A Sunday Times reader was sent the demand for £0.01 for the 2017-18 tax year by HM Revenue & Customs.

The cost of sending it by second-class post would normally be 61p, although HMRC probably paid a little less.

The reader was given the choice of paying automatically through his wage, salary or pension in equal instalments over 12 months from April next year.

HMRC Shambles Causes Pension Payment Delays

The FT reports that pension schemes are facing further delays to equalising contracted-out benefits, as HMRC is slow to finish a data matching exercise many schemes need before they can start the process.

In a newsletter published yesterday (May 16), HMRC said it was extending its deadline for checking pension records at schemes from March to November.

This means that defined benefit plans still waiting for information on their members' guaranteed minimum pensions will only receive this by November.

Steve Webb, director of policy at Royal London, said:

"Whilst it is welcome that deadlines for resolving GMP issues have been extended it is truly astonishing that HMRC stubbornly refused to accept that there was a problem until May 2019.  

The whole episode has been a shambles. This will create an even longer period of limbo for DB schemes already wrestling with how to implement GMP equalisation."

HMRC's Defence of CEST Likended To Climate Change Denial

In an open four page letter Dave Chaplin, CEO of IR35 consultancy ContractorCalculator, accuses Hammond and HMRC CEO John Thompson of “refusing” to acknowledge the “hundreds of thousands” of grievances raised by users of the Check Employment Status for Tax (CEST) tool.

“You have brazenly disregarded the mounting evidence of CEST’s inadequacies while failing to provide anything credible to substantiate your own claims [that it works]..

Your public defence of CEST is akin to climate change denial. The evidence is indisputable and right before your eyes, yet you refuse to acknowledge it.”

HMRC have responded by saying that it is accurate.

HMRC On The Verge of Being Out of Control

HMRC and Equity are locked in a bitter dispute over the tax status of actors, with the union warning that the government body is “on the verge of being out of control”.

Equity general secretary Christine Payne used her address to delegates at this year’s annual representative conference to accuse HMRC of a “ruthless grab for revenue”, driven by forces she said “do not seem to understand or appreciate our sector”.

She described the union as being under attack by HMRC, in relation to a recent test case involving actor Robert Glenister, and forthcoming tax guidance for actors and performers.

“HMRC are on the verge of being out of control. They cannot – and must not – be allowed to try to overturn decades of consensus and precedent on tax status in the creative industries."
