HMRC Pursues a Political Agenda

 


HMRC is meant to administer the tax system.

It is NOT meant to pursue a political agenda, and seek to influence voters' opinions nor act as a propaganda department for the government!

Tax does have to be taxing.

  1. Back in the 1980s Margaret Thatcher had a letter sent to all civil servants. This letter stated that Civil Service loyalty was not to Queen and Country but to the government of the day. The rationale behind this was that the government were the democratically elected representatives of Queen and Country, who should, therefore, be obeyed at all times, even when their actions were of dubious legality.
    Add to this the need for civil servants to demonstrate the correct "behaviours" in order to advance in their careers and you have the effective politicisation of the Civil Service.
    Which, of course, is what the politicians have always wanted.

  2. What on earth are the dopes at HMRC thinking?

    It is not the job of the private sector to disseminate political messaging on behalf of HMRC or their political masters!

    In any case, is the increased NICs revenue ring-fenced in law for the NHS and social care budgets? No it's not. So there's no guarantee that this message is even accurate. It wouldn't be the first time HMRC has lied...

    HMRC's culture leans to the left; if staff display signs that they are apolitical they are deemed 'not left wing enough' and run the risk of being targeted by the Stalinists that run riot in the department...

    1. Not an unreasonable post up until the last paragraph.

      If HMRC was the ultra far-left organisation that you are alleging it is, why would they be co-operating with Johnson's far-right, nationalist, populist, baying mob.

      During my time in HMRC I was never pressurised into taking a political stance. And I don't offhand recall ever meeting a Stalinist.

    2. Johnson's not far right or a nationalist. He is a socially, left wing, euro-communist much like his idol Tony Blair (he didn't really believe in Brexit - it was a political career manoeuvre - and is partly why we aren't maximising the massive rewards of being free from that failed EU project).

      Regarding the political climate in HMRC, it is very subtle.

      The far left PCS union have significant influence over the atmosphere.

      And back in the old days, if you brought a copy of the Telegraph into an HMRC office, you'd be well advised to wrap it in a copy of the Guardian...and no matter what, don't ever question the Diversity Agenda (another example of left wing indoctrination of HMRC staff)...

    3. Utter bilge, I'm afraid.

      Johnson is so obviously not a communist that it's not worthy of further comment. But the suggestion that he is a communist is almost sensible compared to that about the PCS. No civil service union has had a significant influence over anything for a quarter of a century. They can't even stop office closures, changes in working hours, changes to pensions, etc, let alone influence the day to day culture of HMRC.

      Your point about the Telegraph is again utter nonsense - and, anyway, you do know that the Telegraph is the main supporter of 'communist' Johnson don't you? Most of the people in my office read the Mail or the Express, both easily as right wing as the Telegraph.

      As far as the diversity agenda is concerned, who do you think should be prejudiced against? Blacks? Gays? Women?

  3. I never received a letter back in the 80's saying my loyalty was to the Government and not Queen and country. I would like to see a copy of it (and there should be copies as pre e-mail days).

    Yes, I don't expect the PCS to be able to change anything-what Union in the UK can?

    If anyone had bought a Guardian or Telegraph into the office I first worked in (an inner city office) they would have been laughed at.

    It is now in the Civil Service a matter of "He who pays the piper, plays the tune".

    But whats this? No comments as to the bullying?

    1. The letter was sent, signed by Sir Robrt Armstrong, on the instructions of Thatcher, as a consequence of the Clive Ponting furore. I know this because as a CO in Staff Section I was ordered to send it to all staff. You probably don't remember it as most staff put it straight in the bin.
      2nd March at 15.39 brought up the Telegraph/Guardian point so I won't comment further as it was tripe.

    2. If you type Sir Robert Armstrong memorandum into your search engine you should find several references to his missive of February 1985.
      The key points are "Civil Servants are servants of the Crown - for all practical purposes the Crown in this context means and is represented by the Government of the day" and "the Civil Service as such has no constitutional personality or responsibility separate from the duly constituted Government of the day".

  4. HMRC has long pursued political campaigns. Notwithstanding their desire to be on board with what an earlier contributor described as the 'diversity agenda', there is one group of people they make an exception of and treat as second class citizens in the workplace: disabled workers.

    I acquired a disability - severe depression, PTSD and suicidal ideation - as a result of a relentless campaign of bullying conducted and endorsed by management, which even included highly-sensitive private information being unlawfully disclosed to the boyfriend of my manager. In response, HMRC attempted to excuse the inexcusable.

    HMRC also failed to apologise for that unlawful breach of data laws, and they pressed on with their campaign to sabotage my career and personally ruin me.

    I even hold an email from a Grade 6 Senior Manager clearly mocking (yes, mocking!) the disability the department's violence had inflicted on me - this pig is known as a serial bully and based in Nottingham.

    HMRC's overall attitude to disabled staff is appalling. One building I worked in didn't even have a lift, which left one or two staff having to work alone in a ground floor cupboard. Absolutely disgraceful.

    HMRC needs to become less 'politically correct' and more focused on acting with integrity i.e. treating everyone - staff and taxpayers - fairly and equally.

    I am quite certain that were I not a straight, white, male, HMRC management would not have executed their vicious campaign of bullying, harassment and discrimination. NOBODY should suffer discrimination from these bigots.

    HMRC can run from what they've done, but they can't hide. The heat is turning up. Tik tok...

    At these moments, perhaps a timely reminder of from a great HMRC poet would be in order:

    while sucking up to immoral companies like RIFT !!!
