Who's In Charge?

Who's in charge?
Congrats to Dave "Nearly man" Hartnett on his appointment as new "permanent secretary for tax".

Congrats to Lesley Strathie who has been appointed as the Chief Executive Officer of HM Revenue & Customs.

Both of the above appointments were announced by Mike Clasper (Chairman of HMRC).

So, who exactly is now in charge of HMRC out of the above three people...ie where does the buck now stop?

Tax does have to be taxing.

    Following the successful trial run of the financial service regulation by the Treasury, The Bank of England and the FSA, this model is being adopted by HMRC.

    So which one's the patsy for when it all goes tits up?
    Parkinson never envisaged this when he wrote his book. Rule 1. Never appoint anyone who could be a rival to your position. Always appoint two lesser men who fight each other, thereby keeping the prsessure off you.

  3. when we were seperate departments (Inland Rev and HMC&E) we had a chairman and a board and the lines of responsibility were fairly clear (or could be guessed at!).

    God only knows now, who is in charge. Clasper keeps a foot in both camps by holding onto his day job and doing HMRC as a part timer (How he declares this and avoids a conflict of interest-God only knows). Hartett seems to have moved down a peg (along side the individual from the DWP-god help us!)- not even the staff know who the obergruppenfuher is now.

    It looks like the "Sir Humphreys'" have learned the lesson that if the balloon does go up then no one can be held directly accountable.

    Meanwhile staff are CUT, meaning that your tax return is processed late and there is no one to help if you need it.
