Here is an interesting response from HMRC to an FOI request made by someone (not me):

" Dear F. Thompson

Freedom of Information Act 2000 (FOIA)

Thank you for your request, which was received on 23 April, for the following information: “Has HMRC ever asked Twitter, Facebook, Instagram, LinkedIn or any other popular Social Media platforms to remove posts or block accounts from third parties, either via the providers built-in tools or other channels?. If so, please provide high level details.”

We can confirm HMRC holds information within scope of your request. We have taken action to remove 30 instances of inappropriate HMRC related content on social media sites. HMRC takes proactive and reactive action to tackle online threats, including requesting social media platforms to remove and/or block specific confusing, misleading or illegal HMRC related content, through existing relations and built in reporting tools.

In addition to monitoring and requesting removal/blocking of inappropriate HMRC related content on social media sites we have recovered over 140 websites infringing the HMRC brand including those which host low value services such as cal connection sites, saving customers in excess of £2.4 million in charges to date. We promote awareness of HMRC related scams in the press, including recent appearances on BBC Breakfast television, social media posts and press releases on scams taken up by a range of nationwide news outlets.

We have also taken proactive action to report abusive content directed to HMRC staff, which is unacceptable on any social media platform. We never ask for material to be removed simply because it’s critical of HMRC.""

Fair enough to eliminate accounts that are scams and threats, so long as non threatening/non illegal accounts aren't also targetted.

HMRC Denying Loan Charge Internal Review

HMRC are denying that an internal #LoanCharge reviews exist I believe!

It seems that HMRC is denying that it is conducting an internal review of the Loan Charge.

Yet, and this is odd, it does seem to exist and it is in the Individual's Policy Unit (on the assumption the above Tweets agree correct).

"These are our best estimates based on the information available, but there are many sources of uncertainty and potential error."

Bad news for SME's, as HMRC says that they are responsible for 40% of the gap (page 9).

HMRC Cancels 6,000 Child Benefit Fines

Which? reports that last year HMRC wrote to 35,000 families stating they would be fined for failing to register for the higher earners' child benefit tax charge in the tax years of 2013-2014, 2014-2015 and 2015-2016.

The ‘failure to notify’ fines sparked complaints from parents who argued they were not aware of the rule change.

HMRC has now announced following a major review that it will cancel 6,000 fines (approx £1.8M) for people who had a ‘reasonable excuse’ for failing to state they were liable for the charge.

The remaining 29,000 people, who have not been refunded, have the right to appeal.

HMRC Acts as Financial Advisor - Mortgage Your Home To Pay Your Tax

It would appear that HMRC is now acting as a financial advisor and advising people to mortgage their homes to pay their tax.

This is not only unethical, it is illegal.

Karen Wheeler HMRC's Brexit Supremo Resigns

Karen Wheeler, director general of HMRC's Brexit border delivery group, has resigned. She was the lead official coordinating a cross-Whitehall response involving police, ports, customs and freight interests.

She had been in the post for two years.

A source quoted by the Guardian said:

“Nothing is happening in Whitehall now. Lots of people have been stood down on Brexit no-deal preparations and there is a general risk that people are just going to see this hiatus as an opportunity to clear off and go into the private sector,”

Jon Thompson, HMRC’s chief executive, said in a statement:

“I would like to thank Karen for her outstanding work leading the Border Delivery Group to prepare the UK for EU exit and we wish her well for her retirement. We shall be announcing her successor in due course.”

HMRC's Staffing Brexit Boost

Civil Service World reports that HMRC is boosting the number of staff who will be based in its new regional hub in east London because of the department's increased Brexit-related workload.

HMRC signed a lease on new office space at Stratford at the end of 2017 with a view to basing 3,800 staff at the hub.

Thompson has now told staff that HMRC will take an additional three floors of the building and base 600 additional staff at Stratford, making it home to 4,400 full-time-equivalent workers.

So, if I understand this correctly, over the past few years HMRC has been making experienced staff redundant only now to start recruiting additional staff who have no experience?

Muddling its way through seems to be the HMRC modus operandi.

HMRC Can't Count

HMRC got its sums wrong on the number of individuals taking up a tax break for married couples and civil partners after it counted claimants more than once.

The FT reports that in June last year the Treasury claimed 3m couples were already using the marriage allowance, a tax break introduced in 2015 that lets non-taxpaying spouses transfer 10 per cent of their £12,500 tax-free personal allowance to their partner.

However, on Thursday HMRC admitted it had miscalculated the total to the tune of more than 1m. Its revisions found the real number of claimants was likely to be below 1.8m for the 2018-19 tax year.

HMRC had inflated the figures by counting the same claimant multiple times, as it included their backdated claims as well as those for the current tax year.

“The original methodology was based on counting all the years for which applications were made.

This included unsuccessful claims and previous years claimed when individuals made backdated claims.

The new estimate of successful claimants does not include any estimate of backdated claims for that tax year."
