. This was allegedly due to a Microsoft Teams message sent to a number of PCS members, relating to the strike action. The department’s decision maker claimed that Microsoft Teams had been used “without a legitimate business reason”.

The Decision

Despite Askew's nearly thirty years of spotless service to the department, the decision maker opted for dismissal. It was stated that a lesser penalty was considered, but the decision to sack Askew was made because he didn’t appear to be sorry enough for what he had done.

A History of Dismissals

This is not the first time that a PCS representative has been dismissed by HMRC management in Newcastle. In 2017, the branch organiser was sacked for emailing the branch membership list from his work email account to his personal account². Despite PCS arguing that a PCS rep emailing PCS material from work to home was not a matter for the department, the dismissal proceeded. However, PCS was successful in securing the rep’s reinstatement.

PCS is currently discussing the next steps with their Legal Department. A meeting for all members of the branch will be held on 10 April to discuss the response to the sacking.

PCS Rejects HMRC's Pay Offer


 

HMRC has offered its staff pay rises between 4-6% for 2023/24, but those at Executive Officer and Senior Executive Officer/Higher Executive Officer grades will get a smaller consolidated pay increase if they are already close or at the top of their pay range. 

PCS has rejected the offer, and is demanding 10%.

HMRC said it will push ahead with the pay award, which is expected to reach pay packets in October and will be backdated to June.

HMRC Strike Ballot


 

PCS are balloting their HMRC members about going to strike.

Whatever the outcome, the long suffering taxpayers won't notice any change in the quality/speed of service:

- you can't email HMRC

- webchat never has a human present

- phone lines are jammed and often cut off

- HMRC take weeks to open letters, let alone respond/action them.

PCS Calls HMRC's 2% Pay Rise "Derisory"


HMRC's proposals to impose annual pay rises of up to 2.08% for its lowest paid staff have been attacked by the Public and Commercial Services Union.

PCS said that HMRC was locked in an “embarrassing spectacle” of having to uprate its own lowest pay band on an annual basis to make sure it complied with the earning minimum set by government.

The union said HMRC had told it that the rise would be paid at the end of next month, fully consolidated and backdated to 1 June.

It gave a range of 1.86% to 2.08% for the rises and said the award would be worth from £360 a year for administrative assistants based outside London to £1,410 for grade 6 staff based in the capital.

PCS said it would be convening members’ meetings on pay in September and later in the month would meet outgoing perm sec Sir Jon Thompson for a final time.

That's all very nice and dynamic. However, Thompson is leaving, what is the point of meeting him in September when he will be already mentally (albeit not physically) long gone from HMRC?

"Building Our Future" Runs Into Resistance In Ealing


Ealing Council and Ealing Central & Acton MP Rupa Huq are fighting to prevent the closure of the borough’s HMRC office which could lead to the loss of 260 jobs.

HMRC has proposed that the office could close in 2020/21 as part of the latest phase of a restructure across the UK.

At a full council meeting on Tuesday (June 12) the council unanimously passed a motion to support members of the Ealing branch of the PCS Union, which is campaigning against the potential closure.

The motion read:
The proposed closure of the HMRC Ealing office in the year 2020/21 will mean the loss of approx 260 quality jobs, of which 75% are carried out by female and ethnic minority workers.

This will mean HMRC no longer have a presence in Ealing. The loss to the local Ealing economy is estimated at approx one million pounds per year. This loss will inevitably have a detrimental impact on other businesses in the area that staff use. We call on Ealing Council to debate this issue, oppose the loss of jobs in Ealing and join the campaign to keep the office open beyond 2020/21.”
