HMRC Repayment Glitch


Due to a technical issue with HMRC's PAYE repayment system, taxpayers have been unable to claim refunds for tax overpayments and they now face delays in getting their refunds.

The Sun reports that the issues are now said to be fixed, but taxpayers are having to wait up to three weeks for their cash - a ten-day delay.

A spokesperson for HMRC told The Sun a backend glitch on its website meant it had to take down the service on Tuesday night, June 23, to fix it.

It then reopened the online tool on Saturday morning, June 27.

If you'd already submitted your request before the tool was taken down, you'll have the money in your bank account by July 2.

HMRC Is Confused


Money Saving Expert reports that an HMRC webinar has told confused potential claimants that the second Self-Employment Income Support Scheme grant applied to June, July and August - even though its new rule means you actually need to declare your business was impacted by coronavirus on or after 14 July in order to qualify.

In the event held last Thursday (18 June), which HMRC billed as being run by experts who could answer questions about the support available, participants were repeatedly told that the second grant covers June, July and August. 

HMRC has since apologised and confirmed this info was in fact wrong. But the incident is a classic example of the confusion that surrounds HMRC's bizarre new rule - since it was published two weeks ago, lots of MoneySavers have said they've been struggling to understand its logic, and now even HMRC's own webinars seem confused.

HMRC's 100% Tax Rate


The Government is to give HMRC draconian new powers in an attempt to claw back hundreds of millions in falsely claimed furlough and Covid-19 business grant payments.

Rishi Sunak will add legislation to the Finance Bill next week that will allow HMRC to go after those who broke coronavirus support payment rules.

HMRC is expected to focus on a number of high-profile companies that it believes may have asked staff to work despite taking the 80 per cent furlough payments from the Treasury’s Job Retention Scheme (JRS).

If HMRC suspects a company has broken the rules of the JRS scheme, which do not allow furloughed staff to work while receiving up to £2,500 a month to stay at home, it will impose a 100 per cent tax rate on the payments.

The Treasury’s decision to take the unusual step of effectively introducing a new tax band has been made to ensure HMRC can use existing powers to prosecute businesses that fail to pay tax demands from Covid-19 payments that it believes were misused, obtained incorrectly or not necessary.

HMRC will also be handed powers to target beneficiaries of the Self-Employment Income Support Scheme (SEISS) and small companies that received grants of up to £25,000 to help them through the crisis. If HMRC suspects a business did not actually require a loan, or that a sole trader ceased trading soon after receiving money from the SEISS scheme, it will be able to put the burden on those investigated to prove otherwise.

The draft legislation to hand HMRC the tough powers will be added to the Finance Bill, which is currently making its way through Parliament and is expected to receive Royal Assent from the Queen by the middle of next month.

Once passed any business or individual that has received cash from the JRS or SEISS schemes, which are due to come to an end on 31 October, will have 30 days to self-declare a mistaken application and pay the furlough cash or loan back without penalty.

If, however, HMRC decides an undeclared mistake has been made after considering filed accounts for the last financial year and the current one, it will launch an investigation and force those accused to show they did not break any Covid-19 support payment rules.

Ultimately, a failure to pay 100 per cent to cash back to HMRC could result in criminal prosecution.

A spokesman for HMRC is quoted by inews:

“HMRC can already refuse to pay claims that they think are fraudulent or abusive, but these measures will ensure we can properly investigate and recover overpayments and penalise deliberate abuse of the schemes.”

MTD Generated an Extra £223M Tax Revenue


HMRC has said the rollout of Making Tax Digital has, despite parts of the programme being delayed or suspended, thus far generated £223m in extra tax revenues – a figure which HMRC believes will double within the next 12 months.

HMRC is quoted by Civil Service World:
"We haven’t achieved everything we wanted to yet.
There are a number of reasons for this. Some of our assumptions were over-ambitious, and our original plans pushed the limits of what we were able to do, in terms of technology and capacity, in the timeframe we wanted.
Preparations for Brexit placed additional new demands on our project delivery capacity, and we simply didn’t have the resources to do everything we had planned.”

Fake HMRC Covid Emails Skyrocket


The FT reports that the number of scam emails purporting to be from the HMRC has skyrocketed since the start of the year, as criminals seek to exploit financial fears over the coronavirus outbreak.

The number of phishing emails referring to Covid-19 reported to HMRC climbed to 42,575 in March — up 74 per cent since January.

The pandemic has led to a wider increase in fraud. According to Action Fraud, the UK’s fraud reporting centre, 1,713 people had lost £3.5m to Covid-19 related scams by May 15.

HMRC has stressed it will never email, text or message individual taxpayers on social media to offer a tax rebate or refund.

Taxpayers should forward any suspicious emails claiming to be from HMRC to phishing@hmrc.gov.uk and send any suspicious texts to 60599. Consumers who receive suspect messages can also compare them with examples of scams published on the government’s web pages.

Covid Pause Over - HMRC Restarts Enquiries

Fiona Fernie, a tax dispute resolution partner at the tax and advisory firm Blick Rothenberg, is quoted by BusinessMatters:

The recent pause in HMRC’s routine enquiry work is over and they are starting to contact both taxpayers and their agents again. Arepresentative of HMRC to whom we spoke on Wednesday confirmed that the temporary pause in enquiries was being lifted this week.

This means that tax inspectors will be looking at both personal and business tax affairs with renewed vigour; they will be looking to see whether those who were not supposed to be working during furlough were and investigating things like internet trading while the lockdown has been in place.”
