HMRC's Internal Announcement Re Thompson's Revolving Door


Sir Jonathan Thompson is to leave HMRC to take up a new role as Chief Executive of the Financial Reporting Council. Sir Jonathan will lead the organisation through its transformation into the Audit, Reporting and Governance Authority, a new regulator with stronger powers announced today by Business Secretary Greg Clark. 
Sir Jonathan said: “It’s been a tremendous privilege to lead HMRC for more than three years, so to leave now has not been an easy decision for me to make. However, to have the opportunity to lead the Financial Reporting Council, as it turns into the Audit, Governance and Reporting Authority, and to promote public trust in doing business in the UK, at a point when we’re about to forge new alliances across the world, is too exciting to turn down. 
“I’m immensely proud to have led HMRC as we delivered year-on-year increases in the collection of revenues due for public services; prepared for Brexit and the challenges it will bring; and oversaw a recovery in customer service levels making dealing with their tax affairs easier for everyone.
“I’m also pleased to have made real changes that will help make HMRC a great place to work – replacing PMR with Performance and Development Conversations, commissioning the Respect at Work review and kicking off pay reform, as well as seeing the opening of the first of our new regional centres. My ExCom colleagues remain fully committed to these changes and I’m sorry I won’t be here to see the culmination of that good work.”
Sir Mark Sedwill, Cabinet Secretary and Head of the Civil Service, said:  "I am grateful for the enormous contribution Sir Jonathan has made during his time at HMRC.
“Jon has shown himself to be an exceptional leader as the Chief Executive and First Permanent Secretary at HM Revenue and Customs, as well as Head of the Government’s Operational Delivery Profession. During his tenure, we’ve seen year-on-year increases in the revenue collected, which critically goes into funding our public services. 
“Particular credit goes to Jon's work to diversify the workforce: appointing a diverse and gender balanced executive committee, and opening HMRC's first regional centre, with two more due this year.
“I wish Jon all the best in his new role, and I am sure he will be an invaluable asset to the new Audit, Reporting and Governance Authority.”
Sir Jonathan will take up his new role in the autumn, and an announcement about a successor will be made in due course.

    Just can't understand how he and Dame Disaster ever got another job. If any AO in HMRC had such a dismal record, they'd be out on their arse.

    1. Sir Jonathan Thompson enabled the continuation of the bullying culture and the cover ups, to allow those whose face fits to get away with violent, abusive, harassing, controlling behaviour. We know He is on the side of the abusers not the victim. He does not give two shits about the victims of HMRC abuse, whose lives have been flushed down the toilet and who are suffering as a result of the injuries HMRC inflicted. He is everything that is wrong with the Civil Service nowadays - a useless, nasty, gravy train rider. Not fit for public service and should not be allowed to collect another fat pay packet off of the taxpayer - do the FRC not do ANY due diligence or is integrity not a prerequisite for their organisation??

  3. Apologies for this strident statement but Jon Thompson is a thuggish c*nt who has presided over a culture of bullying, cover-up, dishonesty, incompetence and ineptitude.
    Anyone doubting whether HMRC still has it's infamous toxic staff bullying culture should have a look at the staff reviews on Indeed. One member of staff, who was forced out of their job suffering with mental health illness, in June 2019, writes of how a Senior Officer manager told them that mental health was something made up by "cowards" to get out of work. HMRC should hunt down that bigoted bully and sack him/her as their type of bullying can lead to suicidal ideation...but they won't because we all know Thompson's legacy is protecting wrongdoers whilst allowing the persecution of victims/whistle blowers. I do not recognise any Christian values in Mr Thompson's conduct. Society needs to get tough with workplace bullies and their enablers, let's see some HMRC bullies prosecuted for Misconduct in Public Office. HMRC has sadly become a safe haven for sociopathic and psychopathic abusers to bully with impunity. Does this have any consequence for the average taxpayer? Think about it!

  5. Some of the revolving doors are to buildings with Asbestos in them. The Triad is to remain open until hell freezes over it appears.

    What an absolute farce. The building is centuries old. Wait a moment! Is it possible there may be asbestos in there? No, no problems. Let's just refurbish anyway. Don't do any Health and Safety checks before signing the lease. A bit like Queens Dock that wasn't 'suitable' after hundreds were packed in there like sardines in a tin. It's now posh flats after being forced to (evacuate) leave. Lessons have been learned, it won't happen again etc etc.

    What's £3 million? It's not coming out of Sir Jon's pension pot after all is it.

    Liverpool management are too busy chasing gongs and prozzie dipping than doing simple checks. If 3000 staff all die after a few years, will they get PR Poli to throw out a newsletter?

    The place is a total shit show run by incompetent clowns.

    2. It is a sad state of affairs that HMRC, Counter Avoidance, Nellthorp and many of his facilitators have got away with all of this. We need the victims and whistleblowers protected so they can speak to the press about what happened all these years.

      Are they allowed to tell the story or would they be sacked ?

    3. @17:23 - if the allegations that have appeared on this blog in the past are even vaguely true then the victims would surely go to the police. Given the gravity of the accusations the police would then be legally obliged to launch a full investigation.

      The procedure is likely to be to bounce it back either from regional/local force or IOPC for internal 'investigation' and politically be able to wash their hands of it.

      There is no doubt that the politico's are well aware of the horrible mess and law-breaking that continues to exist in the cess pit managed by The Muppets, why do you think it is so widespread and in the public domain without fear of any retribution? It simply reflects the standards of our society.

      Remember, its all about box ticking, customer service and other such perceptions.

      I and many of my ex. Customs & Excise colleagues, uniformed, investigative or non-uniformed, all retired now or long since passed away, were glad to see the back of it, (as are many former IR staff) complete and utter shite and shambles within!

      The worst of the accusations on here have been positively Savile-esque.
      Vulnerable people being targeted by HR and moved to a new work area where they are drugged and raped.
      Excom being told about it and laughing.
      The police would just love to get their teeth into a case like that.
      But none of the victims or others who hold evidence will say anything because it might effect their promotion prospects!?!

    7. There is a core of whistleblowers and victims who know details HMRC and Counter Avoidance want kept quiet. My partner is one of these people and they know from the overtones of the kangaroo investigation team led by a deputy director in Counter Avoidance speaking up isn't an option.

      It is ironic these people bravely spoke up against Mark and others are now victims of the need to keep the full story out of the public domain. The levels of depravity and corruption cannot come out as we as taxpayers funded it.

      Or the police.
      Or the union.

    12. Will do. Guardian did all they could with cautious lawyers. Apparently names of females not published as not sacked at time and can only re run if something significant happens.

      Times were interested and spoke to numerous sources. They want to wait for Tribunals which apparently likely to be heard in private which won't help!

    Launched on the back of the independent report by Laura White, it promised big improvements in behaviours in the workplace.

      PCS has put something up about Racism. A special hotline is being set up, so that a log of the complaint can be made forthwith. Somebody has promised to call them back. At some point, as the phones wont be answered. Sounds familiar.

      I would rather they set up a helpline for the Nellthorp victims. That's not going to happen though is it. Easier to hush up.

    3. Not that simple, this is a case with multiple people left suicidal. 

      Threats by a specially appointed cover up squad 'internal' investigation team telling people if they talk about it they face dismissal. 

      In answer to these:-

      Or the police - they are aware but no evidence and many victims would rather stay quiet.

      On the original Nellthorp post loads were named, most of these kept their jobs after the 'internal' investigation. Therefore the victims and whistleblowers are surrounded by Nellthorp, Dooley and Bradley supporters and a feeling they are the real issue. Why do you think so many people kept quiet for decades? Fear and reward kept a lid on this and fear is keeping mouths shut now.

      I have it on good authority junior grades were the brave here and stood up to sexual harrassement, bullying and corruption, no one had the courage or decency before these people took a stand. They have been left unsupported and silenced with threats of c&d. 

      There are so many more strands to this story we need the victims and whistleblowers to find a way to tell their story without persecution.

    Gross misconduct is either deliberate wrongdoing or gross negligence by the employee which is so serious that it fundamentally undermines the relationship of trust and confidence between employee and employer. Gross misconduct entitles the employer to dismiss the employee without notice (known as a summary dismissal).

    When it comes to any criminal allegations there are a number of hoops of fire to be negotiated nefore consideration by the CPS as to whether a case has a more than X% chance of a guilty verdict, let alone whether any other form of 'proprtionality' or similar test applies, type of and standard of evidence, Public Interest, costs, damage to reputation of HMG, damage to confidence in the integrity of the tax system etc., etc.

    So, is it any wonder that not a lot filters through.

    It's an absolute disgrace and is indicative of the 'management' that exists across society these days.

    If Boris can take on board and act upon the broader issues relating to this across society he could make a huge difference to individuals, their families and the value for money that should be provided in the public sector in particular. He is likely to be unsighted for some considerable period of time.

      You ask a question that you have already provided some of the answer for -
      However, I digress,
      A complaint must first be made - its a good starting point
      It does help the complainant if there is evidence that the crime has been committed
      That evidence needs to be collected, its provenance established and the chain needs to be meticulous

      I could expand but suffice to say that the Gold Standard is pretty high after so many false rape claims that for a genuine allegation to reach court you need an asbestos suit to get through the fiery rings.

      From bitter experience there are few claims on Ken's site that do not hold true. Some are repetitive, some poorly presented but rest assurred there is no smoke without fire.

      Have a deep look into 'In The Public Interest' to truly answer your question.

As someone who suffers with PTSD and heart issues relating to the violence meted out by HMRC, and in particular a piece of sh*t H****** C******* (a law breaking management bully who was allowed to retire on full pension without any penalty for her gross misconduct), I totally agree.

    HMRC is institutionally corrupt, discriminatory, violent and bigoted - there is a big prize for taxpayers, staff and society of a politician can clean them up.

    Meanwhile perhaps N*** B***** (HR Manchester) will explain why he helped the above violent misconduct to be covered up. He helped in a cover up which has all the hallmarks of a criminal conspiracy. That bigoted & cowardly person, who bullied from afar, STILL has a case to answer for the cover up and the consequences. He should, without doubt, be sacked, and then criminally investigated. People like him undermine public trust in HMRC.

    2. O.K. Have read and understood where the retired Judge is coming from. Well done Sir for speaking out so forcefully, you represent all that is good about British Justice at its best, a pity the rest of the report spells out the worst aspects.
      Back to this thread then.
      Having sworn out the odd warrant in my time and undertaken proceedings in a Magistrates Court I feel I may be allowed to comment further;
      This situation will make it harder for weaker cases to be placed before the courts, that in itself is a travesty of justice.
      I know from bitter experience that lies, obfuscation, conspiracy are but a part of the severe problems relating to all aspects of HMRC undertakings, whether internal or external the reality has been in the public domain for well over a decade. the situation has progressively got worse and unless thoroughly investigated without political interference and formal action and accountibility - well, you all know the rest of the story.
      I too harken back to the days when LE across the board could be trusted to be impartial, bloody hell, we used to have the respect of the criminal fraternity decades ago.
      Listening to Harvey Proctor being censored by the BBC on live T.V. - yes, I know he is not exactly a good representitive of a perfect citizen, but listen closely to what he is saying!
      Rumploe would say 'I rest my case M'Lud!'

  14. All this bullying culture took off after the PMR was rolled out. It was a stick to threaten staff with and handed too much power to vicious tossers in charge of handing out must improves. These abusers would demand blind obedience and the snidey backstabbing of their colleagues. Most decent staff just laid low leaving the way open for the thick bigots to run the gaff. Oh for the happy ship that was C&E . I got out thank god for the regional centre policy.
