£10M Cumulative HMRC Bonuses Rewarding Failure


The Sun reports that bonus payouts to HM Revenue and Customs have hit a four-year-high

Former CEO Dame Lin Homer picked up the maximum bonus of £17,500 in each of the last two years on top of her annual salary package of £185,000.

Additionally, 80 of the most highly-paid civil servants were also handed lump sums of between £9,500 and £17,500.

The four year cumulative bonuses total £10M, bonuses in 2016 totalled £2.5M (the highest since 2012).

A reward for failure!

Lin Homer Appointed To ICAS Council

Ex-HMRC chief Lin Homer appointed to ICAS Council


Dame Lin Homer, who left her position as head of HMRC a year ago, is to join the ICAS council as a public interest member for a four-year term, the Scottish institute has announced
Public interest members serve as full members of the council and have equal voting rights with the CA members. In addition to serving on council from 28 April, Homer will sit on some of the other council committees, and ICAS operational boards.  

Homer, who succeeds Judith Sischy, will be joining incumbent public interest members, Robert Black and Rhona Brankin; and Colin McClatchie who was appointed on 1 January 2017.

A qualified lawyer with many years’ experience as a chief executive in local and central government, Homer was chief executive of HMRC from 2012-2016, where she oversaw the tax authority’s digital transformation strategy.

Since leaving the tax authority, Homer has taken up an unpaid role on the governing body of the University of Birmingham, which awarded her an honorary doctorate in 2013, and now the position with ICAS.

Homer said: ‘My role is to ensure that ICAS fulfils its public interest responsibilities as set out in its Royal Charter.

‘I will strive to ensure that the public interest remains at the heart of ICAS’ activities.

‘During my time with HMRC I worked closely with all the accountancy bodies, including ICAS, and I look forward to working with members again to uphold the Institutes’ standards and values.’

ICAS chief executive, Anton Colella, said: ‘Dame Lin’s clear understanding and commitment to the safeguarding of the public interest will ensure that the interests of members and the public are kept at the forefront of our strategy and operations.

‘We look forward to Dame Lin’s contribution on council. Her perspective, skills and experience will be of great value.’

Homer was made a Dame in the 2016 New Year’s Honours List. Her stint leading the tax authority was controversial and attracted heavy criticism, particularly over its effectiveness in its attempts to curb tax avoidance.

She was called before the Public Accounts Committee on a regular basis, not only to defend HMRC but also to explain some of the more questionable tax arrangements made with companies, global profit shifting and the Swiss private accounts leaks. 

Upon her departure from HMRC, Homer received a £2.4m pension pot following years working in the Civil Service, including spells with the Home Office and the Department of Transport."

Homer's Pension Pot Just Keeps Growing


In January this year I wrote about Homer's pension pot:
"As Lin Homer walks away with a £2.174million pension pot (lifetime allowances anyone?) we should not be too envious as, according to HMRC:

"Her pension is actuarially-reduced, because she is leaving before retirement age. She is receiving no severance compensation.”
It seems that, despite volatile market conditions, that pot has now grown to £2.4M.

In fact she has done rather well for herself, according to the Mail she is entitled to an index linked £125K per annum income. Oh, and by the way, she got a £20K bonus before leaving.

Rewarding failure really doesn't cover it does it?

Taxpayers' £97M HMRC Phone Bill


As loyal readers know, getting through to HMRC on the phone is something of an endurance test. As such, it should come as no surprise to anyone to learn that the National Audit office (NAO) is none too impressed with caller wait times either.

The NAO reports that a decision to cut jobs in HMRC meant that call waiting times tripled to 47 minutes last October just as paper tax returns were due. Bizarrely more than 5,000 HMRC staff were moved away from its call centres at a time when telephone calls were not falling.

“HMRC’s overall strategy of using digitally enabled information to improve efficiency and deliver service in new ways make sense to the NAO. This does not change the fact that they got their timing badly wrong in 2014, letting significant numbers of call handling staff go before their new approach was working reliably. This led to a collapse in service quality and forced a rapid expansion of headcount. HMRC needs to move forward carefully and get their strategy back on track while maintaining, and hopefully improving, service standards”.

The cost to the economy of leaving millions of callers hanging on the line (which as per the Telegraph is officially priced at £17 an hour) was £97million, up by 50% in three years.

The chaos prompted HMRC belatedly to send 2,400 staff to man the phones at its call centres, which in turn meant they had to “defer essential work to maintain PAYE records”.

The consequences of moving the deckchairs in this manner was a doubling of discrepancies between PAYE and self-assessment returns, leaving a risk that 3.2million people had “paid the wrong amount of tax”.

HMRC will be quizzed by PAC next month about this clusterfuck.

How ironic that just as this chaos is being exposed to the cold light of day, Dame Homer retired last month. The timing of her retirement couldn't be better, and is the only thing that she has got right in her civil service career!

No One Can Serve Two Masters



As loyal readers know, HMRC is a complex beast that has a preponderance for tying itself in knots.

As such it should come as no surprise that the appointment of Jon Thompson to replace outgoing chief executive Lin Homer in April, and Edward Troup to executive chair at HMRC is not as straightforward as it may at first seem.

The question has been asked by a number of people, who exactly is in charge of HMRC (given that there are going to be two executives)?

Good luck to the staff of HMRC who will have two masters.

Oh, and by the way, the appointment of Troup as Executive Chair is contrary to the UK Corporate Governance Code!

Homer's Successor - Postwoman Paula



AccountancyAge speculates that Paula Vennells, current chief executive at the Post Office, may be Homer's successor as CEO of HMRC.

Vennells has been at the Post Office since 2007, and was appointed as CEO in 2012. She was, apparently, instrumental in its digital transformation.

Vennells also has experience working within the private sector. In November, she was appointed to the board of Morrisons for her renowned restructuring skills.

Maybe she is the frontrunner. However, shouldn't the job be publicly advertised first?

Odds On Lin Homer's Replacement


AccountancyAge and William Hill have produced a list of the latest odds on the potential candidates to replace Homer.

On that subject, has anyone seen the job advertised yet?

Edward Troup - 2/1

Our front-runner currently serves as HMRC's tax assurance commissioner and second permanent secretary so on paper looks like he has the credentials.
His job involves reporting directly to Lin Homer and is responsible for shaping tax policy and strategy. Before HMRC, Troup was a partner at international law firm Simmons and Simmons, so will have the legal know-how at his disposal if he's ever called into a PAC hearing if he gets the top job.

Jim Harra - 5/2

Harra has worked his way up the ranks at HMRC, beginning his career in the Inland Revenue as an inspector of taxes in 1984. In 2009, Harra was appointed director of corporation tax and VAT and has previously suggested that it's unrealistic to expect multinational firms to pay as much as other businesses, something which sparked outrage in the wake of Google's £130m "sweetheart payment" to the taxman.

He has a wide knowledge of tax issues, including tax avoidance and knows a lot about the inner workings of HMRC. Was inspector of taxes at the Inland Revenue (now known as HMRC since 2005) in 1984.

Andy Cole - 3/1

Director of specialist investigations at HMRC. He has overall responsibility for leading the response to HMRC's largest and most complex fraud and avoidance risks through civil means.

Margaret Hodge - 7/1

Former chair of the Public Accounts Committee and one of the chief critics of HMRC's failure to tackle tax avoidance.

Stephen Herring - 7/1

Head of taxation at the Institute of Directors' policy unit. Herring has specialised in taxation for over 30 years and, before joining the IoD in September 2013, was a partner in three global accounting firms (Grant Thornton, EY and BDO). He was appointed by the Exchequer secretary as one of the eight independent members of HM Treasury's Tax Professionals Forum.

Ian Powell - 12/1

Chairman and senior partner at Big Four accounting firm PwC, he is stepping down as PwC chairman later this year.

John Whiting - 12/1

Tax director of the Office of Tax simplification. Until 2013 he was the tax policy director of the CIoT; previously, he was a tax partner at PwC.

Steve Lewis - 500/1

Coffee shop owner from Crickhowell and star of The Town That Took on the Taxman, has his own campaign to become CEO of HMRC. When he spoke to Accountancy Age, he gave himself 1000/1 odds.

Steve Lewis - The People's Taxman


My thanks to a loyal reader, who pointed me to this petition set up by Steve Lewis of Crickhowell, who wishes to be considered for the role of CEO HMRC.

I'm Steve Lewis, a former Army Officer and now a small business owner. I'm putting myself forward to be the next Chief Executive of the HMRC Board. It's about time that the Board, that is meant to scrutinise the way our Government enforce tax policy, stopped helping multinationals reduce their tax bills and started working for the British public and British small businesses to deliver fair tax for all - big and small.

I live in Crickhowell in Wales, with my wife Sam, and have run a local coffee shop for 11 years. It's a labour of love for us and a way of giving back to our community. We employ 12 great people, source all we can from local suppliers and pay our fair share of tax. We want to secure the future for our 6 children, and ensure our community flourishes.

The same can't be said for many multinationals. We've just taken part in the BBC2 Documentary: The Town that took on the Taxman and what I uncovered is that while I pay 20% of my coffee shop profits in tax many of the large coffee shop chains use legal loopholes to avoid tax or negotiate with HMRC to reduce their tax bill to 0%.

The playing field is not fair, it is not just and it damages our communities, but this month there is an opportunity to change it.

The Chief Executive of the HMRC Executive Board just stepped down. Instead of replacing her with a lifelong civil servant or someone cosy to big business - the Government should appoint someone who champions ordinary citizens and understands small businesses. That's why I'm putting myself forward and asking you to sign my petition and champion me as 'the people's taxman'.

I believe my 19 year military career, together with my 25 years of extensive corporate business experience, working with multinationals on ethical leadership, as well as running a small business in my community, puts me in a unique position to be a people's champion on the board of the HMRC.
I will have no fear or compromise in holding aggressive tax avoiders, tax abusers and tax bullies to account. Government officials rarely look outside for top jobs like this. So I'm going to need your help to convince them that the public want a new approach to fair tax. 

Sign this petition and help tell HMRC the public want someone to speak for small business owners and hard working taxpayers.

Lin Homer So Deserves Her Damehood!


My thanks to a loyal reader, who penned me an email today concerning Homer's recent elevation to Damehood.

So annoyed at the elevation was he, that he wrote to his MP who then passed on the letter to the Honours and Appointments Secretariat which was replied to by a Team Leader of Honours Operations.

Here is an extract of the response:
"Honours nominations are considered by one of 9 honours committees, each chaired by and comprising a majority of independent members who are selected after open advertising. The chairs of the 9 honours committees then take their recommendations to the Main Honours Committee and agree the final list for submission through the PM, to the Queen.

The nomination for Lin Homer, like any other, was considered on merit by the relevant independent committee, in this case the State Committee. The Committees are particularly concerned to recognise those who have gone beyond their jobs and who put something back into society to their profession. 

This is particularly the case for candidates on the State Committee's list........

DAME COMMANDER OF THE ORDER OF THE BATH Linda Margaret Homer CB Lin Homer has a track record in taking on some of the toughest and highest profile jobs in government. 

Having transformed Suffolk and Birmingham County Councils, she ran immigration and asylum services in the Home Office for more than five years. 

As Permanent Secretary of the Department for Transport, she guided the department through the highly complex HS2 consultations. 

Now Chief Executive of HM Revenue and Customs, she has met the department’s financial targets with fewer staff and improved staff engagement figures. She supports the Alzheimer’s Society, the Business Disability Forum and the Speakers for Schools initiative

I regret I am not able to comment further on individual awards.

Homer's Pension Pot


As Lin Homer walks away with a £2.174million pension pot (lifetime allowances anyone?) we should not be too envious as, according to HMRC:
"Her pension is actuarially-reduced, because she is leaving before retirement age. She is receiving no severance compensation.”
Additionally, as and when she starts to look for work again after a summer break, she will try not to take a "revolving door" type role:
"I will be fully sensitive to the responsibility and care that senior HMRC officials should take when considering the appropriateness of potential roles and organisations."
That's fine then, because no other ex senior HMRC has ever taken up a "revolving door" role!

In the meantime, I did try to call her to congratulate her. Unfortunately there is at least a 45 minute waiting time on the lines, and were I to send her a congratulatory card it would not be opened until after she had left.

Homer's Number One



Dame Lin Homer is going from strength to strength, not only has she been made a dame but she is also number one in the AccountancyAge Financial Power List for 2016!

"The tax authority's chief executive already has cause to celebrate this year, having been awarded a Damehood in the New Year's honours list for her services to public finance.

However Homer's ability as CEO will certainly be put to the test this year, as HMRC embarks on its switch to personal online tax accounts. The reorganisation will result in the closure of 137 tax offices by 2027 as HMRC moves to a largely digital interface with taxpayers and the agents that act on behalf of businesses and individuals across the UK.

Given the government's and HMRC's history of botched IT projects the profession remains extremely sceptical of how successful the digitisation will prove."

A number of loyal readers have commented on the word "lately" re Homer's Damehood:

Does this mean she has already left office?

There Is Nothing Like a Dame Lin Homer - The Disgrace That is #HomerGate


Another New Year approaches, and with it another set of New Year honours.

Normally the honours attract a degree of admiration and ridicule, depending on who has been awarded one and on the political perspective of those viewing the honours list.

However, this year marks a turning point in which the entire country has been royally taken the piss out of by the award of a Damehood to Lin Homer.

Homer's "career" (if it can be described as such) is a series of increasingly appalling car crashes of spectacular incompetence, as she climbs the slippery slope of civil service power and authority. Now, to add insult to injury, she has been awarded a Damehood for her work in HMRC.

This surely is an insult to every member of staff of HMRC and every taxpayer; ie it is an insult to the entire country.

Normally honours are awarded to those who have left office, to those who have done something useful or to those who are chums with the PM. However, as far as I can see, Homer is none of these.

Therefore I can only conclude that she was given the award for one (or a combination) of the following reasons:

1 Cameron is a closet republican, and wants to bring the system into such disrepute that it is abolished.

2 Cameron wants to take people's attention away from Crosby's honour.

3 Homer was about to leave, and the award is a bribe to keep her in office long enough so that she can be blamed when HMRC inevitably collapses.

4 Homer knows where the bodies are buried in HMRC, and it's a bribe to keep her quiet.

Whatever the reason, it's a fucking disgrace!

Thoughts and comments are very much appreciated.

Incidentally, a twitter chum of mine who is a journalist is seeking confirmation (for an article that he is penning) that Homer is on PAYE. I assume that she is, but please could someone confirm this?

HMRC Centres Shut 12th November - Building Our Future



My thanks to a loyal reader. who has given me a heads up that on Thursday 12th Nov at 11am the HMRC call centres will fall silent.

All calls in will be shut off for an hour, while local managers deliver a simultaneous message to all HMRC staff about further redundancies.

Here is Lin Homer's message as posted on the HMRC intranet:

Message from Lin: Thursday's announcements

On Thursday, we will be announcing the next step in Building our Future, when we make simultaneous face-to-face announcements in every HMRC office about our future locations.

I want to emphasise that what we’re planning is absolutely necessary to ensure that HMRC modernises, both in what we do and in how we do it. We’ll be able to deliver better public services, and better careers for our people, at lower cost for the taxpayer.

This isn’t just about bricks and mortar - it’s an opportunity to invest in our workforce and your skills, so we’re ready to face the challenges that will come five, ten and even 20 years down the road. And because of the way our estates contract works, we’ll lose this opportunity for at least 15 years if we don’t act now.

There will be a lot to absorb on the day, so I want to provide some information ahead of the announcements which I hope will help to explain what is happening.

Why we are doing this

As we have said in Building our Future, our aim is to bring you together in big, modern Regional Centres, equipped with the digital infrastructure and training facilities we need to make HMRC an even more highly-skilled organisation, fit for the demands of the 21st century.

We are committing to Regional Centres serving every region and nation in the UK, with skilled and varied jobs and development opportunities, while also ensuring that jobs are spread throughout the UK.

At present, some 60,000 of us are scattered throughout 170 offices across the country, many of which are a legacy of the 1960s and 1970s. These range in size from sites of around 6,000 full time equivalent roles at one end of the scale, to fewer than ten at the other.

The fact is that we have too many expensive, isolated and outdated offices, and we are spread too thinly across the country. This makes it difficult for us to collaborate, modernise our ways of working, provide the types of facilities you have a right to expect and to invest in our digital infrastructure.

Bringing us together in Regional Centres will change that, and it will enable people to develop careers up to senior levels, as well as support the growth of specialist teams with links to local universities.

We expect the majority of you to be working in a Regional Centre by the time we complete the transition which, as William said in his update in September, will take ten years or more. Although some of us will start seeing changes much sooner than that - beginning next year.

What happens on Thursday

On Thursday, managers will gather teams and groups together – in open-plan areas, meeting rooms or larger spaces – to tell you what our plans are for Regional Centres, and what the implications are for your office.

The managers making announcements are your local managers, and they will be supported by senior leaders and by HR representatives, who will help to answer the immediate questions that you might have.

This will be supplemented on Thursday with the following information to be
published on the intranet:
•a Newsroom announcement about our plans nationally
•detailed information on the plans for each region, with short presentations showing what is happening and when
•in-depth information on how we will manage the transition over the next ten years, including Q&A on a range of HR policy and likely questions that you'll want to know answers to.
  
We will also have HR support, although the impacts on any individual may be very personal and will be addressed through one-to-ones with your manager ahead of any changes directly affecting you – as is the standard practice for all workforce announcements.

What we will be announcing

What we are announcing on Thursday – as we promised we would – is the next step of our transformation. We’ll set out our long-term plans for Regional Centres, and the detail of what it means for every office in HMRC. We will be telling you which cities we have chosen for Regional Centres, but generally not the precise location, since in most cases we still have to secure the property.

We will also be setting out the timeline for how offices are affected. The process of moving to new Regional Centres will begin in 2016, although we do not intend to close any offices in 2016 that haven't already been announced.

In fact, we will give at least a year's notice of any office closures, and for some people this could be five to ten years away. When we announce our formal intention to close an office, as we always do we'll hold formal consultations involving you and the Departmental Trade Unions.

In short, we will give you as much information – and advance notice – as possible to help you to understand how our plans affect you and what your choices are.

How we will manage the transition

How we make these changes is as important as what they are. So, just as we set out a number of principles for how we would select Regional Centre locations, we have also agreed a set of principles for how we will manage the transition and the impacts on you.
•We will minimise job losses by keeping as many people as possible and expect people to travel or do different work
•While we need to continue to become smaller, we will minimise redundancies wherever possible
•We will keep a limited number of Transitional Sites, which will enable some people to work there for between five and ten years. Where we can, we will move people to offices that are staying open longer
•We will consider everyone’s individual circumstances and take them properly into account when making individual decisions through one-to-ones that will cover individuals’ opportunities, choices and careers
•We will be honest, tell you as soon as we can and give you as much notice as possible to help you to consider your own choices and make your own plans.

We have established Regional Implementation Groups, led by a local senior leader, to support the process. These will seek to ensure that your thoughts on local issues and concerns are heard and understood as we develop our detailed implementation plans.

We want to tap into your local knowledge to make sure that we’ve considered everything that we need to, whether it’s travel options or ways of working. We’ll also be asking for your view on how we can best support you and your colleagues through these changes.

Finally, I want to repeat that what we are planning is absolutely necessary to ensure that HMRC modernises, both in what we do and in how we do it, so that we can both deliver better careers for our people and better public services.

Creating modern Regional Centres, with a mix of professions, operations and corporate services, will enable people to build careers up to SCS level, without having to move around the country to get experience and get a promotion. And they will be better places to work than much of our current estate, which we all know isn’t up to scratch.

Thursday’s announcements will be a big event for everyone, and we know that for some it will be difficult – including local managers making the announcements. There will be a lot to take in, and I want to assure you that there will be a lot of time to take it in. We will give you as much information and support as we can – not just on Thursday, but in the days, weeks, months and years that follow.

HMRC Is A Genuine Threat To Tax Collection

It should come as no surprise to loyal readers to learn that PAC is still somewhat "underwhelmed" by the performance of HMRC.

PAC has stated in a new report that HMRC is "still failing UK taxpayers".

However, what is "surprising" (or rather shocking) is that PAC has stated that the quality of HMRC's customer service (sorry for using the "C" word there!)
"could be considered a genuine threat to tax collection".
Now read that bit again, PAC are saying that the organisation that is meant to collect tax in an efficient, professional and cost effective manner is in fact not just crap, but working against its own raison d'être!

In other words, tax collection would be more efficient, effective and professional if HMRC ceased to exist!

To add weight to its views, PAC noted that in the first half of 2015 HMRC contact centres answered only half of incoming calls, and only 39% within five minutes. Meg Hillier, chair of the PAC, is quoted by the BBC "HMRC must rapidly improve its customer service, previously described by the PAC as abysmal and now even worse". In 2014, 72% of calls had been answered.

She went on to say (as per the FT):
"It beggars belief that, having made disappointing progress on tax evasion and avoidance, the taxman also seems incapable of running a satisfactory service for people trying to pay their fair share.”

HMRC's response is that it has now recruited 3,000 more staff and that the customer service issues had not affected its ability to collect tax.

Does that response hold up in the face of reality?

No!

I understand that every member of HMRC staff (who is trained in telephony work) is on the phones taking calls all day long, to the point where other areas of work which those staff usually deal with are abandoned for weeks at a time simply to get more bodies answering calls.

In other words, HMRC is a sinking ship in which a diminishing number of experienced, professional staff are running around trying to plug an ever increasing number of holes.

HMRC has expressed "disappointment" with PAC's views:
"We are disappointed that the Public Accounts Committee has overlooked HMRC's record results, which include collecting a record £517bn in tax revenues."
In other words HMRC have no intention of improving!
