It would seem, from the article published in Accountancy Age, that David Gauke (Exchequer Secretary) is regarded by some as being something of a bull in a china shop; as he thrashes noisily around trying to increase the tax take, threatening all and sundry, whilst HMRC are forced to make do with ever fewer resources. As Accountancy Age note, this "opens him up to accusations of naivety".
Tax does have to be taxing.
