HMRC has once again proven its knack for monumental incompetence, this time leaving thousands of women shortchanged for decades due to a "historical error" that’s only now coming to light. The blunder, which primarily affected women who gave birth in the 1980s and 1990s, has resulted in a collective compensation bill of £7,859 per affected individual—a payout that, while welcome, is a stinging reminder of HMRC’s chronic mismanagement and indifference to taxpayers’ lives.
 
Let’s unpack this fiasco. When HMRC was supposedly overseeing the nation’s tax system with the diligence of a hawk, thousands of women were systematically underpaid or denied tax relief they were entitled to. The error, rooted in the labyrinthine complexity of tax codes and HMRC’s apparent inability to administer them properly, went unnoticed—or, more likely, ignored—for decades. These women, many of whom were juggling motherhood and financial pressures in the 80s and 90s, were left to bear the brunt of HMRC’s negligence. And now, in 2025, HMRC has the audacity to pat itself on the back for “discovering” this mistake, as if stumbling upon a multi-million-pound error is some kind of administrative triumph.
 
The compensation—£7,859 per woman—might sound like a generous windfall, but let’s not kid ourselves. This isn’t HMRC’s benevolence at work; it’s a belated attempt to clean up a mess of their own making. Adjusted for inflation, the value of the money these women were owed decades ago would likely dwarf the current payout. A quick calculation using the Bank of England’s inflation calculator shows that £7,859 in 2025 is worth far less in real terms than it would have been in, say, 1990—when £3,000 (a conservative estimate of the original underpayment) would equate to over £9,000 today. HMRC’s “generous” payout doesn’t even begin to cover the lost earning potential, interest, or financial strain these women endured over the years.
 
And what of the human cost? These women, many now in their 50s or 60s, were deprived of funds during critical years—money that could have eased the burden of childcare, mortgages, or simply putting food on the table. HMRC’s error wasn’t just a clerical oversight; it was a betrayal of trust that compounded the financial insecurity of thousands of families. The tax authority’s response? A sterile letter in the post, as if a cold bureaucratic note can erase decades of hardship. No public apology, no urgent commitment to overhaul their error-prone systems—just a perfunctory payout and a hope that the issue fades from the headlines.
 
This isn’t HMRC’s first rodeo. From the Waspi women’s pension scandal to the ongoing Child Benefit overpayment debacles, HMRC has a track record of failing the very people it’s meant to serve. The organisation’s labyrinthine processes and apparent aversion to accountability have left taxpayers navigating a minefield of errors, with HMRC seemingly content to “discover” mistakes only when forced to confront them. The fact that this particular error lay dormant for over 30 years raises serious questions: How many other systemic failures are lurking in HMRC’s archives? How many more taxpayers are unknowingly owed money? And why does it take decades for HMRC to notice its own incompetence?
 
The timing of this revelation is particularly galling. As the cost-of-living crisis continues to bite, HMRC’s belated payout feels like a cruel irony—a lump sum that arrives too late to help these women when they needed it most. And let’s not forget the administrative cost of this cleanup. HMRC will likely spend millions identifying and contacting affected women, processing payments, and defending itself against inevitable criticism. That’s taxpayer money—our money—being used to fix a problem HMRC created in the first place.
 
To add insult to injury, HMRC’s announcement carries an air of self-congratulation, as if issuing these letters is some noble act of restitution. In reality, it’s the bare minimum, and it’s decades overdue. The women affected deserve more than a cheque and a form letter; they deserve a public apology, transparency about how this error occurred, and assurances that HMRC is taking concrete steps to prevent similar failures. Instead, we’re left with the same old story: an underfunded, overstretched tax authority bumbling through its responsibilities, leaving ordinary people to pick up the pieces.
 
This scandal is a stark reminder that HMRC is not fit for purpose in its current form. It’s a bloated bureaucracy that prioritises compliance over competence, leaving taxpayers to suffer the consequences of its failures. The £7,859 payout may be a lifeline for some, but it’s a drop in the bucket compared to the trust HMRC has squandered. If the government wants to restore faith in the tax system, it needs to hold HMRC accountable, streamline its operations, and ensure that errors like this are caught in months, not decades. Until then, this payout is less a victory than a grim acknowledgment of HMRC’s enduring legacy of letting down the people it’s meant to serve.

HMRC Sending Out Incorrect Late Return Letters


 

Several AccountingWEB members have complained that they are being diverted from urgent 2021/22 tax returns by HMRC letters about late 2020/21 self assessment tax returns, which on investigation turned out to be incorrect as the returns have been submitted.

Diana Miller received a batch of incorrect late-filing notices on 20 December 2022. Eight other AccountingWEB members also received similar HMRC letters, relating to their clients’ 2020/21 tax returns, which were all issued by “Lee Graham” and carried the reference: ISBC/C&A/S073/LG. 

Some of the HMRC missives included an email address to reply to, which if used, generated a reply from a real person who explained the letters had been sent in error and should be ignored.           

Companies chased  

However, the problem was not confined to personal tax returns as ABC12 complained that he has received reminder letters for corporation tax returns (CT600s) which were submitted months ago. 

These CT600 letters may just be a matter of bad timing of an automatic reminder, but the unnecessary correspondence is extremely annoying for accountants who need to process each HMRC letter and double-check that the system has acknowledged the particular tax return as received. All this extra checking can’t be charged on to the client.   

Seeds panic

The personal tax return chasing letters were also sent to the taxpayers concerned, who are likely to believe what they are told by HMRC. So the assertion that the previous year’s tax return was not submitted may lead the client to accuse the accountant of not doing the job they were paid for. This harms the relationship between the accountant and their client.  

AccountingWEB member Tornado received one of these incorrect late-filing letters for a client and is angry that he has to spend time, as he put it, “trying to explain to him that an organisation that aspires to be one the best digital tax systems in the world has made a serious error in their records.” 

Penalty risk

HMRC has confirmed to The Institute of Chartered Accountants in England and Wales (ICAEW) and the Association of Tax Technicians (ATT) that taxpayers who have filed their tax returns on time will not receive any late-filing penalties. But this doesn’t remove the need to check that the relevant tax return was submitted on time and hasn’t disappeared into some digital hole.

Why did this happen?

HMRC’s explanation for the unnecessary and incorrect chasing letters is that there was a “mailing list error”. HMRC has assured the professional bodies that it has temporarily stopped sending these reminder letters while it investigates the issue further.

Conclusion

45.         HMRC did not go through the process required by Reg 75A and so had not created a deemed liability which could be collected using a Reg 80 determination.  It follows that the determination is invalid.

46.         As a result, in the exercise of my jurisdiction under TMA s 50(7), I decide that the Company has been “ overcharged by an assessment other than a self-assessment” and reduce the Reg 80 determination to nil.  The Company’s appeal is therefore allowed.

HMRC Fiasco Impacts Taxpayers


It seems that there has been a "glitch" within HMRC that has resulted in incorrect or missing self-assessment statements to taxpayers.

The problem has been flagged up by Moore Stephens and Blick Rothenberg. Both have a number of clients who have either not received their usual half-yearly statement, or who have received it but find it shows a zero balance even though payments were due. 

As a consequence, some taxpayers are likely not to make the outstanding payment they were expecting to in July, while others may be undercharged.  

This could lead to unexpectedly large tax bills and interest charges when they have to pay the full amount in January 2020. 

Nimesh Shah, a partner at Blick Rothenberg, is quoted by Money Observer
Due to a system error, HMRC had not generated payments on account for 2018/19 for some taxpayers. A number of statements have been issued by HMRC that do not show anything actually due on 31 July 2019.”
HMRC has failed to correct the problem, even though it has known about the error for six months.
If a person has received a statement which does not look correct and does not include second payment that they feel is due, they should contact HMRC immediately. Similarly, you may not receive a statement at all, so it’s worth double-checking.”
However, he adds, the safer approach is to make the payment you believe to be due and not necessarily rely on HMRC.

Moore Stephens warns that although HMRC has made clear that taxpayers who received incorrect statements or none in July will not face interest charges for underpayment or non-payment at that point, there is no leeway being offered when those taxpayers face a demand for the full tax payment in January, even though this may be the fault of HMRC

The official HMRC line is that it’s the individual’s responsibility to ensure that assessments are checked and correct.

HMRC Says It With Flowers

 

The Telegraph reports that HMRC has spent more than £10,000 on flowers to apologise to taxpayers for mistakes made over the past five years.

Records disclosed under Freedom of Information show that in one year alone, HMRC spent £3,149 on florists as a result of its blunders.

HMRC said it chooses to send flowers in cases where its errors have a serious effect, such as on vulnerable or recently bereaved people. This apparently was said without any sense of irony or shame!

The total bill between 2014 and this year to date was £10,298, the figures showed.

Past mistakes by HMRC include mistakenly sending a cafe owner from Stockport a near-£1billion bill.

Call me old fashioned but if I had been screwed over by HMRC, I would expect more than some farking flowers as an apology!

HMRC's Dodgy Pensions Calculator Nixed



HMRC is giving pension savers incorrect information which could result in them missing out on reliefs worth tens of thousands of pounds.

As a result of this screw up, HMRC has been forced to take down a calculator that was drastically underestimating the amount people can save into their pensions.

Royal London has uncovered a calculator that said one customer has an annual allowance of just £10,000, when it should have been £35,000.

Royal London found the calculator was producing the wrong figures for the 2017-18 and 2018-19 tax years. HMRC has admitted the errors and said it has since taken the calculator offline.

An HMRC  spokesman is quoted by the Telegraph:
"We are sorry that the calculator isn’t working as it should in some cases. 

The calculator is no longer available as it is being updated.
HMRC advised individuals to use its online guidance documents to manually calculate their annual allowance.

Royal London's Steve Webb, a former pensions minister, said it was "totally unacceptable" for a government website to operate "when it contains blunders of this sort".
"It is beyond belief that they are knowingly allowing taxpayers to get incorrect information from their website and potentially to make major financial decisions on the strength of dodgy data."

HMRC Issues Wrong Advisory Fuel Rate


Fleet News reports that HMRC has issued an apology after fleets were given the wrong advisory fuel rate (AFR) following a quarterly update.

The new rates, which are published on HMRC’s website, initially showed that the figure for petrol-engined vehicles above 2000cc had fallen by 1p per mile (ppm), from 21ppm to 20ppm, and the rate for LPG vehicles above 2000cc had increased by a penny a mile, from 13ppm to 14ppm.

However, after the new rates had been widely circulated and employers had updated payroll systems ahead of the March 1 change, HMRC amended its figures again. This time it showed that the petrol rate had increased by 1ppm, not fallen as originally stated. The new rate would therefore be 22ppm.

The increase to 14ppm for LPG vehicles above 2000cc remained effective from March 1.

An HMRC spokesman said:
We had previously published an incorrect figure of 20ppm and apologise for the error.
However, Debbie Floyde, a director at fleet representative body ACFO and group fleet and risk manager at Bauer Media, told Fleet News:
Publishing the wrong advisory fuel rate will have caused a major payroll headache for hundreds if not thousands of fleet operators. 

What’s even more frustrating is HMRC didn’t publicise the fact it had made an error, potentially leaving some employers still using the original figure.” 
To err is human, and HMRC has apologised. However, not to draw publicise the error and leave some in the dark is not very "sporting" of HMRC!

Concentrix Tax Credit Cases To Be Reviewed


The Work and Pensions Committee, that produced a scathing report on Concentrix, has stated that HMRC has accepted its recommendations.

As such HMRC will review up to 23,000 new cases of people who have had had their tax credits screwed up by Concentrix/HMRC.

In a report to MPs, the government disclosed that of 36,000 claimants who lodged an appeal against a ruling by Concentrix, 87% were upheld and have had their benefits reinstated.

The remaining 23,000 claimants who did not appeal will have their cases reviewed as well, the government has told the Work and Pensions Committee.

The BBC quotes a a statement to the committee from the government:
"HMRC will review those cases to establish that decisions made by Concentrix were properly made and communicated to claimants.

Where absolutely necessary, we will re-contact the claimant to request further information relating to their claim. Current plans indicate that this activity could be completed by March 2017 but the scope of this work will be confirmed once an analysis of the total cost has been produced."
Frank Field (Chairman) said:
"HMRC was right to fire its contractor, but many of the processes used by Concentrix were the same as those used by HMRC itself. 

For many claimants, particularly those who were unwell, lacked self-confidence or had caring responsibilities, the document-heavy process of challenging a wrong decision by Concentrix was surely prohibitively daunting.

The real answer is of course to root out fraud and error at entry to the system rather than stopping benefits in payment as first resort."
A HMRC spokesman said:
"It is important to make checks on tax credits payments to ensure the right people are receiving them under the law, and this work will now be done by HMRC.

We will not be entering into external contracts for this in future. We apologise to all those who did not receive the standard of service that they should have."
Any guesses as to what the final bill for this clusterfuck will be?

HMRC's 22 Year Error


I appreciate that cock ups occur in life. However, I am having trouble believing that one involving a duplicate NI number and an erroneous tax demand could have gone on for 22 years without being corrected.

The Daily Record recently reported that Darren O’Neill was shocked to find that he had a namesake – with the same national insurance number.

Some 22 years down the line, he was no nearer to resolving his identity crisis.

Darren, 42, said:
“I can’t take much more of this. I am weary trying to explain to the Revenue that I’m being confused with another Darren O’Neill.

We have the same name but different middle names. He lives in Lincolnshire and I live in West Lothian. I’m at the end of my tether.”

Darren, a former surveyor, first spotted the problem when he finished an apprenticeship in 1995.
I began looking for work and tried to claim Jobseeker’s Allowance while I was doing that.

But I was told I couldn’t claim because I was working.

This was ridiculous because I wasn’t working – I was looking for work.

I spoke to the tax office about it, they admitted their error and I breathed a sigh of relief.

This other Darren had an identical reference number. So they issued me with a temporary number supposedly for a year while they sorted things out.
When he started working again, Darren, of Bo’ness, was told to revert to the original number.

He said:
I recall moving jobs a couple of times and my employers telling me my NI number was wrong.

But each time I approached HMRC, they apologised, assured me they had solved things and I just kept paying into the system.”
However, in 2010 he received a letter issuing him with a new tax code and claiming he worked for the NHS in Lincolnshire.

I then got a P800 claiming I’d underpaid tax on my salary of more than £30,000.
I couldn’t believe it. I wish I had an income like that.”
Two years later, HMRC wrote to say they would collect the underpayment through his tax code.
It was difficult enough making ends meet without deductions for repayment of tax I didn’t owe. But things seemed to be sorted again after I complained and pointed out their error.
When he tried to claim universal credit in November, following a shoulder op, the DWP insisted he was in work.

Darren said:
I’ve been to my MP and Citizens Advice but I’m getting nowhere. I’m fed up filling in forms. Please help.”
HMRC are now "on the case" to resolve the issue.

A spokesman said:
We don’t discuss individual cases but, where a National Insurance record is not up to date, we do all we can to help customers identify any missing credits.”
How on earth can an error like this go unresolved for 22 years?

HMRC's Statutory Guidance For Societies


Section 887 of the Income Tax Act 2007 requires registered societies (co-operative societies and community benefit societies) to make annual returns to HM Revenue and Customs (HMRC) of any payments of interest, dividends, bonuses or other sums. The return must be made within 3 months after the end of the society’s accounting period.

The guidance starts off in a promising and professional manner, unfortunately it then rather falls apart:
"We’ll only except files in this format."
Does no one proof read these things before publication?

This does not give one a feeling a of confidence in the professionalism and competence of HMRC.

HMRC Class 2 NIC Classification Foul Up


My thanks to a loyal reader who flagged up an issue with HMRC's Class 2 NIC classifications and an HMRC system update that went wrong:
"We had a client, self employed for many years, and submitted his 2016 tax return as normal. This year the Class 2 NIC is collected with the self assessed tax, and was duly included in the calculation.

HMRC immediately issued a fresh calculation, excluding the Class 2, so I phoned to ask why? After a long delay I was put through to their NIC office where I had to explain the problem all over again.

It appears that the client was listed as a "voluntary" payer of Class 2, something apparently reserved for exam markers and similar taxpayers. It also seems that their update of their system went wrong, and a number of taxpayers (sorry customers) were wrongly flagged.

He advised that he would amend the client's status, and that I should file the return again. I pointed out that we'd already filed a correct return, and that the fault lay in their system, so it was up to them to correct their own error. He didn't see it that way.

Welcome to the world of HMRC, where they screw things up and expect us to fix them....

.....I've now written to them quoting a price for re-filing tax returns and requesting confirmation that they will reimburse the client."
Has anyone else experienced this problem?

HMRC's £14 Trillion Tax Demand


My sympathies to Giles Hembrough, a railway signal tester in Bristol, who received a £14 Trillion tax bill from HMRC last weekend (more than the US economy is worth).

The Bristol Post quotes the HMRC letter:
"Although we are changing your tax code you may still not pay enough tax by 5 April 2017.

We think the amount you owe HMRC is £14,301,369,864,489.03.

We will let you know if this amount is right when we look at your tax return for the year."
When Mr Hembrough rang HMRC to query it, the lady on the end of the line apparently said:
"'Oh that is a big amount, it looks like someone has fallen asleep on the keyboard!"
The future's bright, the future's digital!

Release The Hounds - HMRC Target The Elderly


On the subject of debt collectors, it seems that (according to This is Money) HMRC have been a wee bit quick off the mark to send in debt collectors to collect small amounts of tax credits etc overpaid many years ago.

Apparently, HMRC is setting debt collectors on unsuspecting taxpayers without any prior warning. Pensioners and families are receiving threatening letters out of the blue from debt recovery agents demanding immediate payment. Elderly people are being hounded for debts that are more than a decade old, and other diligent taxpayers are being wrongly harassed after the tax office botched some of its calculations.

The amounts are usually small, and those affected often have no idea that they owe a penny. However, instead of a letter advising taxpayers they need to make a payment, officials are calling in debt collectors.

My Twitter chum Elaine Clark, managing director of CheapAccounting, hits the nail firmly on the head:
"HMRC should be going after big firms who have failed to pay their tax, not pensioners over £200 dating back from years ago that they didn’t realise they owed."
Unfortunately, low hanging fruit are always the easiest and most tempting to pick!

HMRC Contradicts Itself


AccountancyAge reports that HMRC has had to back down in its fight to reclaim unpaid PAYE contributions in a first-tier tribunal, after already writing to the appellant that it had no tax to pay.

HMRC argued that Walkers’ Baggage Transfer, a company that transports luggage of holidaymakers exploring Hadrian’s Wall, had not accounted for the £727.80 in PAYE contributions properly due for one of its drivers.

The driver was present in the court and swiftly countered HMRC claims with a letter sent by HMRC.
I believe that your employer operated Pay As You Earn (PAYE) correctly using the information they had at the time. This means that I will not be asking your employer to pay the £727.80 tax due.
The judge quickly came to his conclusion and found that there was an “obvious conflict between the terms of this letter and the stance of HMRC”, ruling in favour of the driver.

What a shambles!

Sympathies To Sharron Sheridan


My sympathies to Sharron Sheridan, a self-employed mother, who has had a wee bit of a hard time claiming tax credits.

In fact, according to the Mail, she has been left on the breadline after waiting five and a half months for her tax credits claim to be processed.

For why?

Seemingly HMRC is of the view that she is dead.

When speaking to an HMRC advisor, Ms Sheridan was told that the deceased box was ticked but no date of death had been entered.

An HMRC spokesman said:
'We do not comment on identifiable tax credits claimants. 

'When we make an error we apologise and put things right, reinstating the award at the earliest opportunity and backdating the payments if appropriate."
HMRC already has form on this type of cock up, eg in 2015 HMRC was of the view that Peter Moore was dead.

HMRC Doesn't Know The Tax Year End


The FT reports an interesting tribunal ruling in a taxpayer's favour who avoided £653K in tax.

The tribunal ruled that HMRC made a "fatal" error wrt tax dates, by describing a tax year “ending 6 April 2009”; thus invalidating the enquiry notice.

Jane Bailey, the tribunal judge, said HMRC had stated an intention “to enquire into a tax return for a year which did not exist”.

The case involved a taxpayer who took part in a tax avoidance scheme in the year to April 2009. HMRC wrote to him in 2011 to say his return was under inquiry, in a letter that used the disputed date.

The taxpayer argued the mistake about the date was fatal to HMRC’s case, even when there could be no reasonable doubt as to which year was intended.

HMRC argued that it was clear to the taxpayer which return was under inquiry. It also said the date “was only one day out, it did not mention the wrong year”.

The tribunal said conditions for its application were not met. As a result, HMRC has run out of time to challenge the taxpayer’s 2009 tax return. He is set to pay £653,000 less than the amount claimed by HMRC if it succeeded in showing the tax avoidance scheme was ineffective.

HMRC, avoiding any mention of the fact it cocked this up, said:
We are disappointed with the tribunal’s decision and are considering whether to appeal. HMRC wins around 80 per cent of avoidance cases that are taken to litigation by the taxpayer and many more settle with us before reaching that stage. 

We protected over £1bn in April this year alone. We tackle avoidance wherever we see it and litigate where necessary to ensure schemes are defeated and the tax due is paid.”
Given that HMRC insist taxpayers adhere to the rules, it is only reasonable to expect them to do likewise.

HMRC Changes Bank Details - Without Telling Anyone


Kudos to HMRC for forgetting to tell people that it had changed its bank account details, for firms which pay tax using IBAN, in February.

Can you guess what happened next children?

Yes, that's right, tens of millions of pounds in VAT and corporation tax has not been paid.

The Telegraph reports that large tax payments from a number of businesses have bounced and remain uncollected.

However, no problem as far as HMRC is concerned.

How so?

It has levied the hapless firms with penalty notices and, even better, has still not told them how to pay what they owe!

A senior executive within the tax department of a listed multinational company, who asked not to be named, told the Telegraph that the first he knew about his £6m VAT instalment being rejected was when the firm received a late payment notice.
Our payment is now nearly a month overdue and we have still not received instruction from HMRC on how to pay. The way they have handled it is so shambolic, I would not be surprised if this is a much wider issue.

These cases may just be the tip of the iceberg as although there was some advance notice in a couple of HMRC publications, those notices did not include the vital IBAN number businesses need to make payments."
A HMRC spokesperson said: 
HMRC’s move to a new bank will be invisible to most customers, who will not need to do anything different when sending payment to HMRC. Customers paying from overseas will need to update their payment details. Anyone experiencing difficulties in making payments should contact HMRC immediately.”
"Piss up" and "brewery" spring to mind!

HMRC Spurious Tax Demands


A loyal reader has written to me concerning HMRC debt recovery.
"Some of our clients are receiving threatening letters from HMRC claiming substantial amounts of PAYE underpaid for the year ended 5 April 2016. 

In every case the end of year return has been submitted within the time limit and our records show that no tax is due. 

When we phone HMRC they agree that nothing is due, and they are unable to explain why the letter was sent or where the "debt" figure comes from. 

In every case it is a large round sum for tax and a similar amount for National Insurance, plus interest.

If the taxpayer is gullible enough to pay up the sum demanded by this letter, will this be shown as another great success story for HMRC?"
Have other readers been receiving these spurious demands, and does anyone know why HMRC have been sending them out?
