As is perfectly clear to everyone, that it is far from certain what will happen in the future wrt Covid-19 and the state of the economy.
Hence, the Chancellor is trying to be as innovative as is possible during a time of extreme uncertainty. It is "unsurprising" that HMRC feel the need to be less than supportive when confronted with innovative thinking.
Tax does have to be taxing.
