HMRC Recruiting Brexit Trade Experts (£20K-£25K pa)

 


HMRC is looking to hire hundreds of advisers to help businesses deal with red tape when moving goods from Great Britain to Northern Ireland after Brexit.

Job adverts for “customs and trade advisers” call for candidates with at least two years’ experience in global trade who are prepared to work from home for a salary of £20,000 to £25,000. The ads say that a laptop and training will be provided.

RESPONSIBILITIES & TASKS

  • Deal effectively with inbound enquiries, provide timely, accurate and guidance on trader registration and declaration submissions
  • Effectively refer members and customers to a wider Trade team and other parties as required
  • Gathering data on EORI numbers, VAT numbers and commodity codes to tailor further engagement
  • Checking of all relevant customs and trade documentation
  • Data Administration and validation
  • Accurately complete and submit of customs declarations using simplified, summary, and standard procedures
  • Delivering service in line with HMRC standards
  • Liaising and effectively communicating with other Government agencies such as HMRC as and when required
  • Supporting other team members by sharing best practice
  • Effectively recording of customer & partner interactions on CRM and any other relevant processes as required

Staff will work for the Trader Support Service (TSS), set up by HMRC, and run by Fujitsu and the Custom Clearance Consortium. The Times reports that the TSS has a budget of £200M and staff requirement of 800.

HMRC's Sympathetic Customs' Approach


 

HMRC has told businesses trading across the Irish Sea it will take a "sympathetic" approach to new customs rules in January when the UK leaves the transition period of Brexit.

Northern Ireland will leave the EU's customs union at the end of the Brexit transition in January.

However, it will enforce EU customs rules at its ports, meaning goods coming from Great Britain will need declarations.

HMRC estimates that will involve 11m declarations a year.

HMRC official Aidan Reilly told MPs on the Northern Ireland Affairs committee his organisation was "acutely aware" that many traders are going to be entirely new to these customs processes.

He is quoted by the BBC:

"We will of course want to be sympathetic to traders in the early days of the regime who are trying to do the right thing but are not clear on what exactly they need to do."

Summary

This is a newly created post designed to provide leadership to a newly formed group in HMRC that brings together the critical EU Exit policy and delivery groups into one cohesive unit.

The job holder will be responsible for defining and embedding the new organisational structure. Fundamentally this role will be of EU Exit for HMRC responsible for delivering the next stages

Job description

The job holder will line manage 4 directors leading in the EU Exit policy and project delivery space.

The 4 directorates are made up approx. 1000 FTE, largely in project delivery and policy but also including functions such as communications, finance and private office. Although a significant proportion will be London based the job holder can expect to have staff across the majority of HMRC locations. In the event of a no deal EU Exit the command centre would be stood up which is principally an operations command.

The job holder will be responsible for bringing together the Senior Leadership Team (SLT) which is newly formed, as well as the wider senior community including critical enabling partners in digital, finance, HR and operations. The job holder will also be responsible for all their people with a focus on wellbeing and workload which can be put under pressure in the EU exit environment.

Responsibilities

To be successful in this role candidates will be asked to present evidence of the following essential criteria during the selection process:

Proven success through inspirational leadership with a clear track record of delivering outstanding performance as well as extensive experience of people management across large, complex teams - leading across geographically disperse locations and culturally diverse teams;

Experience of working collaboratively and successfully engaging with a diverse range of stakeholders both internally and externally at the most senior levels;

Proven ability to have strong judgement as the job holder will need to prioritise both the policy and delivery work of their teams. This will also include strong time management skills as they will have to be able to react to both internal and external factors;

Effective and sophisticated influencing skills, with the gravitas and credibility to work in partnership with colleagues and stakeholders at Board and Ministerial level to set strategic direction, to operationalise strategy and to advise on complex policy issues;

The effective job holder will need to be experienced in policy, programme and portfolio management, and will have experience of working on EU exit

The effective jobholder will have the resilience to successfully manage high profile public and media scrutiny.

Whilst not essential, it would be helpful if candidates could also demonstrate:

Experience of successfully leading an organisation through large scale transformational change.

Auto Enrolment In EORI


HMRC will start automatically enrolling companies in a key customs system in preparation for a no-deal Brexit

More than 88,000 companies will be allocated an Economic Operator Register and Identification (EORI) number in the next two weeks, adding to the 72,000 firms who have already registered.

Sajid Javid is quoted by Public Technology:
"There can be no time for delay which is why HMRC has allocated thousands of businesses with a trading number to ensure they can continue to trade their goods through Europe from day one.

This will help ease the flow of goods at border points and support businesses to trade and grow."

HMRC Is "Whitehall's Unruliest Department" - Javid Lays Down The Law


Sajid Javid has ordered HMRC to make no-deal Brexit planning its "absolute top priority".

Treasury sources said the letter from Mr Javid was an instruction to "Whitehall's unruliest department" to prepare for no deal.

In the letter to Thompson, Sajid Javid said:
"HMRC must make no deal preparation their absolute top priority as the UK prepares to exit the European Union on 31st October 2019, with or without a deal."
He said HMRC must deliver "critical internal systems and staffing" to function on October 31, including the 5,000-plus additional staff required to support and handle the increase in businesses making customs declarations.

Mr Javid also said HMRC should work across Whitehall to set up an "ambitious" central helpline to support firms with concerns about Brexit.

He said customs officials must work with counterparts from the Treasury, Home Office, Department for Environment, Food and Rural Affairs and Border Force to deliver the "necessary changes to customs, tax and welfare arrangements in order to ensure a smooth exit and transition".

In his instructions to Sir Jon, Mr Javid said he expected to receive "weekly delivery-focused updates from HMRC to ensure progress remains on track" in the run-up to October 31."

An excellent kick arse approach!

Karen Wheeler HMRC's Brexit Supremo Resigns



Karen Wheeler, director general of HMRC's Brexit border delivery group, has resigned. She was the lead official coordinating a cross-Whitehall response involving police, ports, customs and freight interests.

She had been in the post for two years.

A source quoted by the Guardian said:
Nothing is happening in Whitehall now. Lots of people have been stood down on Brexit no-deal preparations and there is a general risk that people are just going to see this hiatus as an opportunity to clear off and go into the private sector,
Jon Thompson, HMRC’s chief executive, said in a statement:
I would like to thank Karen for her outstanding work leading the Border Delivery Group to prepare the UK for EU exit and we wish her well for her retirement. We shall be announcing her successor in due course.”

HMRC's Staffing Brexit Boost


Civil Service World reports that HMRC is boosting the number of staff who will be based in its new regional hub in east London because of the department's increased Brexit-related workload.

HMRC signed a lease on new office space at Stratford at the end of 2017 with a view to basing 3,800 staff at the hub.

Thompson has now told staff that HMRC will take an additional three floors of the building and base 600 additional staff at Stratford, making it home to 4,400 full-time-equivalent workers.

So, if I understand this correctly, over the past few years HMRC has been making experienced staff redundant only now to start recruiting additional staff who have no experience?

Muddling its way through seems to be the HMRC modus operandi.

HMRC Extends Transitional Simplified Procedures

HMRC is extending arrangements already announced for traders to use Transitional Simplified Procedures (TSP) which will make importing easier. This includes:
  • an extension of the date when the first supplementary customs declarations must be submitted, and any import duties must be paid, to 4 October 2019, with subsequent declarations submitted monthly
  • making TSP available at all UK ports if the UK leaves the EU without a deal

HMRC's Brexit Bonus


CSW reports that the five biggest Brexit preparation allocations have been made to the Home Office (£480m), Defra (£410m), HMRC (£375m), BEIS (£190m) and the Department for International Trade (£128m).

HMRC is expected to use the cash to will employ over 3,000 additional customer service and compliance staff in operational roles to handle increases in customs activity, as well as introducing new technology at the border.

HMRC Told Not To Discuss Post Brexit Customs



Hans Maessen, a Dutch customs expert, recently told a Parliamentary committee that HMRC have been refusing to engage in any discussions on customs, going as far as to claim that HMRC were “not allowed” to do so due to a “political instruction” following the Chequers agreement to pursue the ‘Facilitated Customs Arrangement’ instead.

Money was put aside for the UK to make preparations for leaving the Customs Union by the Chancellor over a year ago, yet Guido understands that senior figures in the Treasury and the Cabinet Office are still putting the brakes on it being spent.

Sometimes it is not always HMRC's fault that things are shite!

This collection brings together regulations, explanatory memoranda, and an impact assessment in preparation for day 1, if the UK leaves the EU with no deal. 

Details

The Withdrawal Agreement and Political Declaration on the future relationship between the UK and EU was endorsed by leaders at a special meeting of the European Council on 25 November. The government will lay these before Parliament ahead of the parliamentary debate and vote on the approval of these documents.

The Withdrawal Agreement sets out the terms of the UK’s smooth and orderly exit from the EU and the Political Declaration sets out the framework for the future relationship between the EU and the UK.

The government does not want or expect a no deal scenario. However, it is the duty of a responsible government to prepare for a range of potential outcomes, including the unlikely event of no deal. In the event of leaving the EU without a deal, legislation will be necessary to ensure the UK’s Customs, VAT and Excise regimes function as intended after the UK leaves the EU and so, on a contingency basis, HM Treasury and HM Revenue and Customs will lay a number of Statutory Instruments (SIs) under the Taxation (Cross-border Trade) Act 2018 (TCTA) and the EU Withdrawal Act 2018 (EUWA).

As these SIs are laid they, and any accompanying documentation, will be published on this page. This will include an impact assessment, draft notices and public notices that will be made before exit, under these SIs and the TCTA respectively. In addition to this, as two of the SIs incorporate a number of documents by reference, these documents are also listed and linked below, beneath the SI to which they relate.

This legislation is designed to broadly replicate the current EU legislation and minimise disruption of a no deal scenario on the UK’s international trade. To further support this there are step by step guides to importing and exporting which explain the steps that businesses can take to prepare for a no deal scenario.

Jon Thompson Given Public Drubbing by PAC



Jon Thompson, chief executive of HMRC has been given a public drubbing by MPs for failing to tell 100,000 small businesses how to prepare for a 'no deal' Brexit.

Thompson was given a dressing down in a letter from parliament's Public Accounts Committee, which has been made public.

Committee chair Meg Hillier said she was "concerned and disappointed" about the lack of communication with small businesses from the department, and asked for an urgent update on how HMRC plans to make them aware of potential changes to how they trade.

She also criticised a further delay to HMRC's new customs declarations service, which is not likely to function properly until after Brexit.

The letter is quoted by City AM:
"I am both concerned and disappointed...you have made little progress.

You gave us no assurance that HMRC has a plan to ensure that businesses are aware of what they will need to do.

We are particularly concerned about the 100,000 small traders that HMRC can not engage directly with, as you do not know who they are.

I would be grateful if you could write to the Committee as soon as possible with an update on the level of business understanding and preparedness for changes to customs rules and procedures in the event of no deal."
Hillier also accused HMRC of being underprepared for changes to how businesses would pay VAT on EU imported goods after Brexit - with bills expected to be paid quicker.

Thompson told the committee his team had only just started to work with software developers to create the new system.

Hillier said:
"The potential move to postponed accounting is something that was foreseeable and it is reasonable to expect you to have been better prepared for it."
An HMRC spokesperson said:
“HMRC has well-developed plans to ensure that there will be a functioning customs, VAT and excise system in the unlikely event of a no deal. We have engaged with business representative bodies who will be a key partners in reaching businesses to ensure that they understand any implications for them.

We have always said the timeline for implementing the Customs Declaration Service is tight, but that we would operate the current system (CHIEF) in tandem throughout the transition. We have made good progress to ensure that the UK has a customs system capable of handling any potential volume of customs declarations after March 2019.

Troup Cleared - Jobs For The Boys



Sir Edward Troup, former permanent secretary at HMRC, has been cleared to start a new part-time role as an external senior tax adviser at management consulting company McKinsey, although he is not permitted to give EU tax administrations Brexit-related advice.

The advisory committee on business appointments (ACOBA) has said that there are ‘some risks under the government’s business appointment rules’ with Troup’s new role at McKinsey.

One concern was that the appointment could be seen as a reward for decisions made in office, particularly as HMRC paid McKinsey £680,000 to help design a Brexit customs arrangement.

However, although Troup had some official contact with McKinsey while at HMRC, he was not involved with McKinsey regarding any paid advice that the business provided to HMRC. He also had no influence in contract letting or contract management as this was down to CEO Jon Thompson.

Therefore, the committee concluded that Troup’s new role was not a reward for decisions made while in office.

As per Accountancy Daily, the committee has allowed Troup to start the new role as long as the following conditions are met for two years from his last day in Crown service:
  • he should not draw on any privileged information available to him from his time in Crown office;
  • he should not advise EU tax administrations where that advice would be directly relevant to Brexit-related issues;
  • he should not work on UK tax affairs;
  • service he should not work directly or indirectly on the tax affairs of McKinsey or any of its clients other than overseas tax administrations;
  • he should not work on any matter which involves any dealings with any part of UK government or HMRC:
  • he should not provide advice to McKinsey or its partners or clients on a bid or contract relating directly to the work of HMRC; and
  • he should not become personally involved in lobbying the government on behalf of McKinsey or its clients.
Troup must also inform the committee if he plans to expand or change his role as he may have to make a new application to the committee.

Troup left HMRC on 15 January 2018.

HMRC Customs Declaration Service Goes Live - Sort Of!



HMRC’s Customs Declaration Service is now live, and a small group of importers can use the system to make ‘certain types of supplementary declarations’.

HMRC went live with the first part of its Customs Declaration Service (CDS) on 14 August.

The second phase of the deployment will come in November, when the majority of importers will be able to use the system. However, importers will have to either develop their own, or buy software that is CDS compatible to use the system.

HMRC’s customs transformation programme director, Kevin Franklin, is quoted by ComputerWeekly as saying that the first release of CDS “is a major milestone”.
Going live on time is a great step to fully introducing the new system and is testament to the hard work of HMRC staff and our partners.

We have been engaging closely with trade representatives, including software developers, community system providers, freight forwarders and traders about CDS, and we value the support from these organisations in preparing importers and exporters for the upcoming changes.

Our priority now is to make sure software developers, agents and their clients are ready, and we will continue to work closely with them throughout the transition.”
The CDS is intended to replace the current Customs Handling of Import and Export Freight (Chief) system for handling import and export freight from outside the European Union (EU).

Chief, which has been in place for 25 years, can only handle around 60 million customs declarations per year. However, a no deal Brexit means that CDS might be required to handle volumes of up to 255 million declarations annually.

The final and third phase of the roll out, covering the export functionality of the system, will not be released until December 2018, meaning traders who export goods will have only one month to complete the migration, as the entire process of migrating users from the old system to CDS by the end of January 2019.
