24 Hours on Hold To HMRC!

Filing taxes is never as easy it as it should be. But this year has been so much worse. I’ve now calculated that I've spent 24 hours on hold to HM Revenue and Customs trying to sort out what should be a simple issue.

But it’s not just the long wait times that are frustrating. Unfortunately, it seems that once you’ve been on hold for exactly 74 minutes, an automated voice says: “Thanks for your call, goodbye,” and hangs up. 

This happened to me three times in a 36-hour period.

And even if you’re lucky enough to speak to someone, another problem is being given the wrong advice.

Yet I’m not alone in being unable to get a response, let alone a right answer. Twitter shows hundreds of people complaining they’ve been stuck on hold for hours, and MPs have demanded answers from HMRC over phone line delays that are causing misery ahead of the January 31 tax return deadline.

HMRC's incompetence has serious implications for taxpayers like me. Anyone missing the return deadline is charged an immediate £100 fee. After three months, charges ramp up to £10 per day, and after six months it’s more.There are also late payment fees. Currently, 5pc of the tax outstanding after 30 days. Again, the costs rise after five months. You’ll also be charged interest on the balance at base rate plus 2.5pc.

The issue I’m trying to solve is that the calculation for my student loan payment is more than £1,000 greater than the total outstanding balance. 

The first adviser I spoke to told me that three days after my return is filed, the Student Loans Company (SLC) would be able to see it and make a correction. This turned out to be false.

Another HMRC official said they’d put me on hold “for a second” while they investigated, but the call was disconnected. A third promised to call back, but never did.

Eventually, HMRC told me I’d need to send a written letter. At no point previously had anyone mentioned this. When I pointed out it would miss the deadline, I was told I could challenge any penalties later.

In the end, unwilling to risk late payment fees, I used my overdraft, to pay money that I don’t owe. I won’t get refunded until at least March, when HMRC tells SLC what I’ve paid.

The process has taken more than 24 hours, and I’ve only been able to dedicate that time because I’m self-employed. I’ve been juggling work, a six-month-old baby, and a phone permanently on hold.

This is only likely to get worse. By March 2023 there were over 4.2 million self-employed people who were required to file tax returns.

Anyone who earns over £100,000 must do one, and this figure hasn’t changed since 2012 meaning millions more people have been nudged over the threshold. 

You also need to file if you rent out a property, earn an income from shares, or need to pay back child benefit.

HMRC says all callers who need to speak to an adviser can do so, but they may have to wait longer than usual, or call back. 

My experience shows that many people will not be able to get through at all. The taxman has redeployed 850 staff and limited other services to focus on self-assessment calls, but this doesn’t seem to be making an impact.

An HMRC spokesman told me: 

We encourage self-assessment customers to use our improved digital services which offer a quick and easy way to sort out more of their tax affairs online.”

Harra Blames Taxpayers For HMRC's Lousy Service


 

HMRC’s chief executive, Jim Harra, defended the tax authority’s customer service and phone line issues in a letter to the Treasury Committee, following reports earlier this month of taxpayers waiting on hold before being cut off and the outage of HMRC phone lines in December

Harra acknowledged that wait times this year have increased to 27 minutes, compared to 12 minutes last January, but said that around 65% of the calls to the self assessment helpline during the two weeks ending 8 January 2023 could have been resolved if the taxpayer used HMRC online services instead. 

“When more customers use our online services, this frees up our helpline advisers to offer a better service for those customers who have more complex queries or are unable to use online services...

...not to leave it until the last minute to do so."

HMRC Systems Crash


 

An outage on HMRC website blocked taxpayers from completing their tax returns in the latest of a string of delays and IT meltdowns.

Thousands of reports were made to the outage tracking website Downdetector between late morning and early afternoon on Tuesday 24 January  as an IT problem left taxpayers unable to fill in their tax return online with only a week to go before the self-assessment deadline.

HMRC said the online portal is now accessible again and it is looking into what caused the temporary outage.

A spokesman for HMRC said

“Our Self Assessment online service is working well. It was temporarily unavailable for some customers for about an hour, but this has now been resolved. We are sorry to those who were affected.”

HMRC's Trial by Text


 

HMRC bravely enters the 20th century next week, as it attempts to improve its communication with taxpayers by answering routine calls with a text.

A text answer will be triggered based on a customer's reason for calling. Routine requests that will be answered with a text and a website link include:

  • Locating a Unique Tracking Taxpayer Reference (UTR) number
  • Registering for HMRC online services
  • Resetting a lost or forgotten online service password or user ID

Callers will also be given the option to receive an online link or speak to someone to deal with other inquiries such as help filling in their tax return, getting a National Insurance by letter, or requests for income and employment history.

HMRC Strike Ballot


 

PCS are balloting their HMRC members about going to strike.

Whatever the outcome, the long suffering taxpayers won't notice any change in the quality/speed of service:

- you can't email HMRC

- webchat never has a human present

- phone lines are jammed and often cut off

- HMRC take weeks to open letters, let alone respond/action them.

HMRC Given 3 Months, Or Else..Nothing!


 

MPs have given HMRC three months to improve “unacceptable” levels of customer service in a damning report. 

The Public Accounts Committee (PAC) said it was "unconvinced" that HMRC's plans to address its problems would work quickly enough.

It comes just days after MPs wrote to Jim Harra, head of HMRC, expressing “serious concerns” that the taxman's generous work from home policy was causing taxpayers to be left waiting on the phone in the run-up to the self-assessment deadline. Many callers were forced to wait an hour or more for HMRC to answer their queries or were cut off before receiving a response. 

The PAC said it was “surprised” to learn that in the past HMRC had sometimes closed its telephone line because it could not cope with demand. “It is not acceptable not to answer calls from people who are trying to pay the government money,” the MPs wrote.  

The report warned that HMRC’s customer service will only get worse as inflationary pressures squeeze its spending power. The MPs gave the taxman three months to write to the Committee with a plan to improve customer service "as quickly as possible".

Susan Ball, president of the Chartered Institute of Taxation, whose evidence was referenced in the report, said

“Our members tell us every day of the delays they face getting answers and action from HMRC – and the impact this is having on businesses and individuals.

It is crazy that people trying to get help from HMRC on paying the right amount of tax find it so difficult to get through, especially when an estimated £3bn a year is lost to the Exchequer from non-deliberate taxpayer error.”

HMRC plans to address delays by investing in digitising the tax system, but the PAC said it was unconvinced this would be enough to improve customer service.

All very well giving HMRC a 3 months or else deadline, but we all know that when it misses that deadline (and it most assuredly will miss that deadline) nothing will happen to it!

HMRC Sending Out Incorrect Late Return Letters


 

Several AccountingWEB members have complained that they are being diverted from urgent 2021/22 tax returns by HMRC letters about late 2020/21 self assessment tax returns, which on investigation turned out to be incorrect as the returns have been submitted.

Diana Miller received a batch of incorrect late-filing notices on 20 December 2022. Eight other AccountingWEB members also received similar HMRC letters, relating to their clients’ 2020/21 tax returns, which were all issued by “Lee Graham” and carried the reference: ISBC/C&A/S073/LG. 

Some of the HMRC missives included an email address to reply to, which if used, generated a reply from a real person who explained the letters had been sent in error and should be ignored.           

Companies chased  

However, the problem was not confined to personal tax returns as ABC12 complained that he has received reminder letters for corporation tax returns (CT600s) which were submitted months ago. 

These CT600 letters may just be a matter of bad timing of an automatic reminder, but the unnecessary correspondence is extremely annoying for accountants who need to process each HMRC letter and double-check that the system has acknowledged the particular tax return as received. All this extra checking can’t be charged on to the client.   

Seeds panic

The personal tax return chasing letters were also sent to the taxpayers concerned, who are likely to believe what they are told by HMRC. So the assertion that the previous year’s tax return was not submitted may lead the client to accuse the accountant of not doing the job they were paid for. This harms the relationship between the accountant and their client.  

AccountingWEB member Tornado received one of these incorrect late-filing letters for a client and is angry that he has to spend time, as he put it, “trying to explain to him that an organisation that aspires to be one the best digital tax systems in the world has made a serious error in their records.” 

Penalty risk

HMRC has confirmed to The Institute of Chartered Accountants in England and Wales (ICAEW) and the Association of Tax Technicians (ATT) that taxpayers who have filed their tax returns on time will not receive any late-filing penalties. But this doesn’t remove the need to check that the relevant tax return was submitted on time and hasn’t disappeared into some digital hole.

Why did this happen?

HMRC’s explanation for the unnecessary and incorrect chasing letters is that there was a “mailing list error”. HMRC has assured the professional bodies that it has temporarily stopped sending these reminder letters while it investigates the issue further.

Calling HMRC


 

Owing to a screw up by HMRC, it is looking increasingly likely that I will have to call them next week.

Judging by other people's experiences, this will not be much fun and I will probably have to set aside many hours whilst I wait for an answer.
