When HMRC learns to behave in a civilised manner e.g. no more law breaking (criminal & civil), and when they have cleaned up all the suppressed misconduct within their organisation, then the majority of people will unquestioningly support them in their tax law enforcement role; until that day (which seems a long way off) people are right to remain sceptical and suspicious of them, and to challenge HMRC decisions which seem very dodgy.
