So the emphasis is put back onto the contractor to determine his/her employment status. As if HMRC have the time or resources to investigate every contractor. Totally unenforceable piece of legislation.

ReplyDeleteIn the mid-80s, the Revenue published a list of tests to use to determine if a person was self-employed. Where is it now? The same criteria would apply.
