The human cost is staggering. Payroll professionals—already juggling complex regulations and tight deadlines—are forced to waste years chasing resolutions for “simple issues.” Years! This isn’t just inefficiency; it’s a betrayal of the people who keep the tax system running. HMRC’s specialist teams, ostensibly there to untangle these knots, are so overwhelmed that their backlog has become a permanent fixture, a monument to bureaucratic failure. The report doesn’t mince words: this is a systemic collapse, not a series of unlucky hiccups.
 
And what does HMRC have to say for itself? Precious little, if history is any guide. The organisation has a knack for dodging scrutiny, cloaking itself in the tired excuse of “operational challenges.” But let’s call it what it is: a refusal to prioritise the people it serves. Employers aren’t asking for miracles—they’re asking for a functional system that doesn’t treat them like adversaries. Instead, they get a service that’s as responsive as a brick wall and twice as infuriating.
 
The ripple effects are brutal. Businesses, especially smaller ones, face financial strain as they hire extra staff or consultants to wrestle with HMRC’s mess. Employees risk delayed tax codes or pension contributions, all because the data HMRC holds is a distorted mirror of reality. And payroll professionals? They’re left burned out, their expertise reduced to begging for answers from an agency that seems indifferent to their plight.
 
This isn’t just about bad customer service—it’s about a government body failing at its core mission. HMRC exists to collect revenue, yes, but also to support the ecosystem that generates it. By letting RTI devolve into this shambles, it’s undermining trust in the entire tax system. The report is a wake-up call, but will HMRC listen? Or will it keep burying its head in the sand, leaving payroll professionals to fend for themselves in a system rigged against them?
 
It’s time for answers—and action. HMRC must overhaul RTI, starting with transparency: give employers the tools to see and fix discrepancies without years-long sagas. Clear the backlog with real resources, not empty promises. And for once, treat the people on the front lines of tax compliance like partners, not nuisances. Until then, the RTI debacle stands as a glaring indictment of HMRC’s priorities—or lack thereof. Payroll professionals deserve better. Britain deserves better. And HMRC? It’s got a hell of a lot of explaining to do.

RTI Problems


A loyal reader has sent me a note asking for help wrt RTI.
"I have just found your website! 

Good for you, because THEY are not v. good at all!

Tried contacting THEM 4 times yesterday.The 1st 3 phone calls were cut off at THEIR end (!) and the 4th attempt yielded a 26 minute wait! I gave up in the end.

All I want to do is down load the RTI PAYE for 2015-2016, but every HMRC site I have been on has outdated information! 

GRRRR! 

Have you, or any of your contributors found any web sites/ ways of down-loading the 2015-2016 soft ware?

As a last resort yesterday, I e-mailed the HMRC help desk. I don't know if I will get a reply, even though I emphasised how important it is to download the new software, that I am TRYING to submit an RTI report, and that I DO NOT wish to be penalised for late submission. Another GRRR!

If you could help that would be fantastic!"
Any advice would be gratefully received by my loyal reader.

HMRC Wins an Award


My thanks to a loyal reader who pointed out that not everything in HMRC's garden is covered in feculence.

Yesterday Suzanne Newton, HMRC's RTI Programme Director, won a civil service award under the category Dame Lesley Strathie Operational Excellence Award (sponsored by BT).

The judges were looking for examples of outstanding teams or individuals who have innovated, impressed and made a difference in their area over the past twelve months. Nominations were considered against award-specific criteria as well as the following elements:

Promotion or demonstration of the core values and behaviours set out in the Civil Service Code: Has the nominee acted (where relevant) with honesty, integrity, impartiality and objectivity?
Measurable benefits: Does the nomination provide evidence that demonstrates how the project or programme is having a tangible effect?
Working in partnership: Has the nominee introduced effective joint working arrangements that bring together colleagues from multiple teams, departments or other internal or external organisations?

Suzanne Newton led the successful delivery of Real Time Information (RTI), a major digital government programme to reduce the burden on employers during payroll processing. RTI is the biggest modernisation of the PAYE system in 70 years and is a huge change for employers, the pensions industry and HMRC. PAYE is more accurate for employees and provides richer, more accurate, real-time data so that benefits can flex with earnings, helping welfare reform become a reality. In 2013-14, more than 1.8 million PAYE schemes were reporting RTI for 48m records, 99 per cent of the total, and HMRC processed more than 31m submissions, reporting over 660m payments to employees. RTI Scuttlebutt - Update


My thanks to the loyal reader who has updated me on the RTI cock up, that I wrote about a couple of days ago, involving the doubling of some employees' RTI salary records.

Seemingly the RTI year end has been processed twice by HMRC, thus doubling a large number of taxpayers' year end salary. HMRC have, apparently, realised that there has been a cock up and have stopped sending out the incorrect tax demands.

The loyal reader who told me about this says that HMRC have told him over the phone that it will take between 6-8 weeks to resolve cases, and that thousands of people (and many companies) have been affected.

I would be grateful to hear from anyone who has been affected by this cock up.

Additionally, I am at a loss to understand how a "real time" system can process the same data twice and double it up? This sounds to me more akin to a batch processing system, where the same data is fed through twice without being checked.

RTI Scuttlebutt

My thanks to a loyal reader who has given me the heads up concerning some scuttlebutt about RTI.

Allegedly, HMRC has incorrectly doubled the salary (as per RTI records) of an unknown number of employees (in comparison to their actual salaries as per their P60's), and sent demands out to a number of taxpayers telling them that they have underpaid their tax.

My loyal reader also advises me that HMRC are aware of this, and have admitted as such over the phone to a number of his staff.

Please can someone advise if this is just a one off aberration, or if there are a number of people/companies affected by this?

Failure Is Key To HMRC Strategy - Pimping Out Its Front End


Phil Pavitt, former CIO of HMRC, has put his head above the parapet and claimed that many government departments (including HMRC) are likely to fail in their quest to be truly digital because they are still reliant on legacy systems.

Pavitt, now CIO of Specsavers, was speaking at Nimbus Ninety's Ignite conference.

He is quoted by Computing:
"Where the UK government has played it wrong in many of its departments, is that it has pimped out its front-end, but it has not changed its legacy engines - that is not truly digital.

That will fundamentally catch them out as it has caught out many companies in the UK and Europe already.

People think digital is having an app - that's why people are getting it wrong and I know because I've worked for government for so many years, and for so many years they thought that the app was the front bit, but actually it's the whole experience."
Interesting, if you read carefully what he says, he is basically saying that despite working for government for so many years he was not able to influence the incorrect mindset of the government.

A sad legacy indeed!

Pavitt then went on to talk specifically about HMRC:
"It's one of the largest government bodies that's online anywhere in the world, but you try to do your taxes online - it's not the easiest thing is it?"
Adding that failure was a key part of any digital strategy - something he emphasised in his first presentation at HMRC:
"I said ‘we are going to make so many mistakes it is going to be painful, we are going to be on a Daily Mail front headline and indeed we were several times."
Warming to his theme he then had a well deserved pop at consultants:
"The consultants that sell that to you are lying to you, they are selling their goods. It's about the ease of the user, and the subtlety is small but significant.

Most organisations say that you have to spend a whole pile of money to do this, and I've personally never had that experience; I believe it's a fundamental lie from the IT supplier industry in that space.  
Digital is something that has to come from the legacy engine to the very front end and if your digital stack doesn't do that or you're told you can only do it with a huge investment, that's not true."
In a nut shell:
- HMRC has wasted a large amount of money
- HMRC will fail, because its legacy systems are crap
- Pavitt was ignored when he worked for HMRC

Hindsight is wonderful when you have left for the private sector!

FOI Off!

The state likes to pretend that it is transparent, and that the voters have a right to know what it is doing on our behalves.

However, HMRC is a tad more opaque than some other organs of the state. Payrollworld discovered this recently, when it submitted a Freedom of Information (FOI) to HMRC regarding RTI penalty warning letters.

The request was relatively simple:

How many RTI penalty warning letters have been issued this year?

HMRC's response was a flat refusal.

For why?

It answered that it might "prejudice the collection of tax”:
HMRC holds the information requested but it is being withheld. 

The exemption that applies here is section 31(1)(d) Freedom of Information Act 2000. This is the exemption that applies to information the disclosure of which would or would be likely to prejudice the assessment or collection of tax.

HMRC believes that disclosing the number of penalty warning letters issued could undermine the effectiveness of the penalty regime which relies to some extent on the deterrent effect of these penalties.
Suffice to say, the real question that needs to be answered (but won't be) is:

How many erroneous warning letters have been sent?

Sadly HMRC is very opaque, the reason being not so much to maintain its "efficient" collection of tax but to hide its incompetence.

HMRC's RTI Not Fit For Purpose Clusterfuck!

My thanks to Elaine Clark for pointing me to an article in the Telegraph about leaked emails from HMRC, that indicate 5 million taxpayers may have had their tax bills incorrectly calculated last year.

HMRC has privately admitted, to itself I assume, that those who underpaid or overpaid income tax last year may still have paid the wrong amount.

Aside from already having been sent new demands or repayments, it seems that the hapless 5 million now face the prospect of having their tax bills recalculated one again.

HMRC has stopped sending repayments until the crisis is resolved, a very neat way of improving its short term cashflow!

Elaine Clark of the Cheapaccounting tax practice is quoted:
"This is extraordinary, a disaster, and heads need to roll at HMRC."
HMRC it currently has no idea about the scale of problem.

The recipients of HMRC's leaked email were advised to tell taxpayers who questioned their bills "not to repay any underpayment" of tax, and those who overpaid tax should not cash any cheques they had received.

Ladies and gentlemen there is only one word that can describe this:

CLUSTERFUCK!

One of the whislteblowers who leaked the email said:
"HMRC refuses to admit the system doesn't work, and it's scandalous that there is no politician holding them to account as the whole programme of welfare reform could be put at risk because of this.

The system is not fit for purpose, it's inherently flawed and routinely produces errors that cause a huge mess for families and employers."
In the leaked email, HMRC admitted that duplicate entries for workers was a major factor behind its latest errors. It also blamed employers for failing to provide the correct salary information in submissions about staff.
"We are urgently investigating these cases and will look to resolve the matter in the next six to eight weeks. 

We currently do not know the scale of the issue but some large employers are involved, so several thousand of employees may be affected."
Elaine Clark said that taxpayers were being forced to wait more than half an hour to get through to HMRC to discuss tax demands. She said many then faced months in limbo before letters arrived, which might now be incorrect.
"The Revenue's flagship new reporting system was supposed to fix these types of problem but it appears to have failed completely.

The pressure put on individuals who face demands for tax is enormous, so it's extraordinary that HMRC should again have made such basic errors."
Is anyone surprised by this?

I doubt it, based on the comment made by a loyal reader yesterday, about HMRC's new death rules, everyone knows the system is fucked up, but no one has the balls to admit it to their political masters:
"As far as I know, no-one actually working on the front line in Personal Tax was asked about this change - the first we knew was when the big announcement about it was made to us a few weeks ago.

We know that this is going to be another balls-up. Even if the RTI data could be relied upon (and it can't - tens of thousands of people have recently had tax calculations for last year which are way out because either their employers or pension companies have supplied the wrong data, or the system has failed to handle it properly), then what about non-PAYE income which doesn't fall into Self Assessment, like savings interest or dividends? 
 
Not taken account of at all as far as we can see. The bereaved are likely to be ripped off all over the place through this. 
 
And why? 
 
So that Excom can cut more front-line staff, save their OBE's and go to the next prayer meeting?"
It was but a short time ago that Homer and her cronies were receiving the blessing of God for their "successes".
 
Where's God now Homer, when you need him/her?
 
Oh wait, he retired some years ago!

Sadly heads won't roll, Homer will simply be promoted to her next level of incompetence and doubtless will be made a Dame. Such a career of incompetence, how does she sleep at night?

Now is the time for the taxpayers to learn the real truth about how bad things are in HMRC. Step forward and tell it how it is!

Death and Taxes - HMRC's Bespoke Approach

Irrespective of the fact that people pay taxes during their lifetimes, the state still requires its pound of flesh when they die.

However, although it won't cut the taxes due, HMRC is going to cut down on the amount of information it requires for the bereaved to reclaim tax or pay tax when someone dies.

In 2012, HMRC gave a commitment to improve its service for bereaved taxpayers. 

One of the main changes will make relates to form R27, which is for reclaiming tax or paying tax when someone dies. The FT Adviser notes that of the bereavement calls received by HMRC, 34% were about filling in the form and 15% were to get an update on the progress of the form.

HMRC, in an effort to free up its phone lines, will now use real time information to obtain all the pay and tax information it needs from bereaved taxpayers, making the form R27 unnecessary and ready for removal on 13 October.

For PAYE taxpayers, there will be an automated process, and for self assessment taxpayers there will be what HMRC calls “a tailored service,” which includes letters that match the individual’s circumstances.

According to HMRC, removing the form means taxpayers will get their tax affairs sorted quickly and need to contact it less. That of course is only true if the data used by HMRC is accurate.

As the old saying goes, there are two certainties in life death and taxes!

Don't Bother Looking At The Dashboard!


Despite the ongoing spin from HMRC that RTI is working well, reality it seems is not as rosy as the spin.

A quote attributed to an HMRC call centre employee sums up the situation in a nutshell:
"Oh don't bother looking at the dashboard, all the postings are wrong on there."
As per AccountingWEB:
"AccountingWEB member Kenny Achampong challenged this optimistic view: 

“Whenever I speak to them they tell me they can't give me clients’ PAYE income details either on the phone or by post as there is an issue with the details supplied by the employer. I try to find out what exactly the problem is and it’s normally not having the correct year end info reconciled, but have also been told they cannot give any details out as the information they have is just too unreliable now.”

Michael Harle offered a classic good news/bad news summary of the situation: “I agree this delay is of benefit to clients and accountants alike. I do fear the real reason is that HMRC finally worked out how many penalties they would have to issue, and then deal with, next month and realised they are hopelessly under resourced to cope with this.”

These observations are typical for many AccountingWEB members, who are having to wrestle with RTI’s technical and procedural details. But because of the direct link to the universal credit and welfare reform, those closely involved with the project highlight the top-level political significance of the issue. With universal credit now stalled, it’s difficult to tell what the operating parameters for RTI are supposed to be and which way HMRC and the Department of Work and Pensions (DWP) are likely to turn next."
The fact is that so much political capital has been invested in Universal Credit/RTI that it cannot be allowed to be seen to fail, even if it is failing!

The people who will bear the cost of the failure are both HMRC staff, who have to work around the problems, and the hapless taxpayers who have to waste time and money proving that their figures (not HMRC's) are correct.

HMRC's Cloudy Outlook


I am indebted to loyal readers who have commented on my recent Digital Revolution article, noting that HMRC's Outlook has been down for three days and there are problems when trying to log into HMRC's cloud based storage system. Additionally, there appear to be issues with regard to the internal mail system.

Seemingly Mark Dearnley has his team working day and night, but they still don't know how to fix it.

I would be grateful for more details as this progresses.

HMRC's Digital Revolution


Ian Barlow (NED of HMRC) has written a guest column for City A.M. in which he talks about HMRC's digital revolution. The article is an abridged version of a piece he has written for Reform.

"JUST like innovative private sector organisations, the government, as a provider of services to the nation’s citizens, needs to reflect and respond to the changing demands of those it serves.

This is especially relevant to Her Majesty’s Revenue and Customs (HMRC), which must provide effective, efficient and impartial services to its 41m individual and 5m business customers, and keep pace with both consumer expectations of good service and government expectations of efficiency in revenue collection.

For much of the nine years since the merger that created HMRC, the Department has focused relentlessly on maximising tax revenues and sustainably reducing its costs. Last year, for the first time, it collected more than £500bn in tax revenues – including £23.9bn in additional compliance revenues – while reducing its costs by £235m. It has also shrunk its workforce and estate from 97,000 full-time equivalent (FTE) employees in 560 offices in 2005 to fewer than 60,000 FTE employees in 190 offices today.

The results have been encouraging. Customer service during this period focused on performance targets for answering phone calls and turning around post. Last year, HMRC delivered its best-ever results on these measures, answering 79 per cent of all calls and dealing with 83 per cent of post within 15 working days.

These productivity, revenue and service gains have been achieved largely through continuous improvement. But incremental gains only take you so far: transformation involves making step-changes at important times. HMRC is making one of these step-changes now – and its reform ambitions have relevance across government.

There are three key enablers of the HMRC step-change: enhancing digital services and making digital the channel of choice for customers; harnessing the potential of data; and developing HMRC’s workforce with the new skills the Department needs for this digital and data future.

By making better use of the data it holds, HMRC’s ambition is to personalise its services according to customer behaviours and needs, so they feel like HMRC really knows them. HMRC will also bring everything together in one place, so that customers, whether individuals or businesses and other organisations, can interact with it once and be done, rather than multiple times with multiple people.
Ultimately, every taxpayer will have their own personal account, where they can transact securely with HMRC, having the freedom and taking the responsibility for filing, making amendments as their circumstances change and, of course, paying their taxes.

There will still be a multi-channel approach, with telephone back-up for those who can’t interact online, and personal contact, even home visits, for those who need extra help. But the vast majority will prefer to transact online, saving money and time for both taxpayer and HMRC.

Effective use of data will not only ensure easier transactions by compliant taxpayers. It will also improve voluntary compliance, such as by automating and checking calculations to prevent inadvertent error. This will free up HMRC’s tax compliance professionals to focus their energies on the small minority who are really trying to cheat the system.

What will it take to achieve these ambitions? None of this will be achieved without investment by HMRC in its people and the changing skills they will need in the future. This will be a smaller, but more nimble and professionalised organisation, with far fewer manual, paper-based processes, and a need for more judgement in dealing with customers’ needs.

It can be readily seen how much of HMRC’s agenda is relevant across government, and how working together with other departments, particularly with those that deal directly with individuals and businesses, could drive further efficiency gains and improve ease of access for citizens. Data sharing is another area for further examination, although, from HMRC’s perspective, its commitment to the confidentiality of taxpayer details is crucial to its effectiveness as the nation’s tax collector.

The focus of Civil Service reform, in the end, is on the citizen, because that is who the government and Civil Service ultimately exist to serve – in the most efficient and effective way they can. The transformation that HMRC is undertaking is clear evidence that the Civil Service does have the right focus, the right vision, and the right leadership and capability to reinvent itself to apply the principles it has established over centuries to the expectations and needs of the modern age."
I find it truly depressing that, for example, a 79% call answering rate seems to be something that he (as a director of HMRC) is proud of:
"Last year, HMRC delivered its best-ever results on these measures, answering 79 per cent of all calls and dealing with 83 per cent of post within 15 working days."
Like it or not, taxpayers will be pushed down the digital route when it comes to interacting with HMRC.

Whilst the vision of the digital future is very positive, the reality will be dependent on the quality of the systems developed and implemented in HMRC.

The question stands: is HMRC capable of implementing a successful digital revolution?

HMRC Delays SME Late Filing Penalties


In theory, as from 6 October, HMRC were to have introduced late RTI filing penalties for PAYE for all companies.

However, the great laid plans of mice, men and HMRC are prone to fall apart. As such, it should come as no surprise top learn that the late filing penalty regime for businesses with less than 50 employees has been delayed until 6 March 2015.

HMRC have put a gloss on this, by saying that it will ensure a "smooth transition" etc.
"Employers with fewer than 50 employees will face automated in-year penalties for late real-time PAYE returns from 6 March next year. 

Those who employ 50 or more people will face penalties from 6 October 2014. 

HM Revenue and Customs (HMRC) will send electronic messages to all employers shortly to let them know when the penalties will apply to them, based on the number of employees shown in the department’s records. 

Ruth Owen, HMRC Director-General for Personal Tax, said:

”Real Time Information is working well. Our most recent figures show that over 95% of PAYE schemes making payments to individuals are successfully reporting in real time, and 70% say that it is easy to do.

“We know from our experience of rolling out of RTI that to ensure a smooth transition for our customers it’s best to introduce changes in stages. This will allow us to update our systems and enhance our guidance and customer support as needed. We know that those who have had most difficulty adjusting to real-time reporting have been small businesses, so this staged approach means they have a little more time to comply with the new arrangements before facing a penalty. 

“We believe this is the best approach for HMRC and our customers, as we all get used to the new in-year penalties.” 

Where employers believe they have a reasonable excuse for sending a return late, they will be able to appeal using HMRC’s new, online appeals process for automated penalties. This should speed up the appeal process for businesses and HMRC. 

In the run up to March 2015, HMRC will examine other ways to encourage employers to comply with the rules, in addition to financial penalties."
The reality is that this is the third delay. As Elaine Clark says, this is great news for SME's.

However, what the fark is really going on in the HMRC bunker?

HMRC's 12,500 Erroneous Penalty Letters

It seems that HMRC's flagship RTI continues to be riddled with bugs and errors.

AccountingWeb reports that HMRC has sent about 12,500 penalty letters in error to employers who had filed their payroll returns for 2013 to 2014.

HMRC have stated that nearly 10% of penalty letters sent were to employers who had filed their PAYE information for the tax year ending 5 April 2014 because its computer system didn’t recognise returns had been submitted in four situations:
  • A month 12 Full Payment Summary with zero financial values, declaring final submission for the year
  • A month 12 Employer Payment Summary (EPS) with zero financial values, whether or not declaring final submission for the year
  • A month 12 EPS claiming CIS deductions suffered
  • An “Earlier Year Update” with zero financial values
HMRC have apologised for the inconvenience caused by the penalty notices sent in error.

Sadly this form of foul up does seem to be par for the course, in May I noted that 49% of automatic late VAT submission fines were incorrect.

Coincidently in 2012 HMRC sent out around 12,000 erroneous penalty notices to people told by HMRC that they didn't need to file a self assessment form (admittedly this was not an RTI issue, but placing trust in HMRC's automated systems to send out automatic fines does appear to be misplaced).

Luckily HMRC can't take money from bank accounts, yet!

Anyhoo the fix, to resolve this problem, will seemingly be implemented by the end of August. 

HMRC state:
We are also updating all the employer records involved, and no further action is needed by employers."

RTI Errors - 5.5 Million Paid The Wrong Amount of Tax

Despite the introduction of RTI, the system that is meant to have done away with many reconciliation "errors" wrt PAYE, a large number of reconciliation "errors" (arising from changes in financial circumstances being picked up at the end of the tax year) are still occurring.

HMRC will be writing to approximately 5.5 million taxpayers to inform them that they paid the wrong amount of tax in 2013/14. It is estimated that of the 5.5 million, around 3.5 million have underpaid their tax.

The average over/underpayment is estimated to be around £300. Those who underpaid will be able to repay via PAYE in the coming year.
Whilst RTI is still bedding in, it is not unreasonable that there will still be reconciliation "errors". However, it is "ironic" that the 5.5 million figure for 2013/14 is higher than the 5.2 million in the previous year.

David Heaton of Baker Tilly, is quoted by the Telegraph:
RTI was supposed to make PAYE more accurate, not less. So why are there more [errors] this year, with RTI in full flow, than last year, when RTI was only a pilot? The number of PAYE differences has risen, not fallen. 

Something in RTI is not working.”
Kate Upton, a payroll consultant, said:
Taxpayers have spent hundreds of millions on RTI and employers have had to spend hundreds of millions to use the new system, so we are entitled to expect significantly fewer errors in the reconciliation process.”
HMRC said that the increase in "corrections" (HMRC doesn't use the word "error") was largely down to an increase in the number of people in employment that has come with the recovering economy.

A spokesman said that the effects of RTI had not been reflected yet, and it would eventually lead to a reduction in the number of corrections.

I would be interested to hear from people about their experiences of RTI, and whether it is working to their satisfaction.

Service Matters

My thanks to loyal readers for posting an interesting and civil series of comments on the open thread (the serial spammer has been dealt with).

I see one of the news issues raised related to HMRC service standards.

Economia reported that the ICAEW Tax Faculty has told David Gauke that service levels are still not at an acceptable level, and that members aren't too chuffed about HMRC chasing incorrect RTI liabilities and the proposed new power to collect tax debts direct from bank accounts.

Performance statistics for the quarter ended 31 December 2013 showed that HMRC's overall telephone call performance over the period had fallen by 5.4% when compared with the same quarter in 2012.

Although the number of telephone calls to HMRC contact centres handled within five minutes over the period was up by 24.2% when compared with Q3 2013, this still meant a success rate of just 66.6%.

The Faculty has asked HMRC to increase the number of front line staff deployed to answering phone calls at peak times of the year, so that calls can be answered more efficiently.

It would also like to see better training across the board, so that staff answering calls are able to deal with issues more effectively.

These requests are all very well. However, given the ongoing restructuring in HMRC, the squeeze on budgets and moves to towards more automation these requests will I fear fall upon deaf ears.

It seems that the introduction in November last year of HMRC’s intelligent telephony automation (ITA) system, which includes speech automated security to identify callers’ identities, has also caused some irritation.

For why?

Seemingly the system fails to recognise key words such as “trusts” and “Intrastat”.

As per the ICAEW quoted by economia:
Our members expressed frustration that when the ITA failed to recognise key words to connect them to an adviser, they hung up, redialled and tried again using different key words. This increases the user’s overall call time, costs and dissatisfaction.”
Thus the ICAEW recommends a return to the old system of pressing a number on the phone to find the right part of the menu.


All in all the concerns about call handling, RTI and PAYE issues have given the ICAEW less than stellar confidence in granting HMRC powers to raid bank accounts.

Let us see how that pans out!
