MTD Deadline Fast Approaching - Less Than 10% Have Signed Up

HMRC has confirmed 864,000 people must comply with Making Tax Digital for Income Tax from 6 April 2026. Only 81,000 have signed up. That is fewer than 1 in 10. If you are a landlord or sole trader earning over £50,000, the deadline is weeks away — not months.

If you're a landlord or sole trader with qualifying income over £50k, you should register and get compatible software sorted immediately—penalties for late quarterly updates start after April 2026. Check your eligibility and sign-up on GOV.UK.

HMRC’s Hated Digital Regime Lies in Ruins: Only 4% of Taxpayers Have Signed Up – And the Taxman Is Panicking

Listen up, fellow sufferers of the UK tax racket. While you were busy trying to keep your business afloat, HMRC quietly dropped a bombshell to the Public Accounts Committee: just 18,000 poor sods had bothered to sign up for their shiny new Making Tax Digital (MTD) income tax regime. That’s a pathetic 3.8% of the 864,000 self-employed souls and landlords they’re targeting from 6 April 2026.

HMRC have since briefed the press that the number has “risen” to 30,000. Thirty thousand. Out of nearly three-quarters of a million. That’s still only about 4%. Four percent! The rest of you – the sane 96% – are apparently too busy running actual businesses to play happy families with the taxman’s latest digital leash.

This isn’t a “slow start”. This is outright rejection.

What Exactly Is This Hated Regime?

For those still blissfully unaware (lucky you), MTD for Income Tax means the end of the simple annual Self Assessment for anyone pulling in more than £50,000 from self-employment or property income (based on your 2024/25 return). From April:

  • You must keep digital records – no more scruffy spreadsheets or shoeboxes.
  • You must file quarterly updates – four times a year, not once.
  • You must use only HMRC-approved software that talks directly to their system.
  • Then, of course, the usual end-of-year declaration to tie it all up with a nice little bow of extra admin.

HMRC have been bombarding people with letters, running “voluntary” testing (where 20,000-odd quarterly updates have apparently been submitted), and telling everyone it’s “straightforward” and “helps reduce errors”. Translation: “Please just roll over and make our lives easier while we make yours a living nightmare.”

The Cost? Your Time, Your Money, and Your Sanity

HMRC’s own figures admit an average one-off hit of £280–£350 to get set up, plus £110–£115 every year thereafter. That’s the official lowball. In reality, plenty of sole traders and landlords who currently DIY their tax will now be forced to shell out for proper software subscriptions – some “free” versions come with heavy restrictions, others will cheerfully sting you for hundreds a year.

And for what? So HMRC can watch your income and expenses in real time, like some creepy Big Brother with a calculator. Quarterly reporting doesn’t make tax simpler – it makes compliance four times more painful. It’s not about accuracy; it’s about control. Easier audits, faster penalties, more data to feed their risk engines.

Remember, this is the same HMRC that has form for multi-billion-pound IT disasters. The same department that can’t even answer the phone without putting you on hold for three weeks. And now they expect 864,000 of Britain’s hardest-working people – the ones actually creating jobs and paying the bills – to trust them with yet another half-baked digital fantasy?

The Taxman’s Spin Is Laughable

Their latest press release bleats that “thousands of sole traders and landlords have already joined” and “more than 20,000 quarterly updates” have been submitted in testing.

Well, congratulations. Out of 864,000 targeted, you’ve managed to persuade roughly the population of a small village. The rest of us have seen through the con. We’ve read the small print. We’ve seen the petitions racking up signatures demanding this nonsense is stopped. We know that “no immediate fines” in the first year is just code for “we’ll fine you later, once we’ve got you hooked”.

This Is Taxpayer Rebellion in Action – But If You Must Comply, Here’s the Least-Worst Kit

Only 4% uptake with weeks to go until the supposed launch? That’s not teething trouble. That’s a full-scale revolt by people who’ve had enough of being treated like cash machines with legs.

The self-employed and landlords already shoulder more than their fair share – higher National Insurance, energy bills through the roof, endless red tape. Now HMRC wants to turn your bookkeeping into a part-time job. No wonder the silent majority is voting with its feet (or rather, refusing to lift them towards the sign-up button).

HMRC will no doubt blame “lack of awareness”, or “software issues”, or “misinformation”. The truth is simpler: people can smell a bad deal from a mile off. This regime isn’t “making tax digital” – it’s making tax more expensive, more intrusive, and more hated than ever.

So here’s the message to HMRC from the 96%:

We’re not signing up because we don’t trust you. We don’t need quarterly digital shackles. And we sure as hell aren’t going to thank you for the privilege of paying for the software that lets you spy on us more efficiently.

Scrap it. Delay it indefinitely. Or watch the chaos unfold in April when the real numbers come in and the excuses start flying.

The ball’s in your court, HMRC. But judging by the last few decades, you’ll probably just kick it into the long grass and send out more letters.

In the meantime, the rest of us will be over here, running our businesses, paying our taxes (reluctantly), and – if forced – grudgingly picking one of the above tools to stay out of the penalty trap.

Because this digital disaster? It’s already dead on arrival.

Ministers Give Taxpayers The Finger!

Remember Making Tax Digital (MTD)?

That grand plan to shove everyone online and make tax filing a breeze?

Well, it seems the "breeze" turned into a full-blown hurricane, leaving taxpayers bewildered and the Public Accounts Committee (PAC) fuming. They called the decisions "utterly extraordinary," a sentiment shared by many a frustrated citizen.

But guess what?

Ministers, bless their bureaucratic hearts, have decided to ignore the pleas of the people and the PAC's wise words. They've rejected calls to prioritize customer needs in future digitalization efforts, effectively saying, "Sod your struggles, we're sticking to our guns!"

Now, don't get me wrong, digitalisation can be a good thing. But when it's implemented with the grace of a drunken bull in a china shop, it becomes a recipe for disaster. MTD, with its mandatory online filing and clunky interface, has left many taxpayers feeling like they're navigating a labyrinth blindfolded.

The PAC, in their infinite wisdom, suggested a more customer-centric approach. Transparency on costs and benefits? Sounds sensible, right? Nope, ministers say it's "non-negotiable." Figures on how tax revenue will be affected? Apparently, that's top secret information.

So, what does this mean for you, the average taxpayer? Well, it means brace yourself for more digital confusion, potentially higher costs, and a distinct lack of support from the powers that be.

Tax does have to be taxing.

Mind The Gap!

ICAEW’s Tax Faculty wants to get your thoughts on the top priorities for the development of HMRC’s digital services.

HMRC is seeking to promote a channel shift, away from phone and post to digital services. Most agents would prefer to interact digitally with HMRC, but agents do not have access to all the services available to taxpayers. ICAEW and others have pointed out that HMRC’s services are not comprehensive and do not always work well.

HMRC’s research with agents suggests that the top priorities should be:

  • having a single sign on portal;
  • greater access to client data; and
  • having a secure email link to communicate with HMRC.

Have your say

The Tax Faculty has shared the above information (go to their website to see the details) on the gaps and problems with HMRC and is keen to get your input.

Do you think the correct gaps and problems been identified? What is missing?

Standing back from specific cases and the problems with HMRC’s telephone and post services, where do you think HMRC should prioritise its resources when developing digital services that could alleviate those service performance problems in the longer term?

Please share you feedback with Caroline Miskin.

MTD Generated an Extra £223M Tax Revenue

HMRC has said the rollout of Making Tax Digital has, despite parts of the programme being delayed or suspended, thus far generated £223m in extra tax revenues – a figure which HMRC believes will double within the next 12 months.

HMRC is quoted by Civil Service World:
"We haven’t achieved everything we wanted to yet.
There are a number of reasons for this. Some of our assumptions were over-ambitious, and our original plans pushed the limits of what we were able to do, in terms of technology and capacity, in the timeframe we wanted.
Preparations for Brexit placed additional new demands on our project delivery capacity, and we simply didn’t have the resources to do everything we had planned.”

HMRC's Rickety Computer Systems Crash Again!

My thanks to a loyal reader who posted that HMRC had yet another systems crash yesterday:
"Systems down again yesterday (14th) from early doors throughout the day. Came on intermittently for a few mins at a time then went on the blink again."
It seems that HMRC have managed to keep this away from the mainstream media for the time being.

HMRC's Technical Problems Impact Taxpayers

I reproduce below, in full, an article from the Telegraph outlining one taxpayer's problems with online assessment leading to an erroneous £300 fine.
Last year I completed my online tax return for 2015-16 and I have a copy of it.

There was £43 due back to me and, as it was a small amount, I didn’t look to see if it had been paid into our bank account as requested.

Sometime later I received a message reminder that online tax returns needed to be submitted by Jan 31 2017 or a fine might be imposed.

Happy in the knowledge that I had completed my return months before and with a copy of what I submitted, I presumed it was just a general reminder. You can therefore imagine my alarm when I had a demand for £100 for a fine for not having submitted my return.

I immediately filed an online appeal against this quoting when I had submitted it. However, the self-assessment page on the HM Revenue & Customs (HMRC) website told me my return was overdue and invited me to complete it.

On the relevant page, I was greeted with the message stating at the top that the return for 2015-16 had been submitted. However, further down it came up with an error message, which said: “There was a problem and your return was not submitted. We have saved it automatically and you can submit it again by clicking ‘Next’.”

On the next page it said: “The submission service is temporarily unavailable.

“There is a problem with the system and we have still not received your return. We have saved it and you need to log out and try submitting it again later. We are sorry for this."

PR, New Zealand

You went straight back to the HMRC appeals page and pointed out the problem and then sent written details of the error messages.

You tried calling from New Zealand, but couldn’t get through. You appealed again and this time had a message back saying that HMRC couldn’t look at it until you had submitted your return, which you couldn’t as the site wouldn’t let you.

You trawled the internet and found another number and spoke to someone, who said you had contacted the wrong department. You got in touch with the online help desk and received a case number and a request for up-to-date screengrabs, which you then sent.

HMRC contacted you again for another screenshot and you were told that your case was being investigated. Then you received in the post a notice that the fine had gone up to £300.

I spoke to HMRC and it put a stop to further penalties. It gave you more time to submit paper returns while it resolved the problem you have had with submitting forms online.

In a statement, HMRC said: “We have contacted the taxpayer to explain how this happened. He should not face problems submitting future returns online.”

I believe there was a technical issue that is now resolved but which has not been fully explained to me. You have now filed a paper return.

HMRC said no other taxpayers have reported the same issue. That said, I have heard from other readers that they have had problems signing in to their HMRC self-assessment account.

JD, of Cheshire, who found himself in this situation (albeit it is not exactly identical to yours) said he found HMRC’s digital complaints team to be very helpful. "
HMRC claim they have had no other reports of problems, has anyone else experienced similar issues?

Tax does have to be taxing.

HMRC's "Simple" Assessment - Prepare For Chaos

As HMRC abandons the traditional tax return millions of taxpayers face chaos, as HMRC rolls out new forms which will be pre-filled using its own data.

The so-called "simple assessment" system is is designed, theoretically, to save taxpayers the hassle of having to calculate how much tax they owe.

However, as with all things relating to HMRC nothing is ever as simple as it may appear. The Telegraph reports that experts estimate that one in ten returns pre-filled using HMRC's data will contain errors, which could lead to people paying too much or too little tax.

Additionally, those who find that the amount charged is too large or too small will have just 60 days to challenge and correct the amount.

Nimesh Shah, Partner at Blick Rothenberg, said:
“The concept of simple assessments makes sense but the UK's complex personal tax code makes the proposition largely unworkable. It is likely to lead to people paying the incorrect amount of tax.
Taxpayers are relying on HMRC's data being correct. In my experience the information HMRC holds about taxpayers which would be used for these purposes would be wrong in around one out of ten cases."
HMRC says:
"The rub for some customers in this old process was that HMRC already has all the information, they are providing to us on their tax returns. Self assessment was a complete and utter waste of their time. Simple assessment is the future but it’s only baby steps at the moment."
Taxpayers with complex tax affairs and self-employed people are unlikely to be moved onto simple assessments at any stage.

The trouble is, many people (because of the nature of the modern world - self employed, multiple sources of income etc) are deemed to have "complex" tax affairs.

Tax does have to be taxing.

Je Recuse - Jacky Wright's "Civic Leave"

Last week, when writing about Jacky Wright becoming the new CDIO of HMRC, I said:
"At least now, maybe, HMRC will upgrade from Windows 7!"
Sadly for HMRC staff struggling with outdated operating systems this will not be the case, for Ms Wright hasn't actually left Microsoft; she is on "civic leave".
During this two year leave of absence she has recused herself from any Microsoft related issues, as per HMRC quoted by The Register:
"Jacky will be appointed to HMRC on a fixed two-year contract.

She must recuse herself from any discussion and decisions relating to Microsoft, both within HMRC and across Government and we will put in place the necessary governance to manage."
Okey dokey, so in summary HMRC have hired a two year manager for a five or more year job who can't actually touch anything Microsoft related, even though HMRC has around 85,000 desktops running Microsoft.

Oh yes, that will work fine and dandy!

Oh, and by happenstance, Hotmail suffered a European wide outage yesterday for several hours. Maybe the net gods were sending us a warning about this?

Tax does have to be taxing.

Jacky Wright To Be New HMRC CDIO

Computer Weekly reports that HMRC has tasked Microsoft corporate vice-president Jacky Wright with helping the department achieve its goal of becoming one of the world's most digitally advanced tax authorities.

Jacky Wright will be HMRC's new chief digital and information officer (CDIO) as from 16 October.

At present, Wright is working as a corporate vice-president at Microsoft’s core platform division, and has previously held the position of CIO at both General Electric and Momentive Performance Materials.

Wright said :
“I am passionate about the impact innovation can have in truly transforming services for people and businesses in a positive way and want to continue the great work being done within HMRC and across the Civil Service at this time.

I am proud to represent women and BAME [black, Asian and minority ethnic] in technology and will continue to promote the vital role of diversity within our industry and more broadly.”
The role comes with an annual salary of up to £180,000, and is billed as an opportunity to “shape and transform the way HMRC works” as it pursues its goal to become the “one of the most digitally advanced tax administrations in the world”.

Jon Thompson, CEO of HMRC, said:

“Balancing strong operating experience with a record of driving innovation, Jacky is widely recognised for her contributions to technology and diversity.

Her influence as a technology leader and champion for the role of women and BAME in industry is a major win for this organisation.

This builds on a year of real progress and innovation under the leadership of interim CDIO Mike Potter, who has done a fantastic job of pushing digital delivery for HMRC and its customers.”
Here is a biography of her, as per The Human Capital Institute:
"Jacky Wright is a transformational global leader, innovative technologist and recognized STEM advocate.

She is a senior executive whose extensive career spans multiple industries. Jacky inspires and leads teams to drive innovation, develop enterprise technology solutions, and transform business models.
As a Microsoft leader, she has created deep partnerships between IT and product engineering to drive digital transformation of customer experiences leveraging Microsoft Azure, Power BI, O365, and Skype for Business, among others.

She has been widely recognized for her many contributions in technology and diversity, including an honorary doctorate from Aston University, and inclusion on the Britain’s Powerlist 100 of Most Influential People, the Top 100 BAME Leaders in Business, and Savoy Magazine’s Top Women list. She has also been featured in numerous publications, including CIO Magazine, “Meet a tech industry pioneer who leads by example” and the Wall Street Journal – CIO Journal.

Jacky is a member of the Board of Trustees for Harvey Mudd College and Prostate Cancer UK, and serves on the Board of Year Up – Puget Sound Chapter. She also serves on various advisory boards, including the HP Women’s Innovation Council, the Demo CIO Council and the CIO Winmark Advisory Panel. She is also a member of the Information Technology Senior Management Forum (ITSMF), Executive Leadership Council and CIO Executive Council."

Auguries For MTD

Thousands are still unable to apply to claim free childcare because of technical difficulties with HMRC’s website, a letter to the Treasury select committee chair, Nicky Morgan, has revealed.

Morgan said she would quiz the department at the committee’s hearing in the autumn, after the HMRC chief executive, Jon Thompson, wrote to her admitting that 2,600 parents are still waiting for technical issues to be resolved.

The letter is quoted by the Guardian:
“I am very sorry that some parents have experienced problems and have not received the service we aim to deliver.

We have emailed all these parents and are working to resolve these issues as quickly as possible.”
CCH Daily reports that overall, 208,000 parents have successfully applied for an account: 100,000 for 30 hours free childcare only; 21,000 for tax-free childcare only; and 87,000 for both.

A further 2,600 parents (1% of applications) need a technical issue to be resolved before they can be eligible for childcare.

HMRC has received 1,507 complaints and 257,407 calls to the helpline about the service with over 90% of complaints concerning technical issues.

The childcare service has been down for 160 hours and eight minutes, including for planned updates and maintenance, since 21 April when the service was launched.

This does not augur well for HMRC's MTD plans!

HMRC To Trial AI

Apparently HMRC is looking at using AI (artificial intelligence) to handle "mundane" processes and shift human resources into ‘higher value work’, with an emphasis on customer contact and casework.

UKAuthority reports that Interim chief digital and transformation officer Mike Potter referred to the plans in a presentation to the Public Sector Show in London yesterday.

He said that HMRC plans to launch the trials in the near future as part of a move towards robotic automation and “taking the graft out of people’s jobs to focus on higher value work”.

Potter declined to provide details of the trials, saying there is a need to talk with staff before making more information public.

The theory being that AI will be used to augment decision-making; and helping taxpayers through effective self-service.

Well then, let's see how that goes!

Tax does have to be taxing.

Corporation Taxpayers Need To Login Twice

CCH Daily reports that taxpayers who submit returns using the HMRC free corporation tax service will receive an on-screen acknowledgement (‘Submission successful’ or ‘Submitted’) during online filing, but this does not confirm the final status.

This means that taxpayers need to doublecheck their entries, as it is not clear at this stage whether the return has actually been processed.

Those companies using the free service will have to login twice to check the dashboard to confirm whether the submission has been accepted. The dashboard is the only place to see the final outcome, which will be either ’Submission error’ or ‘Submission complete’, which means the filing was accepted.

Until the problem is resolved, HMRC is telling taxpayers to:
‘log back into the service following online submission and view the dashboard. You can track your submissions here to determine the final submission status anytime within 30 days of filing’.
It is not clear as to when HMRC will fix this problem, as they won't say!

It's A Funny Old World! - HMRC Can Challenge Itself

I will leave this extract of an FT article here, and invite comments:
"A taxpayer has lost a £3.1m dispute after a judge said that HM Revenue & Customs could challenge tax calculations that relied on its own algorithms. The tribunal ruled that users of tax computation software could not rely on its results, even though its technical specifications had been provided by HMRC. The case involved a scheme that employed insurance policies to create a massive deduction that was used to reduce the taxpayer’s other tax liabilities. HMRC accepted that it reduced his income tax bill, but rejected his argument that it also reduced his capital gains tax (CGT) bill.

The tax tribunal ruled that HMRC should not be stopped from making inquiries into aspects of tax returns that made use of information it provided. An adverse ruling would make HMRC “much more guarded about the assistance that it provides”, the judge said. “That could only be to the detriment of the majority of taxpayers who cannot afford to instruct professional advisers to complete their returns.”
It's a funny old world where HMRC can inquire into its own data/algorithms!

HMRC Recruiting CDIO

HMRC is in the process of recruiting a new chief digital information officer (CDIO) at director general level, following Mark Dearnley’s departure in autumn 2016.

The advert states that the role, which theoretically will make HMRC one of the “most digitally advanced tax administrations anywhere in the world”, pays up to £180K per annum.
"HMRC is looking to recruit a new Director General (DG) Chief Digital Information Officer (CDIO). This is a substantial and challenging role with significant involvement in the Government’s digital agenda as well as leading on HMRC’s digital strategy. The CDIO will shape and transform the way HMRC work - developing the capability to provide better online services to the taxpayer and customer to achieve faster and more effective models of delivery at optimal cost. The role requires the ability to engage and lead people as well as position HMRC in the cross government agenda playing a full role across Whitehall and supporting smaller government departments. The CDIO will lead the 2200 people strong department and manage an expenditure of more than £800million.

The candidate for the role will bring a proven track record of successfully leading a large-scale IT division with extensive experience and professional capabilities, including high level digital strategy expertise gained from a multi-channel business. S/he will possess Board level leadership experience of driving an extensive and challenging change programme across large, complex and multi-functional private or public sector organisations. S/he will be a successful manager of complex multi-location teams and be able to work within a rapidly evolving environment. S/he will have proven ability to challenge, influence and debate as is befitting of a Director-General level role. Experience likely to be drawn from a previous CIO role (or equivalent) in similar large, complex and multidimensional organisation.
"
Good luck to those who apply!

Tax does have to be taxing.

Government Gateway Linked To MTD

Existing clients of accountancy firms and tax advisers will transfer to newly-established Agent Services Accounts required to access HMRC under Making Tax Digital.

Agents will have to create a new Government Gateway credential, which will be able to be used by everyone at agents’ firms and will supersede existing ‘legacy’ systems, with all HMRC interfacing taking place under the auspices of the one account.

The new system will be able to transfer agents’ clients once they commence using Making Tax Digital themselves, whether through a pilot or through the wider rollout.

HMRC is quoted by CCH Daily:
"A mapping process allows an agent to link their existing agent codes to their Agent Services Account.

Using this process agents won't need to re-authorise clients to see their Making Tax Digital data, HMRC will have the information it needs (the agent code) to honour the authority already granted by clients."
Well then, good luck everyone!

Tax does have to be taxing.
