Richard Wild, head of tax technical at the Chartered Institute of Taxation (CIOT), believes that HMRC is now open to collaboration from the industry in an attempt to improve is woeful performance.
Wild attended a stakeholder conference notes it was a collaborative occasion, and that HMRC was definitely in “listening mode.”
We shall see!

Maybe they are 'listening' or it's too expensive to pay people from Preston to go to Liverpool/Manchester every day. Not before unsettling over a thousand people for years (nearly a decade when all this shit started) wondering what was going to happen to them. I wonder how many have left after years of uncertainty? More than a few I would imagine

They don't go after the big players as they've got the legal expertise and resources. Much easier to go after the low hanging fruit, or a z list celebrity instead.
