HMRC Glitch Delays Lisa Payments


HMRC has suffered a systems glitch that led to Lifetime Isa clients across all providers not having their bonus paid on time this month.

Under the Lisa rules, the government will pay a 25 per cent bonus each tax year, which can be up to a maximum of £1,000 if the individual saver puts in £4,000 a year

The FT reports that in a letter sent out to its 70,000 Lifetime Isa clients on Wednesday (March 4) Hargreaves Lansdown said HMRC was experiencing a "technical error", which meant the revenue had not been able to send the money yet.

It is understood the issue affected every provider of the Lifetime Isa product.

According to the letter, Hargreaves was "working with HMRC" to resolve the issue and get the bonus paid to clients "as soon as possible" and by yesterday afternoon (March 5) Hargreaves reported the issue had been resolved and payments would be made in due course.

Danny Cox, spokesman for Hargreaves Lansdown, acknowledged that payments were "slightly delayed from HMRC" but said: "These have now been received and are on client accounts. We will write again to let clients know."

It is understood HMRC had identified an issue with a small number of claims, which prevented bonus payments being processed as usual.

An HMRC spokesperson said:
We are aware of a technical issue, which has delayed the payment of Lifetime Isa bonuses. The issue has now been fixed and outstanding claims for bonus payments are being processed. We apologise for any inconvenience caused.”
Given that digital is meant to be the bright new future of taxation in the UK, "wee glitches" such as this do not inspire me with confidence!

Harra Lives In The Clouds


Jim Harra has published his assessment summary of HMRC's "Securing Our Technical Future" programme, backing up an earlier conclusion by the department’s former accounting office Sir Jonathan Thompson that the programme will provide value for money and is deliverable.

The programme involves migrating from existing data centres to cloud based hosting or the Crown Hosting service, along with a review of any vulnerabilities in the legacy IT estate of more than 600 services.

Harra says this is costly to run and lacks agility, and that the new programme will enable HMRC to generate more cost-effective arrangements with suppliers and give itself a more resilient and flexible infrastructure.

He added that there is no requirement for any legislative or regulatory change to make it happen, and that the programme takes in effective controls to protect data from customers and other government departments.

The assessment acknowledges that there will be challenges but says the programme has already passed several milestones successfully, including an independent assurance review and HM Treasury approval of the business case. Further Treasury approvals are planned as the programme progresses.

Harra also says that if any of the main factors change he will produce a revised summary.

HMRC Spends £7M on O365


On 22 January, HMRC received Cabinet Office approval to spend £4.9m on O365 software. The green light for an additional outlay of £850,000 was granted exactly two months later.

Public Technology reports that in Q1 of the current financial year HMRC spent an additional £1.2m on rolling out Microsoft’s Office 365 technology, taking total spending on the deployment to about £7m.

O365 is Microsoft’s flagship hosted software product, and offers cloud-based versions of a range of popular productivity programs, such as Word, Excel, and Outlook.

Is this money well spent?

HMRC Looking For Fraud Digital Platform


HMRC has issued an early engagement notice to inform potential suppliers that it is “considering procurement options” regarding its need for a “digital notebook application”. Such an application is needed to allow the department’s field officers to record evidence and other information during investigations into civil or criminal fraud cases.

HMRC is seeking to deploy off-the-shelf commercial software that can be installed on the smartphones and Microsoft Surface Pro hybrid devices used by its Fraud Investigation Services (FIS) division. The software must also integrate with the department’s wider technology estate and infrastructure.
The application will have the capability to: record notes, take photographs, record video [and] audio, receive witness signatures and perform speech-to-text in multiple languages.

All case-related notebook entries will adhere to evidential standards, to ensure that contents are admissible as evidence in court. The application will have GPS and date/time-stamp functionality, which will be recorded against the file note when uploaded and saved. Once saved, the file will 'lock' editing functionality.”

HMRC's IT Systems Are Fucked!

Instead of 30 seconds......the Intranet after rigorous testing....drum roll..........is producing the error 502 Gateway Error.....brilliant...simply thanks vouchers all round !!! The Titanic continues to sink....when will they ever learn ?
More breaking news as it happens..... 


 ...and even better...our I.T gurus have now admitted defeat and returned to the old Intranet system which takes an average of 30 seconds to load a page...they say it's better than having no system at all...what a BRILLIANT HMRC !! Sticking plasters all round."

"Meanwhile, in HMRC, the much-trumpeted migration of the department's clunky intranet to 'the cloud' had to be rolled back within 24 hours because it broke down immediately, ended up being slower than the unmigrated version, and broke everyone's favourites/bookmarks."

HMRC Is a "Paragon" of "Smart" Working



I am delighted to report that HMRC has been declared a "paragon".

It seems that, according to a report from the public-service-focused think tank Reform, HMRC's recent progress in embracing new technology, introducing new hubs and offering staff flexible-working opportunities offers a blueprint for other Whitehall departments, .

According to Public Technology, HMRC's implementation of “smarter working” principles has seen 25,000 of the department’s close-on 70,000 staff receive tablet computers so that they can work wherever they are, at a time of their choice.

HMRC is also at the forefront of the government Hubs Programme, and is targeting the consolidation of its operations to 13 regional hubs by 2027 – a huge scaling down from the 600 offices it had in 2005 and the 144 it operated in the last financial year.

The Reform report notes that HMRC’s new Croydon hub, which opened in September last year, offers different types of workspaces – such as shared spaces for collaboration, quiet zones for intense work, and videoconferencing so that staff can participate in meetings without being in the building.

Report co-author Daniel El-Gamry said the experience of HMRC showed that it was vital for staff needs rather than new technology to be in the driving seat.
User-centred design is crucial because it embeds a culture of empathy with the employees’ actual needs, identifying their routine work challenges to create relevant solutions,” he said. “Therefore, rather than technological change being driven from the top, it is tailored around the needs of individual staff members.”
The report said initiatives such as HMRC’s distribution of tablets gave staff “more authority and autonomy” on how and when they worked.

HMRC permanent secretary Jon Thompson said the report showed the department was making “excellent progress” towards becoming a smart working organisation.
We’re improving the service that we give to taxpayers and the experience for our people working in HMRC.
Hat tip to Thompson, he actually avoided the use of the "C" word and referred to us as "taxpayers"!

The report also noted that HMRC was still 50% over the Cabinet Office’s target for space allocation per staff member – which it said was six square metres, according to the government’s The State of the Estate in 2016–17 report.

Well then, everything appears to be prefect!

HMRC's Dash For Cash - Beware Dynamic Coding!


The bane of all of our lives (HMRC and taxpayers alike) PAYE codes are set to cause yet more problems.

The FT reports that some taxpayers face the risk of “significant and aggressive deductions” from their pay packets as a result of a new approach to calculating pay-as-you-earn (PAYE) codes.

Taxpayers are being urged to check their tax codes after HMRC introduced a “dynamic coding” system in July.

The words "dynamic" and "HMRC" are generally not used in the same sentence. Anyhoo, by all accounts the automated system is able to adjust PAYE codes which determine exactly how much tax an individual must pay as soon as there is a change in their income. The new system is designed to help about 6m people who either end up paying too much or get an unexpected tax bill at the end of the year.

However, and when it comes to HMRC there is always a "however, experts say it is already showing signs of struggling to deal with data glitches, bonuses and employees on foreign assignments.

To make matters worse, in accordance with HMRC's new undisclosed mantra of "dash for cash", it is also aiming to collect tax debts far more rapidly than in the past, resulting in some taxpayers facing big and unexpected fluctuations in their take-home pay.

Kate Upcraft, a payroll consultant, said there were already signs of problems with the system. She said HMRC had recently reported an increase in postal PAYE queries, suggesting “significant and aggressive deductions that people are querying, but not through the digital channels”.

She went on:
The biggest issue that will cause problems is HMRC’s misinterpretation of taxpayer data.

Those of us who know the standard of the data and some of the triggers it is using to amend codes are very concerned.” 
Problems have also arisen in cases where people have been paid bonuses or worked abroad for part of the tax year. Steve Wade of EY, the professional services firm, said:
Any new system is likely to have teething problems and not surprisingly some globally mobile employees who have complicated affairs have been affected. 

In particular, the new process appears to ignore credit for foreign taxes paid, resulting in overestimating the tax due. In general, individuals returning from overseas assignments are liable to UK taxation from the date of their return. Unfortunately, some employees are finding that this new system attempts to charge UK tax from the start of the tax year.” 
Sharron West, technical officer of the Low Incomes Tax Reform Group, said she feared the adjustments could lead to a great deal of stress and anxiety.
We are very concerned that there may be significant ramifications for those on low incomes who have their tax codes altered so their net pay reduces significantly unexpectedly, as they are often on tight budgets.” 
She said one of the biggest changes concerned underpayments which used to be collected over 12-36 months and now will be automatically “coded out” over the remainder of the tax year in which they come to light. These adjustments, which could be particularly large if made towards the end of the tax year, would be compounded for taxpayers who had underpayments from previous years that were already being collected via their tax code.

Be warned, under rules introduced in 2015, HMRC is able to collect up to £17,000 a year of tax debts directly from pay packets, subject to a limit preventing deductions of more than 50 per cent of an employee’s pay. The maximum deduction varies according to income, with a limit of £3,000 for those with incomes of up to £30,000.

HMRC claims that the changes meant that millions more taxpayers (HMRC said "customers" but I refuse to use the word!) were paying the right tax at the right time — meaning they would not face unexpected bills at the end of the year. It also said there had been a temporary issue affecting one specific customer group based abroad, adding that it was automatically updating their tax codes and refunding any additional tax paid. HMRC said individuals faced with an unexpected tax bill could ask for extra time to pay.
If customers are faced with a tax bill they can request to spread their payment over time.” 
But the adjustments will still come as a surprise to many. FT Money is aware of one case where an executive’s total net income dropped sharply after a new tax code was applied, shortly after he was posted abroad by his full-time employer.
When I got through to HMRC’s self-assessment department, I was told that an incorrect tax code had been automatically applied by a new ‘dynamic coding’ process which had wrongly decided that I owed more than £53,000 in tax.

Ms West said:
Although coding notices will be sent via online personal tax accounts or by post every time there is a change of tax code, most taxpayers do not check their tax codes — or even understand them properly to be able to check them — and so in many cases taxpayers will not be anticipating any change to their net pay or pension before it happens. 

People are being told to look at their personal tax accounts. But it does not show the history of the tax code, so unless a note is made of what was there before, it will be difficult for people to work out what has happened and they have to be comfortable with the digital channel which many aren’t, or don’t even know about.”
In other words this is another cock up waiting to impact the log suffering taxpayers, courtesy of HMRC's "dash for cash" and it inadequate digital strategy and implementation!

HMRC's Childcare Service Failings


In June I noted that the private details of a number of childminders, including home addresses, have been published in error on HMRC’s Childcare Service website.

The details, which have since been removed from the website (which providers and parents must access for Tax-Free Childcare and the 30 hours) appeared on its 'Search for a Childcare Provider' page, despite the fact childminders had not given their permission for the data to be published.

It seems that this site has other issues as well.

Parents are required to use the dedicated HMRC website, which went live in April, to apply for the 30 hours and tax free childcare (TFC) schemes. CCH Daily reports that problems include an inability to verify the details of parents or their child, or salary information, and parents being locked out of their TFC accounts.

Nicky Morgan, chair of the Treasury committee and former education secretary, has written to HMRC head Jon Thompson, requesting detailed information on the issue.

This includes the proportion of website users receiving error messages, including the message ‘We’re experiencing technical difficulties. We don’t know when the service will be available again. Please try later.

Morgan is also seeking information about the dates and times of outages since the system went live in April, the number of complaints to the helpline, and how long it has been taking to respond to calls.

Morgan said:
"It’s concerning that some parents have struggled to apply for childcare funding due to technical issues with the government’s childcare service website.

To make matters worse, it appears that the childcare service helpline, for parents suffering problems with the website, is also experiencing technical difficulties.

I have written to Jon Thompson at HMRC, which runs the website, to ask for further information, such as the duration of outages, the number of complaints, and the number of people who have been unable to access their childcare service account."
HMRC appear to be relaxed over the problems, as per its spokesman:
"We know that some parents and childcare providers have experienced difficulties accessing the service, and we are sorry about the inconvenience.

We've now made significant improvements based on customer feedback, and on average more than 2,000 parents are applying successfully every single day.

We continue to make updates to improve the customer experience and ensure everyone can easily access their account.

Parents and providers experiencing difficulties or needing technical support can phone the childcare service helpline on 0300 123 4097."
The question is, does reality fit with HMRC's view of its "progress"?

HMRC Dodged a Cyber Bullet


My thanks to a loyal reader for posting this comment the other day, wrt the recent cyber attack that hit the NHS and other organisations:
"Ken the truth is that HMRC were very lucky to dodge the Wannacrypt bullet. When the attack took place last Friday the vast majority of their Windows kit was not patched against it including over 2/3 of the Windows 7 desktops and nearly all of the newer Windows 10 machines. Worse a lot of HMRCs Windows servers - some running national system - were also at risk. This included of support boxes running Windows Server 2003 (XP equivalent) and barely in support Windows Server 2008 machines
(Vista equivalent). 


The tech support teams have been frantically patching their machines all week and presumably will be continuing the exercise for days to come. If the attack had made it past the Departments external firewalls and email defences they would have been in serious trouble. The Malwaretech who activated the Wannacrypt kill switch by registering a domain name probably saved their bacon. That is not to say they will be safe in the future because HMRC also run a lot of software in the non Windows space which is also years out of support. The department is really a slow motion IT train wreck."
HMRC was lucky this time!

HMRC Software Not Up To The Job


As this recent article in the FT shows, HMRC software simply isn't up to the job:
"Software glitches are putting thousands of people at risk of paying hundreds of pounds too much tax next year, as programmers struggle to cope with an increasingly complex tax system. 

Experts blamed the “horrendously complex” changes to the taxation of dividends and savings income for errors in the tax computation software for the 2016-17 tax year which ended on Wednesday. They said the problems were caused by the interaction of the new tax-free allowances for dividends and savings and the zero per cent savings rate band. 

HM Revenue & Customs will provide a fix for 2017-18 tax returns but in the meantime those affected are asked to file paper returns. 

Giles Mooney of Absolute Accounting Software, a software provider, said the “insanely complicated set of rules” were to blame for the inability of the HMRC coders to solve the problem before the end of the tax year. 

 Caroline Miskin of the ICAEW, the professional institute, said the problems affected a “quite small” number of people but followed similar problems affecting HMRC’s online filing systems. “They seem to struggle to implement software changes necessary to reflect changes in law.” 
What hope is there for Making Tax Digital on time, on budget and fully functioning?

HMRC's Creative Tensions


In May 2016 I wrote the following about HMRC's plans to ditch Verify:
"Well now, here's a funny thing it appears that HMRC is pushing ahead with its own plans to build an online authentication portal following the decommissioning of the current Gateway portal in 2018.

This portal will be able to authenticate businesses, something the Government Digital Service's online authentication system Verify cannot do.

What is so "funny" about that I hear you ask?

Well it transpires that HMRC doesn't want the Cabinet Office to know that it's doing that.
"
In February this year I wrote:
"HMRC has confirmed that it will go it alone and develop its own identity assurance solution to replace Government Gateway when it ends in March 2018 – rather than using the government’s flagship GOV.UK Verify."
Well now move forward a few weeks and it transpires that HMRC will use Verify in conjunction with its own system.

Eh?

Computing explains it thus, HMRC programme director Mike Howes-Roberts published a blog post which initially stated that HMRC would not use GDS's Gov.uk Verify system, and instead develop their own solution in house.

HMRC then swiftly edited the blog post to then suggest it would continue to use Verify as the single identification service for individuals - and that the authentication service that HMRC is developing to replace the 16-year-old Government Gateway would complement the existing Verify service for business representatives.

The assumption that most onlookers made was that the Cabinet Office politely asked HMRC to amend the wording of the blog to diffuse speculation about an ongoing turf war.

It seems that this has all been just a matter of "creative tension". Ed Garcez, the chief information and digital officer (CDIO) of Camden, Haringey and Islington councils, has dubbed the ‘turf war' between HMRC and the Government Digital Service (GDS) around online identity assurance as merely a matter of ‘creative tension'.
"It's sometimes the case where you have technical professionals who work hard on a solution and put their all into it, they inevitably feel it's a great thing they've created. When there are two conflicting great things, it's people's natural tendency to try and sell the one that they've created. I don't think that's a constructive process, but it's a human process." 

I think if we can bring the learning of Verify and Government Gateway, as well as the other identity initiatives across government, together then there would be a clearer picture of what the best way forward is.

I would describe the current situation as ‘creative tension', because there is a degree of tension but I think if the tension is channelled in the right way it can be creative and can lead to a better result overall."
Well this all sounds fine then, clearly taxpayers and HMRC will end up with a system that is:

- efficient,
- economical and,
- effective!

UK Government Invents The Digital Age


Seemingly, until HMRC and the government started talking about it, British business and the British people had never heard of or used anything that could be remotely defined as "digital".

In effect the state has invented "digital".

Hoorah!

To mark this breakthrough the government today published its UK Digital Strategy:
"This strategy sets out how we will build on our success to date to develop a world-leading digital economy that works for everyone."
On perusal this "strategy" lumps together various dog end policy objectives and "on message" phrases by liberally pasting the word "digital" into every sentence and headline.

Those of you who will end up having to cope with HMRC's half arsed MTD plans (that's all of us by the way!) may find the ICAEW's MTD resource centre a modest start.

Public Sector IT Contractors Rebel Against HMRC


It seems that public sector IT contractors in the UK are starting to down tools across a range of projects ahead of the new tax regime in April, leaving numerous projects hanging in the balance.

Multiple sources have been in touch with The Register to report that professionals are leaving in droves rather than face the IR35 tax changes. From April the responsibility for compliance with the intermediaries legislation will be the responsibility of the public body or recruitment agency.

A survey by the site found that 90% of UK government IT contractors will rebel against proposals by HMRC to clamp down on self-employed workers not paying the correct employment taxes.

The government has responded to a petition asking to scrap the IR35 changes. It said it recognises concerns that determining whether or not the rules apply can be administratively demanding.
"In response to this, HMRC are developing an online tool that will help public sector bodies to determine whether or not the rules apply.”
However, the live date for that tool won’t be until March, by which time many contractors are expected to have left the public sector!
