HMRC Paid £2.2M To Unions For Facility Time



The civil service paid more than £8.6m last year for trade union officials, with the payments for “facility time” at HMRC exceeding £2.2m.

In fact HMRC was the largest spending government department wrt "facility time.

Facility time – where trade union staff take agreed time off to act on behalf of their members.

Given the ongoing redundancies, staff bullying etc in HMRC it would appear to be money well spent eh?

Tax does have to be taxing.

  1. Yes, it is money well spent.

    Does this figure relate to time lost due to representing members or actual payments? The grass roots office reps get paid nothing to represent members, which is often a thankless task. Which not many people are inclined to do.

    Does this include Health and Safety Reps too? Meetings have Trade Union Reps as well that attend. They also give advice on Risk Assessments too and are point of call for anyone.

    1. Money well spent! I call BS, try some basic maths and work it out for yourself when taking into account the number of days available don't forget to subtract the following;
      Annual leave,
      Sick leave,
      Privelidge days,
      Public holidays,
      and, of course,
      Facility time @ £2.2m converted to av. PCS/FDA rep's slary.

      Don't forget to consider the huge cost of the new PCS HQ, apportioned, of course.

      When you think you know the figure, post it based on whatever calendar option you choose hrs/daily/weekly/mothly.

      When you have reached what you believe is a decent approximation think about value for money in representing members interests and protecting jobs, salaries, health and welfare and associated family issues.

      Outcome eagerly awaited.

      Oh yes, and I am a PCS member...

      It's not just Excom at fault!

  2. Ever thought why the most amount of money was spent by HMRC....because they are the worst offenders....if they treated their staff with even a sniffle of decency they wouldn't have to pay so much.....it's all self inficted.
    And yet another piece of propaganda to beat the union with.

    We all know HMRC are nasty scumbags too, this is an excessive waste of taxpayers money.

    Shall we have a look at the record of the so-called union:-

    HMRC Redundancies : PCS FAILED

    HMRC Staff Bullying : PCS FAILED

    Office Closures : PCS FAILED

    Employment Rights : PCS FAILED

    Horrible people with a shiny HQ and loads of pretend socialists on the 6 figure pay roll!

  4. I am afraid I would have to say PCS are a waste of money. When I was an HMRC officer, and PCS member, the union refused to represent me against an out of control bullying HMRC because a key bully was a personal friend of a key local PCS rep.

    Driven out of HMRC, totally unlawfully, I was broken, suicidal and facing homelessness, and the PCS could not care less.

    HMRC lost a highly skilled, highly qualified, tax professional with the kind of experience which has now been widely lost from the Department.

    I raised a complaint with PCS. Phil Madelin, head of legal services, was found to be aggressive in a pathetic attempt to defend his paymasters and refused to accept that members have a right to represented. Yes, HMRC management law-breakers and criminals succeeded in driving me out, despite a record of good service spanning three decades, but it was all aided & abetted by PCS union's 'mother of all stitch ups'.

    At the end of the day Mr Madelin could not answer some simple questions about the way PCS conducted themselves. That tells me everything. I told him the PCS behaviour was tantamount to fraud and stand by it!

    They take members money, they are assisted by taxpayers money, and offer little or nothing in return.

Bring back the old IRSF....the trouble is we don't have them anymore....I am under no illusion that PCS are like a chocolate teapot....but if we have grievances,we need to,at the least,inform our union.....the more that do....the more we will be able to expose this HMRC scum....the problem at the moment is that the majority are afraid to raise their head above the parapet.....a union is a union....have some balls !!! Stand up for what is right!!!

  7. PCS are fully aware of HMRC's law-breaking and bullying culture.
    What have they done about it?
    How many prosecutions have they pushed for?
    They've done sweet f**k all about it.
    If bullying scum are still getting away with it then be sure PCS are complicit.

  9. So, what would Ken and the PCS-haters call a "fair" amount, then? Zero, perhaps?

    The actual fact of the matter is that, prior to loads of redundancy payments (which don't come from HMRC's budget anyway) and all the 'Building Our Future' shiny new mega-expensive offices, I think the annual budget was somewhere in the region of £3.1bn.

    I'd suggest that £2.2m of that is a drop in the proverbial ocean.
