  1. Well, I'm glad that they got all that sorted out, and so simply. Identification, assessment and collection should be a doddle, just as usual.

    ps - has anyone shown this master plan to the Civil Service mandarins, and received credible assurances first, that they understand it (excuses that they drafted it won't do); second, that they know how to implement it (excuses that they drafted it won't do); third, that they will implement it (excuses that they drafted it will no longer do); fourth, that that implementation will happen quickly (excuses that they drafted if are now no longer convincing); fifth, has it been done (excuses that they drafted it are now irrelevant, except for recriminations); sixth, did it work (if not, public ridicule is in order, and heads and pension pots are forfeit, for Civil Service mandarins, and for the ministers that were supposed to be supervising this process, from stage one).
