This is no surprise. As one of the many victims of violent bullying when I served HMRC, Human Resources (so-called) and local & senior management (up to CEO) helped to facilitate a cover up of the truth.
Not going to bore people with the details again today but suffice to say it involved a female manager bullying a male officer, and she broke the criminal law as well as civil, and all covered up by HR & management! I was left suicidal.
