HMRC Rigs Staff Survey - By Threatening Office Closure


My thanks to a loyal reader who dropped me this wee note below:
"I just thought that your readers might be interested to know that at least one office in HMRC has found a way to improve the engagement results of the 2017 staff survey. 

Staff in one of the many offices ear marked to be closed in the next few years have recently been advised at team meetings that too many negative comments on the 2017 survey may result in their office being closed earlier than planned!"
Loyal readers are aware that HMRC has an "issue" with staff surveys, wrt lousy results and poor response rates. Indeed it has been noted before that certain managers try to manipulate staff into making positive comments.

However, to threaten the closure of an office is lower than disgusting!

  1. the civil service code states that civil servants should be "honest" and "act with integrity". if hmrc management are encouraging staff to act countary to the civil service code, under threat office closures/job losses, and if public spending decisions are made on that basis, one has to wonder if the authorities should be investigating a potential criminal offence, under common law, of misconduct in public office ?

    having said that, if offices were closed at least staff would be entitled to redundancy payments (it doesn't make this repugnant corruption okay btw); however given that the dishonest hmrc have bullied and acted unlawfully to other staff, to the point that people have lost their livelihoods without redundancy payment, have lost their careers, have lost their homes, have watched hmrc bullies and hmrc criminals avoid justice, and have lost their health as a result, then one would have to conclude this latest alleged misconduct will be treated as a mere piffle of a matter by hmrc. no surprise there of couse, as others have commented previously hmrc will only be brought into line when outside completely independent investigators get to the bottom of misconduct, current and past, and when we see INDIVIDUALS from hmrc disciplined and prosecuted.

    we know only too well that hmrc is a filthily corrupt organisation.

  2. You have to take into consideration that this ludicrous fluff that is known as engagement is actually,in management eyes, more important than the core work of tax collection !! All we want to do is a decent day's graft but we are summoned to these ridiculous meetings,events,parties just to get our so called engagement levels up.....it is truly pathetic...i despair.

Brown nose along to it all though...otherwise the hmrc management bullies will take 'action' (even if you are a good performer with real work)...I heard of an office where people who were totally lazy and incompetent at the real job, and who were also sneaky, inadequate, cowardly little bastard bullies, but who nevertheless went agreed to 'lead' those pointless 'meetings', next thing they got promoted from AO to HO...there are big prizes for people with no morals who are prepared to be arseholes - just what the senior management excom bunch appear to enjoy in their 'model employees'

  5. Ummm, this is not the first occasion that HMRC management have pulled this tactic as afficionados of this site will recall. PCS well aware of it but as useless as a chocolate teapot. HMG could not give a damn and the public couldn't care less as usual.
    It is the common purpose collective at work and the swivel service and public sector in general is a long way down that rabbit hole.
    Don't forget the rule of 3 and tell it often enough and with conviction and joe public will believe whatever is stated to them hence the students belief that labour would write off their loans! Ha.

    1. Agree entirely - nothing ever changes at HMRC. They are rotten and unaccountable to the core - only the politicians and general public have no comprehension of what a dangerous position this places the taxpaying public (and staff) in. They only learn when they become a victim of HMRC injustice.
      As for the students, they were expecting a kindly bearded man to come down the chimney bearing student loan write-off gifts - I worry that the powerful are able to manipulate and con the public too easily nowadays. Standard of education? Massive implications for governance and democracy long term?

    4. Look people need to accept the reality: HMRC are seemingly above the law. Nothing will ever be done. I still have a copy of a letter from the CEO to my local MP in which he was basically dishonest in his brief and dismissive note. I could see no values of decency or integrity from Mr Thompson with that serious error. Staff at HMRC are left at the mercy of senior management who are free to make it up as they go along. A violent and dangerous place to work, as others have commented.

  7. Attempting to influence the inputs to staff surveys by intimidation and/or implied threats is usually the work of weak or stupid line managers who are themselves rated by reference to the "engagement" scores of their teams, office or division.

    And so it goes on, piling on more of the very same toxic behaviours that cause the problems in the first place.

    HMRC is a classic failed organisation.

    1. yes it is failed. HMRC allowed a senior officer grade female manager to commit a criminal offence in the course of her work, allowed her to lie about it, allowed a Grade 6 to lie about it, failed to individually investigate her gross misconduct and, crucially, failed to have her offending behaviour independently investigated and prosecuted. She never even apologised for the absolute harm her cowardly evil behaviour caused. You can not trust HMRC. Totally corrupt , as they know full well.

    2. When Grade 6 mangers are actively trying to protect SO managers from scrutiny of their behaviour, you have to wonder what on earth is going wrong with the people at HMRC? If they have nothing to hide, they have nothing to fear.

The question senior management have evaded re 13:11 is why was the offending behaviour, in which a manager involved an outside third party rogue, causing fear & distress, never referred to Internal Governance, the Independent Police Complaints Commission or both? What was so special about an incompetent bullying manager that she could break all the rules and break the law without appropriate scrutiny and sanction ? It might be something to do with the fact that if they were to openly, honestly & comprehensively provide answers, their own misconduct would become clear.
      What we have here is a case where the cover up is equally as serious as the original offence. Hence to hear they are now rigging staff surveys should not be a surprise to anyone.

    4. Fact is local managers G6/SO dont have the power to influence office closure dates. And as for the comment at 13.11, I'd like more information on what exactly happened. Sorry but accepting what is said at face value is exactly the issue that's being complained about with G6. cant have it both ways. You need to give more detail

    5. Yes, if you know what she did, let me know and I'll go to the IPCC, the press, too wherever it needs to go to get something done. I read so much about how there is law breaking done by Senior Management, but nothing of any one in the know reporting it. If you saw someone breaking into your neighbours house,you'd report it. Law breaking is law breaking, no matter who is the perpertrator.

    6. Many have tried, and failed. There is a peculiar smell associated with the lack of interest in HMRC "management£ lawbreaking, be it civil or criminal.
      However, it must be said that never mind 'no smoke without fire' or the @Edna sand' mentality that pervades the media, Government, M.P.'s etc. etc., all it will take is the right straw at the right time to break this camels back.
      Wish you luck in getting this off the start line, should you be successful then be assurred the floodgates will open.
      Perhaps PCS could ensure that Michael Mansfield Q.C. is briefed, there would be a lot of publicity for any action's let alone a class action.
