Lin Homer So Deserves Her Damehood!


My thanks to a loyal reader, who penned me an email today concerning Homer's recent elevation to Damehood.

So annoyed at the elevation was he, that he wrote to his MP who then passed on the letter to the Honours and Appointments Secretariat which was replied to by a Team Leader of Honours Operations.

Here is an extract of the response:
"Honours nominations are considered by one of 9 honours committees, each chaired by and comprising a majority of independent members who are selected after open advertising. The chairs of the 9 honours committees then take their recommendations to the Main Honours Committee and agree the final list for submission through the PM, to the Queen.

The nomination for Lin Homer, like any other, was considered on merit by the relevant independent committee, in this case the State Committee. The Committees are particularly concerned to recognise those who have gone beyond their jobs and who put something back into society to their profession. 

This is particularly the case for candidates on the State Committee's list........

DAME COMMANDER OF THE ORDER OF THE BATH Linda Margaret Homer CB Lin Homer has a track record in taking on some of the toughest and highest profile jobs in government. 

Having transformed Suffolk and Birmingham County Councils, she ran immigration and asylum services in the Home Office for more than five years. 

As Permanent Secretary of the Department for Transport, she guided the department through the highly complex HS2 consultations. 

Now Chief Executive of HM Revenue and Customs, she has met the department’s financial targets with fewer staff and improved staff engagement figures. She supports the Alzheimer’s Society, the Business Disability Forum and the Speakers for Schools initiative

I regret I am not able to comment further on individual awards.

Homer's Number One



Dame Lin Homer is going from strength to strength, not only has she been made a dame but she is also number one in the AccountancyAge Financial Power List for 2016!

"The tax authority's chief executive already has cause to celebrate this year, having been awarded a Damehood in the New Year's honours list for her services to public finance.

However Homer's ability as CEO will certainly be put to the test this year, as HMRC embarks on its switch to personal online tax accounts. The reorganisation will result in the closure of 137 tax offices by 2027 as HMRC moves to a largely digital interface with taxpayers and the agents that act on behalf of businesses and individuals across the UK.

Given the government's and HMRC's history of botched IT projects the profession remains extremely sceptical of how successful the digitisation will prove."

There Is Nothing Like a Dame Lin Homer - The Disgrace That is #HomerGate


Another New Year approaches, and with it another set of New Year honours.

Normally the honours attract a degree of admiration and ridicule, depending on who has been awarded one and on the political perspective of those viewing the honours list.

However, this year marks a turning point in which the entire country has been royally taken the piss out of by the award of a Damehood to Lin Homer.

Homer's "career" (if it can be described as such) is a series of increasingly appalling car crashes of spectacular incompetence, as she climbs the slippery slope of civil service power and authority. Now, to add insult to injury, she has been awarded a Damehood for her work in HMRC.

This surely is an insult to every member of staff of HMRC and every taxpayer; ie it is an insult to the entire country.

Normally honours are awarded to those who have left office, to those who have done something useful or to those who are chums with the PM. However, as far as I can see, Homer is none of these.

Therefore I can only conclude that she was given the award for one (or a combination) of the following reasons:

1 Cameron is a closet republican, and wants to bring the system into such disrepute that it is abolished.

2 Cameron wants to take people's attention away from Crosby's honour.

3 Homer was about to leave, and the award is a bribe to keep her in office long enough so that she can be blamed when HMRC inevitably collapses.

4 Homer knows where the bodies are buried in HMRC, and it's a bribe to keep her quiet.

Whatever the reason, it's a fucking disgrace!

Thoughts and comments are very much appreciated.

Incidentally, a twitter chum of mine who is a journalist is seeking confirmation (for an article that he is penning) that Homer is on PAYE. I assume that she is, but please could someone confirm this?

No Wooden Spoon contest is complete without the taxman gracing the list. Incredibly, this is the sixth year in a row that HM Revenue & Customs has featured. Will it ever get its act together?

The introduction this year of the new marriage tax allowance was shambolic. Problems with the application process triggered a flood of furious letters to our postbag.

In most cases, you’d been unable to get the tax break because you couldn’t pass the online test

to prove your identity. Some of you wrote to complain, but didn’t get a response for months.

To qualify, older applicants were asked for credit card, mortgage, passport or driving licence details. This froze out those who have paid off their mortgage, don’t borrow, have only a paper driving licence or no longer go abroad.

The usual problems were also prevalent: callers have also been kept on the line for nearly an hour to speak to an adviser; readers told how separate departments failed to pass on information to each other; and families were unexpectedly hit with massive bills.

In particular, millions of elderly taxpayers keep being told that they owe thousands of pounds — but can’t get an explanation as to why. Worse, their appeal is often thrown out by officials. Only when their dispute goes to the Adjudicator, the tax watchdog, is it finally upheld. For many of those forced to fight HMRC, the most troubling aspect is that despite not putting a foot wrong, they’re held accountable for a tax mistake they haven’t even made.

A spokesperson for HMRC says: ‘Our service levels have not been good enough at busy periods this year, and improvements to our service have taken longer than we’d hoped. We have taken major steps to improve, including the recruitment of 3,000 new staff into customer service roles.’

HMRC has won ‘Digital Project of the Year’ in awards held on 18 November.

The award recognises the progress HMRC has made in its ongoing digital transformation.

Specifically, the award recognises the Multi-Channel Digital Tax Platform. MDTP gives HMRC the agility and speed required by a digital-first organisation, while fully meeting requirements around legacy systems and security policies.

MDTP’s microservice architecture enables multiple agile teams to rapidly build, deploy and operate services, with enhancements going live almost daily.

Mark Dearnley, Chief Digital and Information Officer at HMRC, is quoted by Business Wire:
The Tax Platform is the foundation on which the Department’s digital future is being built. We can now deliver new services in just weeks not months, and make changes in hours not weeks.

HMRC Shortlisted For Awards


Congratulations to HMRC for being shortlisted for two awards at the 2015 Opportunity Now Excellence in Practice Awards:

- for advancing women, and
- for directing diverse talent

Hoozah!

The Advancing Women Award
This award is for a particular initiative/intervention which aids the recruitment, retention, development and/or progression of women and can encompass women at all levels – from non-managerial to the board room. For example: a training initiative or career development/leadership programme or a recruitment/progression strategy or initiative.

The Directing Diverse Talent Award
This award is a collaboration between Opportunity Now and the CIPD to acknowledge the significant role that HR has to play in progressing the gender/diversity agenda. It recognises an exceptional HR director, manager or practitioner who has demonstrated a real commitment to inclusive management of talent. It acknowledges a game-changer who has shown a passion and dedication to developing women/diverse talent.

The ceremony will be held at the Park Lane Hilton on the evening of 21 April.

Tables for ten people are a mere £3K plus VAT.

By happenstance two other organisations that HMRC will be rubbing shoulders with on that evening are:

Congratulations to HMRC, for winning the 2014 Golden Bull Award presented by the Campaign For Plain English for ''the worst examples of written tripe''.

As per the Campaign For Plain English:

My thanks to a loyal reader who pointed out that not everything in HMRC's garden is covered in feculence.

Yesterday Suzanne Newton, HMRC's RTI Programme Director, won a civil service award under the category Dame Lesley Strathie Operational Excellence Award (sponsored by BT).

The judges were looking for examples of outstanding teams or individuals who have innovated, impressed and made a difference in their area over the past twelve months. Nominations were considered against award-specific criteria as well as the following elements:

Promotion or demonstration of the core values and behaviours set out in the Civil Service Code: Has the nominee acted (where relevant) with honesty, integrity, impartiality and objectivity?
Measurable benefits: Does the nomination provide evidence that demonstrates how the project or programme is having a tangible effect?
Working in partnership: Has the nominee introduced effective joint working arrangements that bring together colleagues from multiple teams, departments or other internal or external organisations?
Sustainability: Will the initiative/practice described leave a lasting legacy and can it be replicated across government?
Innovation: Has the nominee used innovative approaches, and made the best of technology available, which have resulted in a step up from business as usual and delivered real benefits to end users?
Impact: Has the nominee made an impact beyond their immediate team/business area/department?

HM Revenue & Customs
Suzanne Newton led the successful delivery of Real Time Information (RTI), a major digital government programme to reduce the burden on employers during payroll processing. RTI is the biggest modernisation of the PAYE system in 70 years and is a huge change for employers, the pensions industry and HMRC. PAYE is more accurate for employees and provides richer, more accurate, real-time data so that benefits can flex with earnings, helping welfare reform become a reality. In 2013-14, more than 1.8 million PAYE schemes were reporting RTI for 48m records, 99 per cent of the total, and HMRC processed more than 31m submissions, reporting over 660m payments to employees. RTI recently won two prestigious awards, with the Real IT Awards judges describing it as a "fantastic achievement”, demonstrating that government can and does deliver high-quality digital transformation that works.

HMRC Simplicity Awards

On the 3rd of December HMRC presented awards to those who, in the opinion of the judges, have helped make the tax system more simple and transparent.

Members of the judging panel included recent British Accountancy Awards Outstanding Contribution winner Paul Aplin, Tax Aid's Rosina Pullman and Taxation's Mike Truman. HMRC's panel members were Jim Harra, Ruth Owen and Jennie Granger.

The recipients were:

- Public Protection Division of Blackpool Council - for its support of the Blackpool Holiday Industry taskforce launched in July 2013;

- Karen Thomson, Chartered Institute of Payroll Professionals and member of HMRC's Administrative Burdens Advisory Board - for helping to ensure that the impact of Real Time Information (RTI) on employers and their payroll processes was minimal;

- Philip Paur, Deloitte - for his contribution to the development and delivery of HMRC's policy and operational delivery on expatriate taxes;

- Brian Palmer, AAT - for his dedication to transparency, including being instrumental in driving HMRC's decision to publish information about post and contact centre performance.

The awards were presented by David Gauke, who is quoted by Accountancyage:
"There is some excellent work going on between HMRC and the tax community. By listening to and working with tax professionals HMRC can make the tax system in the UK as simple and transparent as possible."  
A fair way to go though methinks!

Homer Shortlisted



Talking of awards, my hearty congratulations to Lin Homer, HMRC’s recently appointed Chief Executive Officer, who herself has recently been "ranked/shortlisted" by the media.

In this particular case Homer has been listed seventh in a list of 100 ‘people to watch in 2012’ published in The Times the other day.

As The Times put it:

"..managing Britain’s tax collectors is a tough job at any time but Revenue & Customs is under pressure to justify the deals that it has made with big companies and has the lowest morale of any Whitehall department."

Homer, doubtless is an ideal appointee to the role of HMRC CEO; aside from having no experience at all wrt tax (beyond being a taxpayer), she also has a fine list of accomplishments:

"In 2005 Birmingham was declared to be a "banana republic" by the Election Commission.

For why?


Wholesale electoral fraud in the council elections.


The Election Commission ruled that Labour had been responsible for “massive, systematic and organised postal ballot fraud.”


He then made a few choice remarks about the Chief Returning Officer, also the chief executive of the council.


She had "
thrown the rule book out of the window”.

To whom did he refer?


Why none other than Lin Homer.


Labour helped her out by making her head of the UK Borders Agency.


This being the very same UKBA that threw the rule book out of the window and relaxed border controls.


Lin, clearly a career minded woman, moved on from there this summer (just before the shit hit the fan) and became Permanent Secretary at the Department of Transport."

HMRC External Engagement Awards



The winners of HM Revenue & Customs' (HMRC) External Engagement Awards have been announced.
 
The awards, now in the their second year, recognise the contribution that business, professional and voluntary communities make in helping HMRC run the UK’s tax system.
They were awarded to:

* Sarah Gillett – UK Ambassador to Switzerland and Liechtenstein – for her pivotal role as part of the UK team negotiating with the Swiss Government to seek ways to increase tax transparency for UK taxpayers, including the recent tax agreement.

* Paddy Millard – retired Chief Executive Officer of Tax Help for Older People (TOP) – for supporting HMRC with specialist advice about customers on low incomes, in particular his work on security and disclosure constraints.

* Rebecca Benneyworth – as contributing editor of Accounting Web – for her work in supporting HMRC’s consultation exercise on the future relationship with the tax agent community.

* Mike Sufrin – retired Director of Tax, Rolls Royce – for his commitment in working with HMRC to improve clarity and customer focus in Large Business, in particular his significant contribution to the development and implementation of the Senior Accounting Officer and the Large Business Transformation programme.

Presenting the awards, David Gauke, Exchequer Secretary to the Treasury, said:

I’m delighted to recognise the contribution that individuals outside the Department make to the development, operation and delivery of tax administration. These awards show there are some excellent working practices between HMRC and taxpayers. Making the tax system simple and transparent is vitally important."

Dave Hartnett, HMRC’s Permanent Secretary for Tax, said:

HMRC has recognised that we cannot improve the tax system all by ourselves. We need the help of individuals and organisations in the tax profession and voluntary community to help us. These new awards recognise their efforts and the vital part they play in making the tax system better.”

The awards took place yesterday (16 November) at 11 Downing Street and the winners were chosen by their peers in the tax community, using these criteria:

* Commitment – has made a significant individual commitment, either over a concerted period of time or in relation to a specific initiative, to drive forward clarity and ease of use of the tax system, above and beyond their professional position.

* Customer focused – has brought and championed customer understanding which has enabled processes, legislation or policies to be better designed from the perspective of both the customer and HMRC.

* Clarity – through their commentary and active contribution they have identified the need for greater clarity and worked with HMRC to achieve a positive change and greater ease of use of the tax system.

The Empire Strikes Back



My thanks to several loyal readers who have alerted me to HMRC's new staff incentive programme.

It seems that ExCom have reached deep within the bowels of history, and have resurrected the British Empire.

Huzzah!

"E is for Empire, on which the sun never sets!"

As such the Imperial Service Medal will now be awarded to selected HMRC staff who are retiring after 25 years, or more, of service.

Whilst I agree that retirement after long service should be recognised and rewarded, is the Imperial Service Medal really the right way to do this?

What about long serving staff (if there are any left) who have not yet retired?

To build a memorial, first find a million victims.

Here is the announcement from HMRC's intranet:

"HMRC is reintroducing the Imperial Service Medal to recognise the efforts and achievements of long-serving members of staff.

Awarded by the Queen on the Department's recommendation, it is given to people at AA and AO grades who have made a real contribution over at least 25 years.

Chief executive Lesley Strathie said:

'The knowledge and experience of our people is something we really should celebrate. The contribution made by some of our longest-serving people is immense, so I'm extremely pleased that it will be formally recognised in this way.'

The medal is awarded when a person retires and has been reintroduced from 1 February. It was previously recognised at various times in both the former Inland Revenue and Customs and Excise.

Nominations will come from a person's line manager and HMRC's honours secretariat has produced guidance to help them through the process."

HMRC's Emissions



Congratulations to HMRC for winning the Best Large Public Sector Fleet title for the second year running, and the Business Mileage Management award for the first time. It was also runner up in the Leadership – Public Sector category!

The Awards are organised by the Energy Saving Trust, and supported by the Guardian and the CBI.

Pete Gleeson, Category Lead Travel and Transport at HMRC, told Public Sector Travel:

"I am delighted to receive these awards on behalf of HMRC, which recognise the work of our fleet team and pays tribute to the efforts made across HMRC.

We will now be turning our attention to what more can be done to reduce fleet/emissions further in 2011.
"

As noted, HMRC also won this last year and what I said then probably still applies:

"I assume that this hasn't been achieved by managers ditching cars and flying instead?

It would be interesting to see if flying miles during the last year have increased/reduced or remained static.
"

I refer to two comments made by readers at the time:

"Talk of saving CO2 is a nonsense.

Now that officers have to travel into the office first to pick up the pool car for their visits, it means that actual journey times and mileages and CO2 are greatly increased - but then again, the first leg of the journey doesn't count in the stats and HMRC and Gordon Brown's crazy world of Off Balance Sheet Financing."

Since a mangers team could include staff in Belfast, Edinburgh or somewhere in England these people are never out of airports and jumping in taxis.

HMRC are a fucking laugh spouting off all this positive info. When you asked for some clarification on the departments restructuring or simply the future, it was like talking to a pack of dummies.

Plus should the overall costs not be down anyway considering that thousands of disillusioned staff have fucked off out of the place over the last few years?

Spend, Sourcing & Procurement technologies
HM Revenue and Customs (HMRC) was formed in April 2005, following the merger of Inland Revenue and HM Customs and Excise Departments. In 2009, HMRC collected net tax receipts in excess of £400 billion, and has more than 83,000 employees at 300 locations around the UK.

HMRC is responsible for £2.2 billion in annual spending, and purchases everything from standard office supplies and print services, to industrial truck scanners and ships, and even dogs for customs work. Plans to make HMRC more efficient and open in its sourcing practices, as well as move to a more focused procurement activity, led to the implementation of an Emptoris technology suite for sourcing, spend analysis, contract management and supplier performance management.

Spend analysis and sourcing technologies are in wide use in the private sector at leading global companies. Getting a public sector organisation like HMRC in line with these practices is a huge task.

In January 2007, HMRC initiated a pilot project using spend analysis software to collate and enrich its spend data. In February 2008, HMRC then initiated a second pilot program, using advanced sourcing software, which aimed to enable the department with more efficient, effective and open sourcing practices for the goods and services it procures.

Having clear and deep visibility into organisation-wide spend allows it to effectively target key areas for cost savings and clearly demonstrate the value delivered. The information capability of spend analysis software is also critical to helping the organisation report more effectively to government auditors. Finally, the contract management technology initiative addresses the recommendations of a government audit, and improves the efficiency of the Department’s contracting processes, as well as the terms of, and compliance to, HMRC contracts.

In terms of spend analysis, HMRC has consolidated, cleansed and enriched spend data for more than 21,000 suppliers and 1.3 million invoice transactions. In terms of the application of sourcing technology, HMRC has run more than 45 sourcing events for a total spending of £300 million. Sourcing technologies have already helped HMRC to achieve savings of as high as 30 per cent in key spend categories and e-auction events.

These technologies have allowed HMRC to streamline and take paper out of the process, which has efficiency as well as sustainability benefits. Perhaps even more importantly, it has improved visibility and control over public spending – and improved accountability and responsiveness to taxpayers and Central Government.

Best in Class
Congratulations to HMRC for winning "Best Public Sector Fleet (with more than 250 vehicles) 2009".

HMRC have reduced its fleet mileage by 12%, and saved 2,000 tonnes of CO2 (above and beyond its own targets).

I assume that this hasn't been achieved by managers ditching cars and flying instead?

It would be interesting to see if flying miles during the last year have increased/reduced or remained static.

Tax does have to be taxing.
