"Building Our Future" Runs Into Resistance In Ealing


Ealing Council and Ealing Central & Acton MP Rupa Huq are fighting to prevent the closure of the borough’s HMRC office which could lead to the loss of 260 jobs.

HMRC has proposed that the office could close in 2020/21 as part of the latest phase of a restructure across the UK.

At a full council meeting on Tuesday (June 12) the council unanimously passed a motion to support members of the Ealing branch of the PCS Union, which is campaigning against the potential closure.

The motion read:
The proposed closure of the HMRC Ealing office in the year 2020/21 will mean the loss of approx 260 quality jobs, of which 75% are carried out by female and ethnic minority workers.

This will mean HMRC no longer have a presence in Ealing. The loss to the local Ealing economy is estimated at approx one million pounds per year. This loss will inevitably have a detrimental impact on other businesses in the area that staff use. We call on Ealing Council to debate this issue, oppose the loss of jobs in Ealing and join the campaign to keep the office open beyond 2020/21.”

HMRC Building Our Future - Mapeley

There are numerous mentions of our old friends at Mapeley and the significance of 2021.

I suspect that the word “Mapeley” will come up in the course of this debate, so let me touch on it. I referred earlier to the more than 700 offices formerly used by HMRC. Mapeley Estates snapped up more than 130 of them for its offshore property portfolio after loading itself up with debt in order to front up its side of this rotten charade with the then Government: 84% of the funding that Mapeley obtained to acquire that lucrative contract came in the form of loans. That shabby deal with a shabby company comes to an end in 2021. For the privilege of renting publicly built offices sold off for a song, HMRC will have the right to occupy buildings, with leases based on market terms” after that date. That is very generous of Mapeley.

I commend the National Audit Office on its 2009 report on the deal. It is redolent with phrases such as, “the Department has not achieved value for money…The Department did not fully appreciate the risks… The Department has not had strong processes to monitor the overall cost of the contract and whether it is achieving value for money”.

The Exchequer Secretary admitted to this House last year that the end life of the Mapeley contracts represented a “one-off opportunity to make this change to the estate footprint.”—[Official Report, 24 November 2015; Vol. 602, c. 1300.]

That is part of the truth behind the closures—a private finance initiative deal worth billions from the public purse, used to enrich a Bermuda-domiciled corporate entity, with the public left with nothing at the end of 20 years, except the right to sign a commercial lease.

I will end with the words of a PCS member and HMRC employee, my constituent Bobby Young, who is chair of the PCS Revenue and Customs branch:

“Whilst my branch welcomes the news of a slight increase of jobs in Glasgow, we absolutely oppose it if it comes at the cost of jobs elsewhere. Communities from Bathgate to Bootle will be devastated by these closures—that is not a price worth paying for the sake of a few extra jobs in Glasgow.”
If anyone should know about prices, it is an employee of Her Majesty’s Revenue and Customs. Sadly, it seems that their superiors know very little about value.

I recently discovered that the ownership of the leases of HMRC offices—this has already been mentioned by my hon. Friend—was transferred to a company called Mapeley in 2001. You could not make this up, Mr Deputy Speaker. Where is Mapeley based? In the Bahamas. That is right: HMRC pays rent to a company registered in a tax haven. To quote the chairman of the Public Accounts Committee, this Government have scored a “massive own goal”. Who stands to profit from the sales of HMRC local offices? You guessed it: Mapeley again. Why not use local council offices that may be available, and then any profits from the rents would go straight to the Treasury?

Perhaps the Minister will be able to answer some of our questions today, but I must emphasise that debates alone will not be enough. We need the people behind these proposals to come here to explain them directly to Parliament. That would allow Members to get stuck into the nuts and bolts and to get behind the management-speak and buzzwords that are too often passed off as answers. If that does not happen, staff and taxpayers will be left questioning whether HMRC is really “building our future”, as the glossy brochure states, or whether this is in fact a question of buildings forcing our future. It has already been pointed out that this is taking place in the context of the expiry of the extraordinary contracts that were entered into in 2001, when 600 or so properties were sold to the offshore company, Mapeley Steps, and then leased back, PFI-style, to HMRC. Those contracts expire in the years leading up to 2021. In the absence of answers to our questions, many will conclude that this is more about digging HMRC out of the hole that it jumped into in 2001, rather than being about any kind of strategy. That is the only conclusion open to us.

Well, Minister, it’s all a bit of mess, isn’t it? I congratulate the hon. Member for Glasgow South West (Chris Stephens) on securing the debate. He touched on staff morale, the workforce figures and the fact that there has been no ministerial statement. Along with several other hon. Members, he also mentioned the shameful Mapeley contract, signed—I am sad to say—by a Labour Government who did not realise at the time that it was an overseas company.

HMRC Grips The Issue - Don't Believe The Hype!


A spokesman for HMRC is quoted by International Adviser, talking about the closure of HMRC offices and HMRC's "improved" performance:

We recognise our customer service has not been good enough recently and apologise to all those who have found it difficult to talk to us. 

We have gripped this issue and recruited around 3,000 new staff in our customer teams, also moving an extra 900 HMRC people on to customer correspondence in recent months.

These improvements have started to make a difference. This month, we have answered more than 80% of calls, and average queue times are now around 10 minutes.
Well that's all very fine and dandy, except that it's bollocks.

The reality is, as a loyal reader pointed out to me, that of course performance has improved in November that's because November and December are quiet months.

Wait until January, then we will see how HMRC copes!

Building Our Future - Dorothy Brown Speaks


Director of personal tax, Dorothy Brown, is quoted by The Star saying that HMRC would do as much as possible to keep staff.
We want to retain as many staff as possible which is why we have given people five or six years’ notice so they have time to look at their choices and options. 

We fully appreciate the move might be difficult in certain personal circumstances but we will work with staff on retaining or upskilling them.

If people do want to travel we will support them, perhaps helping out with travel costs if it is more expensive and we will put together a series of HR packages. We are committed to keep as many staff as possible.
I doubt that!

HMRC and The Dogs' Bollocks


I see that stressed HMRC staff at Elgin House in Edinburgh were invited to cuddle and stroke dogs to boost their wellbeing.

The Times reports that the “therapet” service, provided free of charge by the Canine Concern Scotland Trust (CCST), was booked for employees at an Edinburgh tax centre last month.

It is believed to be the first time “stress puppies” have been used in Scotland by a government agency.

During a 45-minute session, about 40 HMRC staff at Elgin House de-stressed by spending time with a border collie and a golden retriever. The HMRC said it was a “one-off” initiative and did not reduce employees’ productivity.

Did it work, and will dogs be brought along to tomorrow's Building Our Future event?

Building Our Future III


A loyal reader advises me that Building Our Future III has been announced within HMRC.

BOF III being a mandatory event wherein uncertain miserable HMRC are told that HMRC's 2020 vision and "corporate" image/brand is written in stone.

Sadly the invites to these events are going out to all and sundry, including those about to be made redundant.

On the plus side, there will be free tea and coffee!

Building Our Future - Touchdown Sites


The Daily Post reports that HMRC is looking at the possibility of axing its site at Wrexham Technology Park, with the 383-strong workforce potentially moving to a centralised office in Liverpool or Manchester.

Plaid Cymru MP Hywel Williams wrote a letter to HMRC last month asking questions about future plans for the service in Wales, and has now received a response detailing proposals for new regional centres.

As part of its ‘Building our Future’ programme, HMRC has earmarked Cardiff as the centralised base for Wales with services at Wrexham being moved to England. It says more detail will be available by the end of this year.

An HMRC spokesman said:
HMRC is seeking to transform our shape and size. We’re bringing our IT and infrastructure right up to date and want to draw most of our teams closer together in a smaller number of large, modern, adaptable regional centres. These centres will be supported by a UK-wide network of smaller specialist and touchdown sites.

We have already shared our early thinking that Cardiff is the most suitable location for a regional centre in Wales. As far as Wrexham is concerned the nearest regional centre is more likely to be Liverpool or Manchester depending upon where individuals live but no firm decisions have yet been made. 

Initial details were sent to MPs and Assembly Members in October last year and we will be continuing to keep MPs and Assembly Members informed as this work progresses.

Ultimately, the changes that we are making mean we will be able to deliver even more for our customers, for the taxpayer, and for the UK.
What pray tell is a "touchdown site"???

Building Our Future II - 650 HMRC Staff Made Redundant


Last week HMRC announced that 650 people across 70 offices in the UK will be made redundant.

As per PCS:
"This includes almost 200 administrative workers in 'local compliance' offices, helping to ensure taxpayers pay what is due.

It means officials in higher grades will have to spend more time on support work, such as handling post and taking deliveries, leaving them less time for their normal duties."
Meanwhile, a loyal reader advises me that members of the public are turning up his HMRC office doorstep wanting help on tax related matters.

Fair enough, except that this particular office is undergoing an internal move/reorganisation, wherein 130 staff are being shifted to 2 floors with "tiny desks". Thus they are a tad tied up.

The task of the day, so that they can fit into their tiny desks and less space, being "declutter"!

In other news Building Our Future II is looming, wherein the laptops required for the event are delivered only one day beforehand (so as to maintain secrecy).

I’m writing to tell you about the recruitment exercises we’re launching from today for people to join Personal Tax, and to explain more about the roles we’re looking to fill – and why.

As you all know, over the past year we’ve spent a lot of time thinking and talking about the future of HMRC and how we need to transform, as part of Building our Future.

Although we have been reducing in size, and will continue to get smaller overall, we’ve said all along that this isn’t just about reductions – our transformation also means new roles, new types of work, and opportunities in key areas.

Already this year, HMRC has found roles for 1,400 of people on Fixed Term Appointment (FTA) contracts who would otherwise have left us, and we’ve promoted 420 people from AA to more challenging roles at AO grade.

We’re recruiting because we need to be ready to meet a range of customer demands. We have a range of new work coming into Personal Tax in the new year, including the Government’s policies on pension reform, on transferable personal allowances for married couples, and the introduction of the Scottish rate of Income Tax.

The new posts – both permanent and FTA – will be customer advisers at AO grade, dealing with a range of customer needs.  Shift patterns will be flexible, to make sure we’re available when our customers need us – including in the evenings and on Saturdays.


We expect to fill mostly permanent posts in Bathgate, Bootle, Bradford, Cardiff, East Kilbride, and Salford, and Fixed Term Appointments in Peterlee, Glasgow and Lillyhall.

We have looked carefully at whether the new work could be placed in sites where we have people in the redeployment pool, or where work is ending. However, this would go against our long-term intention to concentrate work on a smaller number of larger sites. For this reason, we’ve taken the difficult decision to put work into major sites that are likely to have a long-term future.

As always, people already working in HMRC will be considered first for these opportunities. If you are a priority mover, an AO in the Redeployment Pool, or an AA in the AA-AO promotion pool with a 1st, 2nd or 3rd choice preference for these locations, you will be considered ahead of any external appointments.

HMRC Engagement Index Falls


My thanks to a loyal reader who has sent me the following gem posted by Lin Homer, about the 2104 staff survey results, on HMRC's intranet.

To summarise, the results are shite!

HMRC is behind other departments, the engagement index has fallen, there is a fall in satisfaction with tools to do the job (RTI perchance?) and the response rate is a pathetic 53%. I understand that many answers are between -10 to -20% worse than the civil service as a whole.

Trying to put a brave face on it, Lin is softening the blow to her regime that the engagement index (44% in 2013) has fallen to 43% in 2014 by saying that things were worse in 2012.

You couldn't make this up if you tried.

Homer and HMRC are wallowing in their own feculence!

Here is the text of her message to staff:
"The headline results of HMRC’s 2014 People Survey are now available. I’m writing to let you know what they are and about the next steps for us all.

This year, our overall engagement score – which analyses how you feel about HMRC and your work – is 43 per cent.


This is a one per cent drop from last year, although our score is still two per cent higher than in 2012. The overall score for the Civil Service went up one per cent and we remain behind other departments, particularly big departments of comparable size.


I’m disappointed that our engagement score hasn’t improved this year, but I’m grateful to every one of the 35,117 of you who took the time to fill in the survey. The ten-point increase in our response rate to 53 per cent gives us a much fuller picture of how people across the Department are thinking and feeling.


ExCom now needs to examine that picture very carefully, and work out where we need to make changes. To help us do that, each line of business will be looking in depth at what they need to do differently and I would like you to get involved in the discussion. What needs changing in your team? What can your business do to help each of you feel engaged?


Your business/team level report will be available very soon, and will be shared with you by leaders in your lines of business.


There are some clear messages just from the headlines, for instance a drop in satisfaction with pay ( down five per cent) and with tools to do your job (down 9 per cent). Whilst there are some similar messages across the Civil Service, we need to understand what this means for us.


In January, everyone will have access to the Engagement Compass, which helps teams to understand and analyse their survey results, and think about what they can change at a local level. We will let you know when that’s ready.


There are some difficult messages in the survey results – and we need to understand them – but I am really glad to see that 81 per cent of you feel positive about your teams, and nearly 80 per cent of you want to stay with HMRC for at least the next year. I hope we can build on those findings, and continue to make improvements as we work together on Building our Future.

Tax Advice For Pensioners? - Sod Off!

Tony Hazell, writing in the FT, has issued a heartfelt plea for people (pensioners in particular) to be given some help by the state wrt filling in and understanding the ever more complex tax forms that are being spewed out by HMRC.
"I am currently helping a pensioner who in the space of a few months was sent a tax rebate, then an overdue tax demand and then asked to make a payment on account.

She is now owed several thousand pounds by HMRC, but the initial error stemmed from a mistake she made in filling in her tax return. This was compounded by another error when she did not understand how to account for tax HMRC was already collecting through her code. 

The whole affair has caused her untold stress.

The difficulty is that as more people are forced to fill in self-assessment forms, there will inevitably be more mistakes. Yet HMRC is itself under financial strain and does not appear to have the resources to help those who need it.

Advice services are springing up everywhere for pensions and investments, but I see no sign of government-sponsored help for those struggling to understand their tax.

This lady was not a tax dodger, she was simply confused and could not afford to pay an accountant to sort out the form for her.
If this government and its successors plan to continue dragging ever more pensioners into self-assessment, then it must make sure HMRC has the resources and training to help those who struggle to understand its forms."
Sadly this plea will fall on deaf ears, as I noted wrt HMRC's Building Our Future strategy, the policy of HMRC and the government is for pensioners to be told to sod off!

Building Our Future - Sod Off

Seemingly it was, and I quote here:
"Total crap"
Three directors, one from personal tax, attended and read from hastily prepared scripts. I am advised that one of the directors seemed really bored totally out of his wits.

The conference room was half empty, some of the tables were empty and deserted.

Those who are not willing to share in HMRC's 2020 vision will not have a future at HMRC.

Sadly this "sod off" mantra also seems to apply to the taxpayers, eg pensioners and other vulnerable groups, who are unable to use the internet for their taxes and interactions with HMRC.

Dorothy Brown - Building Our Future


My thanks to a loyal reader who forwarded me the following message sent to HMRC staff from Dorothy Brown Interim Chief People Officer (oddly enough in 2013 she was Chief People Officer, why now is she only "Interim"?).

Now that the first wave of Building our Future events has taken place in PT Operations I wanted to write and give you an update on what’s happening next with all the feedback you’ve given us.

Building our future, HMRC’s national conversation about the future of our department has been taking place in PT Operations for nearly six weeks now. You’ll remember that because July is the busiest time of the year for our helplines I asked for the roll-out of these events to be brought forward so that as many people as possible were able to attend an event before the end of June. So far we’ve run over 60 sessions for around 7,000 of our people. This is a great achievement and everyone else will have an opportunity to attend an event by the mid-August.

The first thing I want to say is a huge thank you to everyone for bringing such lively enthusiasm, passion and debate to the conversation. I’ve been fortunate enough to attend a number of events and your commitment and dedication to do the best for our customers and your desire to be involved in the way we transform HMRC really shone through.

The feedback from the events has been phenomenal – and a number of similar issues keep coming-up again and again. You are rightly interested in what a move to regional centres will mean, how new digital tools will impact on our work, and about career opportunities, training and communications.

While Building our Future is a going to be an ongoing conversation, I don’t want us to delay in addressing the areas when we can do something now:

Training – has been a big issue at every single event and you’ve told us that there should be a better balance between online learning and face-to-face training when changes are introduced.

I want us to work with you to look at how future learning is managed. As a first step, and in response to your concerns, training to support the introduction of digitised mail will now be delivered face-to-face instead of using e-learning.

IT and security – has been another major talking point and you’ve expressed concerns that our systems aren’t fit for purpose. Our people in Dundee told me about some real issues that were affecting their work. To try and address these problems I have arranged for a team from the Chief Digital and Information Officer’s (CDIO) area to go and spend some time with our front-line staff to see the problems caused by unreliable IT kit.

Office environment – you’ve told us that the condition and cleanliness of your offices often leaves a lot to be desired. In particular colleagues in Manchester expressed real concerns about the maintenance of their building. I have directly approached the Director of Estates and Support Services (ESS) about fixing these problems and I’m pleased to report that a new cleaning programme in Manchester has now been implemented.

These might seem like small issues, but I want you to know that we are committed to addressing immediate issues where we can. We are collating all of the written feedback from your sessions and will analyse this in detail.

The first phase of Building our Future is nearly complete, and a second wave of events will start in October. Many of you have told me that you are still reserving judgement and will be waiting to see what happens next. I want you to know that I will be striving to keep up the momentum and to demonstrate our commitment to this two-way conversation. I’m meeting with my senior leadership team on 11 August to look at more of your feedback and to discuss the next steps. Following this meeting you can expect to see regular communication from us on the progress we are making with Building our Future in PT Operations.

HMRC's 2020 Vision - Building Our Future Feedback


My thanks to a loyal reader, who has given me some feedback on what HMRC staff think about the series of events/presentations by HMRC entitled "Building Our Future".

In short, HMRC staff who have attended "Building Our Future" are somewhat underwhelmed.

Staff are herded into a room on the third floor of Chelsea Stadium, and then endure a 30 minute registration process.

A PowerPoint presentation is then given about the possible benefits of a digital HMRC. After which a facilitator then attempts to stimulate a discussion, then a director comes around each table giving lectures and advice.

Seemingly staff have come back from the event very angry, saying it's a waste of time.

I welcome further feedback about this.

HMRC's 2020 Vision - Building Our Future


My thanks to a loyal reader, who dropped me a wee note about a series of HMRC events entitled "Building Our Future".

Seemingly staff in one of HMRC's London offices have received an email invite to one of the events, which is being held at Chelsea Football Club.

Some staff have already attended an earlier event, and the feedback is not promising. In short staff are being told by HMRC management at the events that they either accept HMRC's vision for 2020 and beyond, or basically "bugger off".

Additionally, so I understand, during the event the closure of all of HMRC's London offices is raised, in the hope and advent of a digital future.

I would be very interested to hear more about "Building Our Future", if anyone has the courage to raise their heads above the trenches.

HMRC Postal Changes


My thanks to a loyal reader who has advised me that HMRC are changing their postal arrangements.

Specifically incoming post will in due course be scanned by EDM Group, a third party company that is one of the UK’s largest information management providers. The three year contract is worth £4M.

HMRC expect that the bulk of incoming post will be handled in this way by March 2015.

In theory this will speed up HMRC's response time to taxpayers' letters.

I wonder if employees of EDM who handle taxpayers' letters will be asked to sign the Official Secrets Act?

Changing the way we handle post in HMRC

Manager Briefing – April 2014


Background

HMRC is changing the way we handle customer post, following a successful three-month trial. Later this year, we will introduce a new system of scanning incoming post, enabling us to send it digitally around the country in an instant and respond to customer correspondence more quickly.

Last month a contract was signed with an external provider called EDM Group. Work is now under way to agree an implementation plan – with Personal Tax and Estates & Support Services (ESS) colleagues working with the new provider over the next 8-10 weeks to agree timescales.

It is clear that people currently handling post will be impacted by this change, but we will not have the details until an implementation plan is agreed. Rather than wait until we have all these answers, we want to let affected staff know about this important change now. We will provide further details in the coming weeks as our implementation plans develop, through a series of monthly dial-ins and further face-to-face announcements.

This briefing is to provide you with information to update your post centre staff of the changes ahead.
 
Action

Please familiarise yourself with the information in this briefing. You will need to deliver these messages face to face to everyone in your location who carries out post centre duties or whose role is mainly taken up in the physical movement of post.
 
Timing

This message should be delivered in person on Tuesday, 8 April at 10.30.

Similar messages will be delivered by ESS to Regional Post Room staff at the same time.

An intranet article outlining the changes will be published on the HMRC newsroom on Wednesday 9 April.
 
Key messages

I am here to talk to you about a change to the way HMRC handles customer post.

As you probably know, last summer we ran a three-month trial to look at scanning the mail we receive, involving teams in Cardiff and Portsmouth.

The trial showed that, by scanning post, we can reply to customer letters more quickly and efficiently because we can move it around our offices in an instant. We can send it straight to the desktops of the teams who work it, without the need to sort it or transport it.

Following that trial, HMRC has decided to introduce the scanning system for most of our incoming post.

Last month we signed a contract with an external provider called EDM Group, who we are now working with to agree a timeline for introducing the new system across the Department.

This new system means that we will not need to physically handle post on the same scale as we do now, and I’m sorry to say that this will have an impact on your roles.

I’d like to stress that this change is absolutely no reflection on the good work and dedication of people handling post across HMRC – both in PT Post Centres and ESS Regional Post Rooms. It is simply about us finding ways for digital technology to help us answer customer correspondence more quickly and in the most efficient way possible.

You will understandably want to know what this means for this team. We are now working with Estates and Support Services (ESS) and the new provider (EDM) to develop a detailed plan for when the new system will be implemented.

While I don’t have many details to provide at this point, I wanted to come today to let you know that a contract had been signed, to share the information I do have, and to let you know when we will know more.

From the planning work done so far, we agreed last week that the new scanning system will start from the middle of June this year – on a very small scale in our Portsmouth and Newcastle offices for the first few months so we can test the system and how we use it.

Teams outside these locations will not see any changes to the way they work over the first few months. Other sites will then start to come on board from the autumn, and by this time next year we expect most of our incoming post to be handled through scanning.

We will be firming up the timescales and details over the next two months, and will keep you updated through a series of monthly dial-ins and through more face-to-face visits like this. I understand that next week you will be sent an invite to the first of these dial-ins – scheduled for early May when there will be more information to provide. 

I know that this news will be very disappointing for everyone here, and that you will be worried about what the future holds for you. I’m sorry that I don’t have the answers today to the understandable questions you will have.  

The rest of HMRC will learn about this news tomorrow, when an intranet article will be published, but we wanted those of you most directly affected to hear this news from us first and personally.

You will have many questions today I’m sure, and I’ll do my best to answer them.

As I’ve said, I won’t have all the information you are looking for, but as soon as the full implementation details have been worked out, I will come back to explain them to you fully, along with the options available to everyone.


Questions and answers

A more detailed Q&A will be published in a few weeks when more is known about the timescales for implementation and what this means for individual teams.

Post Centre staff might think of further questions in the days following your announcement. These should be asked through the management chain, and in the monthly dial-ins. 



  1. Why are we scanning post when we provide a good service to our customers already?
The new service will help us deal with the 15 million items of post we receive in Personal Tax more quickly and efficiently, as we won’t need to send the post around the UK and around our buildings.
           
We will be able to reply to customer letters sooner, and the new system will also improve the service we provide to our customers on the phone, as advisers talking to our customers will be able to see the post on-screen and confirm where we are in dealing with it.

Being able to move post around instantly will help our flexible working too, enabling us to have teams working on phones or post according to demand. In the future, our phone advisers may be able to respond to post while the customer is on the phone.

Scanning is not new to HMRC and is already in use in other parts of the business. For example, Enforcement and Compliance have been using Caseflow Scanning for some time.


  1. Why has HMRC chosen an outsourced supplier in preference to an in-house solution?
The Proof of Concept (trial) held during April to July 2013 tested the feasibility of an in-house scanning solution and established the cost of providing the service within HMRC.

It is a government requirement to explore the best value for money (VFM) option and to do this an external market engagement exercise was also carried out. A comparison between the two demonstrated that an external supplier offers the best VFM option.


  1. Is this all about saving money?
    No. Although, like all Departments, HMRC does need to make savings and digitisation will help to reduce post handling costs.  The main benefits will be in the improvements in customer service and security.

  1. I work in a local post room.  Does this mean I no longer have a job?
Scanning will be introduced gradually so the effects will be felt over 2014/15, and mainly during the second half of the year. As there will be a lot less post to handle, this will mean that we need fewer post centres. At the moment we are working with ESS colleagues on the implementation plan, and we will let you know what this means for your PT Post Centre as soon as we possibly can (we expect to know by June).


  1. I work in a local post room. What options are available to me?
This change will mean that the volumes of incoming post received in the RPRs will reduce significantly over a period of time. As our work reduces we will need fewer RPRs than we have now. Working out the impacts is complex and we’re doing that work now.  Until that’s completed we can’t say exactly when and where the ESS RPR’s will be in the future but we will have a clearer view by June.


  1. When will the implementation plan be worked out, so you can tell me what it means for me?
We expect to have an implementation plan in the next 8-10 weeks, and we will be holding monthly dial-ins to keep people up to date as plans develop.


  1. What will happen to outbound post in the future?
There is a separate project looking at introducing a Central Print Service (CPS) for outgoing mail.  We will also keep you informed of these developments over the coming months.


  1. Will you be able to scan all mail from HMRC customers?
No. Particularly bulky or fiddly correspondence such as business records and receipts will not be scanned.  We have also made the decision not to include correspondence in cases that require extra security. These items will be classed as exceptions and we are in the process of setting up a small Exceptions Team. We don’t know where this team will be located at this stage.

  1. What is happening to AA grade staff in HMRC?
The AA grade is a valued one within HMRC, and we have no intention of removing it entirely from the organisation. But, we have known for some time that making changes to the way we deliver our services, including far greater digitisation, will mean there will be far less clerical work available for people at this grade. In some lines of business we already have too many AAs for the work available.

We’ve tried to reduce the AA grade across HMRC as a whole. In July 2012 we recognised that around 5,000 of HMRC’s approximately 7,000 AAs were in locations where the Department needed AO grades. That’s why we launched the AA to AO Departmental promotion exercise, which enabled us to promote 1,883 people, with another 1,000 still in the promotion pool. We’ve also not been replacing AAs as they leave the Department, unless there has been a business need to do so. And, we’ve already run an exit scheme for around 400 AA-grade staff in Debt Management and Banking.

In PT, as part of our future planning, we have commissioned a review into future AA roles, our need for those roles and where those roles will be required. This review is not complete and no decisions have been taken but we will let you know what this may mean for the AA grade in PT by September.


10. Will you run another AA-AO promotion exercise?
Where we have AO vacancies we will promote people who are on the AA-AO reserve list straight away.  We will then see whether we have further vacancies and offer Temporary Promotions. We also plan to run a wider AA-AO promotion exercise in May.


  1. Have the unions been consulted about this announcement?
PCS are aware of our plans and we’ll continue to work closely with them.
