Jacky Wright Leaving HMRC 11 October


Chief Digital and Information Officer, Jacky Wright, will leave HMRC on Friday 11 October, to return to Microsoft US.

Succession plans will be announced in October, before she leaves.

HMRC's £112M Microsoft Deal


Public Technology reports that HMRC has gained central approval for Microsoft (the company that routes its sales through Ireland) licensing deals worth £111.75m, according to data published late last month. 

The department received the green light for spending of £106m on ‘Microsoft Licence E5’ on 25 March. Microsoft’s Office 365 Enterprise E5 licences usually include Skype for Business, security and compliance features and Power BI analytics, as well as the suite’s standard software. It also gained approval to spend £4.9m on Office 365 on 22 January, and a further £850,000 on the same on 22 March.

HMRC’s current chief digital and information officer Jacky Wright is on a two-year secondment from Microsoft, scheduled to end this October. HMRC’s annual report published in July said:
She does not participate in any commercial decisions specifically concerning Microsoft.” 
When I was an auditor many moons ago, training to be an FCA, we were always told that we should not just be independent, but look independent!

The Robots Are Still Coming



Way back in 2016 I wrote this:
"As per a loyal reader, it appears that the robots are coming:

"The SMS text messages are only the beginning. I work for the twats called HMRC in the robotics team and they are planning on robots answering the calls to replace call centre staff jobs. Its already done on self serve time to pay and instalment arrangements, but the wider hmrc will have this roll out, oh and the fuck up that windows 10 is coming to hmrc."
This will end in tears!"
Now here we are in 2018, and Jacky Wright, HMRC’s chief digital & information officer, recently announced the milestone in HMRC’s modernisation programme at Government Computing’s GovTech2018 conference in London.

HMRC confirmed that it has processed 10m transactions using robots since 2015, improved its efficiency and customer experience.

Government Computing reports that HMRC has described its robots as:
programmed pieces of software that process items in the same way as humans would.

They work repetitive jobs, freeing up staff to undertake more meaningful, complex and interesting work, the kind of work that requires decision-making and human judgement.
HMRC regards the 10m milestone marks significant progress for HMRC’s IT Project team as it works towards achieving greater automation of the functions that do not require human input.

Wright said:
This is a major milestone towards HMRC’s digital transformation, where we are now deploying the most advanced IT to improve the accuracy and speed of our services. HMRC aims to be the world's most digitally advanced tax authority, and by making our 10 millionth transaction by a robot, we are making great progress towards that goal. 

We have over 50 different automations working across our IT estate. By automating simple and repetitive tasks, we are able to free up our staff to undertake more meaningful and interesting work that requires decision making and human intelligence. The public is getting a better service and HMRC is doing its work more efficiently.”
So there you go folks, taxpayers are receiving a better service!

Je Recuse - Jacky Wright's "Civic Leave"


Last week, when writing about Jacky Wright becoming the new CDIO of HMRC, I said:
"At least now, maybe, HMRC will upgrade from Windows 7!"
Sadly for HMRC staff struggling with outdated operating systems this will not be the case, for Ms Wright hasn't actually left Microsoft; she is on "civic leave". 
During this two year leave of absence she has recused herself from any Microsoft related issues, as per HMRC quoted by The Register:
"Jacky will be appointed to HMRC on a fixed two-year contract.

She must recuse herself from any discussion and decisions relating to Microsoft, both within HMRC and across Government and we will put in place the necessary governance to manage."
Okey dokey, so in summary HMRC have hired a two year manager for a five or more year job who can't actually touch anything Microsoft related, even though HMRC has around 85,000 desktops running Microsoft.

Oh yes, that will work fine and dandy!

Oh, and by happenstance, Hotmail suffered a European wide outage yesterday for several hours. Maybe the net gods were sending us a warning about this?

Jacky Wright To Be New HMRC CDIO


Computer Weekly reports that HMRC has tasked Microsoft corporate vice-president Jacky Wright with helping the department achieve its goal of becoming one of the world's most digitally advanced tax authorities.

Jacky Wright will be HMRC's new chief digital and information officer (CDIO) as from 16 October.



At present, Wright is working as a corporate vice-president at Microsoft’s core platform division, and has previously held the position of CIO at both General Electric and Momentive Performance Materials.

Wright said :
I am passionate about the impact innovation can have in truly transforming services for people and businesses in a positive way and want to continue the great work being done within HMRC and across the Civil Service at this time.

I am proud to represent women and BAME [black, Asian and minority ethnic] in technology and will continue to promote the vital role of diversity within our industry and more broadly.
The role comes with an annual salary of up to £180,000, and is billed as an opportunity to “shape and transform the way HMRC works” as it pursues its goal to become the “one of the most digitally advanced tax administrations in the world”.

Jon Thompson, CEO of HMRC, said:

Balancing strong operating experience with a record of driving innovation, Jacky is widely recognised for her contributions to technology and diversity.

Her influence as a technology leader and champion for the role of women and BAME in industry is a major win for this organisation.

This builds on a year of real progress and innovation under the leadership of interim CDIO Mike Potter, who has done a fantastic job of pushing digital delivery for HMRC and its customers.
