Ex HMRC Employee Jailed For £6.9M Tax Fraud


A globe-trotting tax consultant fled the UK before he could be arrested for masterminding a conspiracy to steal £6.9 million from construction workers’ pay packets.

David Hughes left the country in September 2011, travelling to Chile and Dubai before setting up home in northern Cyprus, but he was eventually arrested at Heathrow Airport in January.

Hughes, who is originally from Llandudno, worked for the Inland Revenue in the Colwyn Bay tax office in the 1980s before setting up as a tax consultant in Kent.

The court heard he used a string of UK and offshore companies and bank accounts to steal £6.9 million in taxes paid by clients and deducted from workers’ wages.

The money, which should have been paid to HM Revenue and Customs (HMRC), was split between Hughes and his co-conspirators.

He was jailed for 9.5 years.

HMRC's Fitness Test



Amid concerns of dirty money and economic crime, the Cabinet Office is conducting an audit (fitness test) of government agencies including HMRC.


The FT reports that the SFO is one of several agencies under the spotlight, along with the National Crime Agency, HM Revenue & Customs, the Financial Conduct Authority and the Competition and Markets Authority. Also being scrutinised are several police forces that specialise in economic crime such as City of London.

The agencies and forces concerned have been asked to complete substantial questionnaires dealing with everything from success rates to comparisons with overseas agencies.

All very well and dandy. However, the review does not ask for input from "customers" of these agencies. Thus the "fitness test" is inward looking and will not give rise to meaningful/honest result.

HMRC Employee Shot Dead ‘While Working as a Drug Dealer’

As per the Metro:
"An HMRC taxman who allegedly worked as a drug dealer on the side was shot in a lay-by ‘in a dispute over cash’. 

Mark Jones, a government valuation officer, died in hospital two months after the alleged attack despite having 15 operations on his gunshot wounds.

Two brothers, Stephen Bennett, 53, and Edward Bennett, 47, are accused of murdering him at the lay-by on the A4059 in Mountain Ash, South Wales on July 26 last year.

Currently on trial at Cardiff Crown Court, they allegedly targeted 43-year-old Jones in a row over money.
Prosecutor Chris Clee QC said: ‘Edward Bennett was a friend of Mark Jones and had been for some time. He was also involved in drug dealing with Mark Jones.’

Both brothers have pleaded not guilty to murder.

PC John Brimble, who was called to the incident, said he found Jones lying on the floor groaning in pain,  ‘ash’ in colour.

Another officer at the scene, PC Maddox, said: ‘I asked Mr Jones if he had been shot. He was in a considerable amount of pain and was groaning.

‘I asked Mr Jones ‘do you know who did this?’.

‘I said ‘are you going to tell me?’ But he said ‘no’.’

Paramedic Simon Tunnicliffe there was a lot of blood and Jones was pale and ‘sweating profusely’.

He treated a wound near Jones’ abdomen and said he also suffered a shattered humerus and a severely injured elbow joint.

CCTV footage was also shown to the court, which showed the movements of a white van, with the word Ashdown written on it, driven by Stephen Bennett, on July 26, 2015.

The trial continues."

Quite a double life was being led there!
