The evidence is damning. Over the last year, HMRC has only managed to answer 66.4% of calls attempting to reach an adviser, falling significantly short of its own 85% target. This isn't just about long waits; it's about the service's collapse under the weight of demand. In 2023-24 alone, 44,000 callers were unceremoniously cut off after waiting for 70 minutes, with no warning or follow-up. This isn't the mark of an organisation striving for excellence but one that has seemingly resigned itself to mediocrity, or worse, one that's content to let its services fail.

HMRC's response has been nothing short of defensive, with Jim Harra, the chief executive, labelling the criticisms as "completely baseless." Yet, the numbers tell a different story. A story where customer service has not just stagnated but plummeted, with taxpayers left in the lurch as they attempt to navigate increasingly complex tax rules or rectify issues with their tax returns. The claim that wait times have been reduced by 17 minutes since April of the previous year seems hollow when set against the backdrop of these extended waits still being the norm.

The push towards digital services, while seemingly progressive, appears less about enhancing user experience and more about offloading the responsibility of service onto the taxpayer. This strategy has been criticised for not considering the needs of those less digitally savvy or those who require personal interaction for complex issues. The PAC has rightly pointed out that this "digital-first" approach has been implemented before ensuring that digital services are adequately supportive or user-friendly for all taxpayers.

Moreover, this decline in service quality comes at a time when HMRC reported its highest revenue collection on record, suggesting not a lack of resources but perhaps a misallocation of priorities. The trust in the tax system, as noted by the PAC, has been significantly damaged, not by the complexity of taxes themselves but by the sheer frustration of dealing with HMRC's customer service.

The implications are profound. At a time when the government should be fostering trust and encouraging compliance, HMRC's actions are doing the opposite. They're creating a divide where only those who can navigate the digital labyrinth or afford external help can manage their tax affairs effectively. This isn't just a degradation of service; it's a degradation of equity and fairness in the tax system.

HMRC needs to shift from defensive rhetoric to constructive action. The call is clear: reinstate targets for call waiting times, ensure accurate wait time estimates, offer callback services, and most importantly, stop treating taxpayers as an inconvenience to be shuffled online. Until then, the trust in HMRC will continue to erode, not by accident, but by design.

HMRC's Stubborn Stance on Phone Line Closures


In an era where the importance of open communication channels is more evident than ever, it is disheartening to see the HMRC's unwavering commitment to a strategy that seems to prioritise cost-cutting over customer service. The recent statement from the HMRC boss, confirming that closing phone lines is still part of their strategy, is a stark reminder of this unfortunate reality.

Ignoring the Backlash

Despite the significant backlash over previous plans to cut helplines, the tax office has refused to rule out future helpline cuts. This decision not only disregards the public outcry but also undermines the essential role that these helplines play in providing timely and accurate tax information to the public.

The Human Element

While digitalisation has its merits, it cannot replace the human element that telephone helplines provide. They offer a direct, personal, and immediate form of communication that many taxpayers rely on, particularly those who are not as tech-savvy or those dealing with complex tax issues.

"I am not saying we won’t return to this, because it is part of our strategy and we do think it was effective last year.

I’m very disappointed that we have not been able to take what I regard as a modernising step at this point.

Our monitoring tells us that for both our helpline staff, our web chat advisors and also staff on our post teams, they are as effective at home as they are in the office.

So I’m confident, whilst I want to make sure that colleagues comply with working from home policy I’m confident an answer to our problem is not to change the balance of working from home and working in the office.

We know that colleagues answering phone calls at home all have the same productivity as colleagues answering in the office. Whilst we are continuing to implement our office working attending strategy that is not going to make a material difference in the short term to performance of our helplines.”

A Call for Change

It is high time that HMRC reevaluates its strategy. The focus should be on improving and expanding customer service channels, not reducing them. The HMRC must remember that it serves the public, and its strategies should reflect the needs and preferences of the public, not just its budgetary constraints.

In conclusion, HMRC's insistence on closing phone lines, despite the clear public opposition, is a troubling indication of its disregard for customer service. One can only hope that HMRC will listen to the voices of the taxpayers and reconsider its stance on this critical issue. After all, a tax system that does not prioritise the needs of its taxpayers is a system that fails in one of its fundamental duties.

HMRC Call Waiting Times Soar


The Telegraph reports that taxpayers turning to HMRC for help with their tax affairs are hanging up before even getting through on the phone, as call waiting times have surged.


For the first time in years, HMRC exceeded its average five-minute waiting time per call target in 2019, the latest figures to the end of December, released this month, showed.

The average length of time taxpayers had to wait on the phone before being able to speak to an adviser increased by almost 40pc compared to the previous year and by more than 50pc when compared with 2017. On average, taxpayers waited six and a half minutes to get through on the phone in 2019, but others waited far longer.

Nearly 30pc of callers were left on hold for more than 10 minutes last year, a massive increase on the previous year, when just 17pc of callers were left waiting for 10 minutes or more.

Close to four million people hung up the phone while on hold and did not call back over the past nine months, according to the official figures.

An HMRC spokesperson said:
We are very sorry that some of our customers have waited too long to get through to our helplines over the last year. We’ve taken steps to improve our service and our average waiting times are currently around our five-minute target.

We’ve introduced a range of popular digital services like web-chat and online tax accounts so more customers are getting what they need without having to call us. But we know that some customers want to talk to us directly and we’re doing all we can to keep all waiting times as low as possible.
HMRC really doesn't want to interact with taxpayers directly.

My thanks to a loyal reader, who posted a link to a report that HMRC's phone lines and its webchat facility crashed yesterday.

HMRC don't seem to know why this happened.

Hanging on The HMRC Phone


My thanks to a loyal reader, who emailed me yesterday asking to hear about other people's experiences of waiting on the phone for HMRC to answer:
"On 4th November, when very critical report was issued, I phoned the PAYE section of HMRC. 

A message advised me that due to demand the expected time to speak to an operator was 35 minutes! 

I hung up and rang again only to get same message. 

I held on to find out just how bad the service was. 

After a few minutes, I was asked a series of automated questions and after 5 minutes I spoke to a human being. After taking some of personal details, she was unable to to proceed as her computer wasn't working. 

After putting me on hold for a few minutes, she told me that she would have to get someone to ring me back within the next 3 working days. When I told her I wanted to give her information to get my code number changed, she told me she couldn't do it and someone would have to ring me. 

I told her that this wasn't suitable and I felt that my call was a waste of my time. 

When I phoned the first time and heard there was a possible 35 minute delay, I felt that this was deliberate to discourage the public from phoning. 

It would be interesting to find out if 35 minutes is the standard response."
I suspect that 35 minutes is about average.

Hanging on The HMRC Telephone - Report Your Problem


In January this year the ICAEW asked for people to report problems they were having getting through to HMRC on the phone. Some nine months on, and the list of complaints continues to grow:

  1. the name of the helpline
  2. the telephone number
  3. an outline of the problem you were calling about
  4. how long it took for your call to be answered
  5. whether you were happy with how the call was handled, and
  6. if your issue was resolved satisfactorily.
