Buckle up, fellow tax warriors – if "HMRC unanswered calls 2024" or "HMRC helpline nightmare" has you raging at your screen, you're not alone in this festering pit of bureaucratic bollocks. Picture this: you're a hardworking sole trader in Manchester, sweating over your Self Assessment deadline, or a pensioner in Penzance just trying to sort a piddling pension query. You dial 0300 200 3300, heart in mouth, only to be met by an endless symphony of hold music that makes Vivaldi sound like speed metal. And after 18 agonising minutes on average? Click. Dead air. No help. No resolution. Just you, abandoned in the cold grip of taxpayer hell. In 2024/25 alone, over 6 million calls went unanswered – that's more than 17,000 souls a day left twisting in the wind, unable to get a scrap of support from the very service that's meant to serve them. HMRC Grants SA Taxpayers an Extra Month Without Fines


 

As a result of Covid continuing to screw things up, HMRC has announced that self assessment taxpayers will get an extra month to file their tax returns without incurring a fine. However, interest will still accrue. 

While the waiving of penalties means taxpayers won’t receive a late filing penalty if they file online by 28 February (and payments by 1 April), HMRC is continuing to encourage agents and taxpayers to file before the 31 January deadline as interest will still be payable from 1 February, as usual.

Angela MacDonald, HMRC’s deputy chief executive and second permanent secretary, said

“We know the pressures individuals and businesses are again facing this year, due to the impacts of Covid-19. 

Our decision to waive penalties for one month for Self Assessment taxpayers will give them extra time to meet their obligations without worrying about receiving a penalty.”

HMRC has estimated that there are still 5.7m tax returns outstanding.
 
The delay is welcome. However, I would suggest that you don't use this as an excuse to delay sending your paperwork etc to your tax agent. The more time they have to help you, the better their service and advice will be!

Deadline ALERT!


Self Assessment taxpayers have just over a week to pay any outstanding tax liabilities in full or set up an online payment plan for the 2019 to 2020 financial year to avoid incurring penalty charges, HM Revenue and Customs (HMRC) has urged.

Last month, HMRC said that due to the impact of the COVID-19 pandemic, they were giving Self Assessment taxpayers more time to pay their tax or set up a payment plan without facing a 5% late payment penalty charge, as long as arrangements were in place by midnight on 1 April.

Those who have yet to settle their liabilities for the 2019 to 2020 financial year can pay their tax bill or set up a monthly payment plan online at GOV.UK. They can pay online, via their bank, or by post. Alternatively, setting up a Time to Pay arrangement allows taxpayers to spread the cost of their Self Assessment tax bill into monthly instalments until January 2022.

Anyone worried about paying their tax and unable to set up a payment plan online should contact HMRC for help and support on 0300 200 3822.

Almost 117,000 taxpayers have set up a self-serve Time to Pay arrangement online, totalling more than £437 million.

There is no change to the payment deadline and other obligations are not affected. This means that:

The payment deadline remains 31 January 2021 and interest will be charged on late payment. The current rate of late payment interest is 2.6%

A 5% late payment penalty will be charged if tax remains outstanding, and a payment plan has not been set up, by midnight on 1 April 2021. Further late payment penalties are charged at 6 and 12 months (August 2021 and February 2022 respectively), on tax outstanding where a payment plan has not been set up

Self Assessment taxpayers who are required to make Payments on Account and know their 2020 to 2021 tax bill is going to be lower than in 2019 to 2020 – for example due to loss of earnings because of COVID-19 – can reduce their payments. Almost 1.8M Taxpayers Miss 31 January Deadline

 


Over 10.7m people have submitted their 2019/20 returns by 31 January deadline.

However, Accountancy Daily reports that 1,790,368 taxpayers missed the deadline (14.74%). This is almost double the number who failed to do so last year (958,000) and well above 2019’s total of 730,000.

Individuals whose tax return is now late will not be charged a late filing penalty provided they submit their return online by 28 February, as one of the concessions HMRC has made in response to Covid-19 disruption.

However, those who did not pay their self assessment tax bill by 31 January are now incurring interest on the outstanding balance and should pay their bill as soon as possible.

HMRC says they should pay any outstanding balance, or arrange a payment plan, before 3 March  to avoid a 5% late payment penalty.

Those who are not yet able to file their tax return should pay an estimated amount as soon as possible, which will minimise any interest and late payment penalty.

3 Million Yet To File Online Assessment

A Million Yet To Comply


The Telegraph reports that over a million self-employed people have yet to comply with new tax rules just one week before the deadline and could face fines if they refuse to sign up.

From April 1, the Government’s Making Tax Digital (MTD) rules will force 1.2 million small business owners with a turnover above the £85,000 VAT threshold to keep all records digitally and submit them to HMRC using approved software.

However, only around 70,000 have signed up so far, according to HMRC (6%).


Leaving things to the last minute is of course very human. However, methinks many of these people will miss the deadline.

Reasonable Excuses

 

As the year end self assessment online tax deadline is almost upon us (that's tomorrow folks!), here are a list of reasonable excuses for tardiness as per HMRC:

Reasonable excuses

You can appeal against some penalties if you have a reasonable excuse, for example for your return or payment being late.

What may count as a reasonable excuse

A reasonable excuse is something that stopped you meeting a tax obligation that you took reasonable care to meet, for example:
  • your partner or another close relative died shortly before the tax return or payment deadline
  • you had an unexpected stay in hospital that prevented you from dealing with your tax affairs
  • you had a serious or life-threatening illness
  • your computer or software failed just before or while you were preparing your online return
  • service issues with HM Revenue and Customs (HMRC) online services
  • a fire, flood or theft prevented you from completing your tax return
  • postal delays that you couldn’t have predicted
  • delays related to a disability you have
You must send your return or payment as soon as possible after your reasonable excuse is resolved.

What won’t count as a reasonable excuse

The following won’t be accepted as a reasonable excuse:
  • you relied on someone else to send your return and they didn’t
  • your cheque bounced or payment failed because you didn’t have enough money
  • you found the HMRC online system too difficult to use
  • you didn’t get a reminder from HMRC
  • you made a mistake on your tax return

Tax Credit Deadline One Week Away


As there is now one week to go until the 31 July tax credit renewal deadline, HMRC is urging the 960,000 people that are still to renew to do it now or risk having their payments stopped and, in some cases, being required to repay the money they have received since April.

CCH Daily reports that in 2016 410,000 people had their payments stopped or altered because they missed the deadline to inform HMRC of changes to their circumstances. These include changes to working hours, income and childcare costs.

Rachel McLean, HMRC’s interim director general of customer services, said:
We’ve made some really helpful improvements this year to our online and app services to support our customers. We know life can be hectic so the start and stop feature allows customers to begin and complete their renewal on a day and time convenient for them.

It’s fantastic that 32,000 have used our app and 733,000 customers have already renewed their tax credits online.’

HMRC May Miss Aspire Deadline


The National Audit Office has recently published a memorandum into HMRC's progress wrt Replacing the Aspire Contract. Rather unhelpfully it does not present any conclusions. However it does present a list of the risks faced by HMRC in replacing Aspire.

Unsurprisingly HMRC is at risk of not being able to complete the switch-over of its Aspire contract in time, while HMRC’s internal IT organisation and revenue & custom’s Digital Technology Services may fail to work together productively.
