The Tax Gap

As per Laura Kuenssberg:
"HMRC says tax gap is 32 billion - nearly half lost from evasion and crime, 5bn lost thro avoidance."
Therefore the hullabaloo raised by dog whistle politicians and the media over the issue of tax avoidance starving the coffers of the Treasury is overdone, and the issue is not as material as they would have us believe.

Tax does have to be taxing.

  1. And thats just by using their figures.

    Compliance regieme does not work for non-compliant organised crime that sees the revenue as a soft touch and an endless source of easy pickings.

    Might be better leaving the crime side of it, because its so large and requires really real investigation and policing, to the professionals of the SOCA/Police/NCA system aided by the Security Services and leave the pickings like evasion to a neutered HMRC.

    Its obviously not getting close to getting to grips with things currently.

  3. Protecting the Revenue, don't this lot have some responsibility to enforce money laundering regs or something?
    I wouldn't trust them to enforce parking regulations!

  4. It's good to see that your sterling efforts to leave no stone unturned in unearthing up-to-the-minute information show no sign of abating, Ken. A tweet from a TV pundit about a report from October 2012: congratulations on the scoop. :)

    Don't forget that one of the criticisms of the dog-whistle politicians (what's their hidden agenda, by the way, other than the usual vote-grubbing?) is that HMRC is dramatically under-estimating the extent of avoidance. It's interesting that you, however, choose to believe Shite HMRC's figures when it suits you.

  5. Had a look at p.7, all that seems to prove is that HMRC have not got a fecking clue what the actual tax gap is.
    WRT to not paying tax, is that not another form of evasion, its certainly an avoidance.
    I would not believe any figures produced by HMRC until such time as their accounts are audited and accepted.

  6. They don't help themselves at all.

    I called the HMRC fraud line about some guys that 'rent out' houses.
    They have one a few doors down from me.
    The landlord won't give rent books or contracts and turn up late at night for their rent in cash (only).
    The company that decorated the house told me that the landlords have 60 or 70 (at £750 a month).

    The fraud line tell me they'll look into it if I can supply the landlords;
    Names, Address, reg numbers of all their cars, their NI numbers !!

    If I can't supply those, they can't do anything !!

    I used to work as a fraud investigator, with the systems they have I could have found all that info in about an hour.
    They appear to want other people to do their work for them !

    This is a tasking of someone and has turned them from a basic Humint (Human Intelligence Source into a CHIS (Covert Human Intelligence Source) because the idiots at HMRC don't even know they are doing it.

    By inference the fraud line have tasked the source to form a covert relationship by effectively requesting details in order to progress the initial information.

    This is an unauthorised tasking and is in direct breach of the RIPA (Regulation of Investigatory Powers Act) I am surprised they are still doing it.

    This is disgusting and sums up the HMRC attitude towards Law and Legislation. There is a duty of care here that HMRC owe to this individual and they have fucked up big time. If this is happening at the end of the fraud line they are putting peoples lives at risk.

    This needs sorting out and quickly before someone gets hurt or worse.

    Obviously, as ever, left hand and right hand of HMRC on different planets.
    Wanting or tasking the punter to provide all the details (do their work for them) takes you into the realms of what is known as the Findus Principle (success on a plate).
    The very expensive system, made even more expensive by having to pay for individual (yes, individual) user licences, is obviously not providing value for money. Wonder what other organisations pay for individual licences rather than a single corporate fee?
    Perhaps dear old Amyas and the PAC can ask the question, and be fed some disingenious response in return.
    Oh, and the tasking is an implied tasking by the sound of it, not a direct tasking, all the same, its still a tasking, unauthorised, illegal should give cause for concern.
